This is a review of Vasily Ivanov when he was the leader

Vasily Ivanov was the founder of Matterio and Vasilism. He expanded Matterio from Mongolia to central Siberia where he was overthrown and a republic as created.

Early Life


Vasily Ivanov lived a normal life in Volgograd, New USSR. His mother died while he was young so he was left to live with his father, Alek Ivanov. He was very intelligent and as a teenager he began to formulate his political theories and ambitions for the future. While his father was a loyal communist, Vasily was never too keen on the idea of following in his father's footsteps as a Soviet. He was reported to be somewhat of a delinquent in his youth, and ran into trouble with Soviet police frequently, much to his father's dismay.

Political Rise


Vasily decided that he would apply for the Volgograd Political College where he would study political theory. Marxist-Leninism was not appealing to Vasily, and instead he imagined an ideal ideology which incorporated nationalist and militaristic elements to create a society that would support itself. Hopefully stable enough to survive the cruel new world formed after the Shattering. Throughout his time in university, he would organize political gatherings with his friends and followers. At first his political theory had minuscule support, but over time by holding rallies and speaking in public places, he garnered significant support throughout Volgograd. At one point, following a passionate speech on the flaws of the current government, he incited a small riot which led to him and some of his supporters to be arrested and jailed for some time. Thankfully due to a sympathetic court, he only got a few weeks worth of jail time. He was famously labeled as a political firebrand by the premier of the New USSR. The New USSR collapsed on May 2nd, 2031. Vasily abandoned Volgograd and moved to Siberia following the formation of the Neo-Russian Federation.

Exile and Vasily's Clique


By the collapse of the New USSR, Vasilism was a well-known political ideology. Vasily's passionate and charismatic personality made him a popular figure in post-collapse Russia. He was especially popular in Siberia where a new Republic had been formed, the Siberian Republic. The new leaders of the young republic were well aware of Vasily's ambitions and how unpredictable his supporters could be. The Siberian Republic exiled him 10 days after his arrival in Siberia. Vasily moved south to former Mongolia and united the central steppes. His clique was the first experiment of Vasilism and was a stratocracy of sorts. He dramatically increased militaristic policies and had dreams of a united Siberia and proper nation which he would rule.

Invasion of Siberia


Following his exile, Vasily was followed by some loyal followers. Among them was the famous Russian war hero, Konstantin Tormasov, known for his military ability and bravery. Vasily knew that the Siberian military was underfunded and overstretched due to the national pacification going on within former Russia. Bands of warlords and criminals went around pillaging and raiding vulnerable settlements and cities, and it took a significant military presence to prevent these attacks; something that the Siberian Republic lacked. As a leader of his own military government, he had the capabilities to invade Siberia and expand his territories. On July 4th, 2031 Vasily's armies entered the Siberian Republic and seized major cities; beginning the Siberian Campaign. Vasily's military was much more prepared and better staffed than the Siberian armed forces. When the war was clearly in Vasily's favor, he declared a new nation; The Vasilist Federation of Matterio. The Siberian government collapsed into nonexistence due to the pressures of invasion, mutant/warlord raids, and popular unrest. By mid August, Vasily controlled territory up to the Kara and Laptev Seas. It would take many months to pacify and effectively administrate his new territory.

The Vasilist Federation


Vasily would rule for many years, implementing his ideology and creating a national culture that would replace the old. He ruled as dictator of Matterio, keeping the nation safe and powerful. His many policies and reforms changed national identity and attitude. His strong military kept both the mutants and warlords at bay and allowed Matterio to prosper. Under Vasily, Matterio expanded very little, choosing instead to focus internally and perfect government and societal functions. He is generally considered a benevolent dictator, but he held a tight grip on the nation and used his power to further his own authority and goals. Eventually, an internal plot to remove him from power succeeded and the populace revolted. The result was the establishment of a Matterian Republic in 2050. Vasily was removed from power and retired to a peaceful life in Tsensever (the old name of the capital). Following his reign, the nation was thrust into the international spotlight, setting the stage for a weak and meaningless Matterio to turn into a superpower.

Council Deadlock and March Coup


The Matterian Empire was largely successful but following the failed assassination of Dmitry Ivanov, Vasily's grandson, Matterio entered a period of unruliness and instability known as the Council Deadlock. Vasily was aware of the impending war with the RSFSR, and hoped that the Empire would pick itself up and continue the march to victory. Once the Moscow Rebellion began, in which communists and anarchists stormed Moscow and other eastern cities, Vasily believed it was necessary for him to step in and rescue the nation. Vasily used his political connections to rally an entire legion to march on Ochestvograd (the new name of the capital). On March 15th, 2077 Vasily and the 5th Infantry Legion secured the capital. Vasily confronted the Grand Council and assumed direct control of the Empire. He put down the Moscow Rebellion and continued plans for the invasion of the RSFSR.

Policies

  • Capital Punishment
    Vasily introduced capital punishment to Matterio, making crimes less appealing due to the prospect of possible death.

  • Conscription
    Vasily believed that a strong military meant a stronger, safer society. But he also believed that military service would make loyal subjects. This policy eventually changed Matterian culture indefinitely, turning Matterio into a very militaristic society.

  • Social Welfare
    Vasily created a comprehensive welfare system within Matterio which guaranteed all residents and citizens good health and safety. This policy attracted many thousands of immigrants from Asia who sought the safety and comfort of Matterian welfare.

  • Vasilist Labor Programs
    The labor programs introduced during Vasily's rule would set a precedent for how work would be done within Matterio. Private business is permitted, but regulated enough to prevent corporate involvement in the environment, government, and society. Major/important resources would be gathered and managed by the central government; these include water, oil, timber, iron, salt, etc.
