Office of the Secretary on Global Affairs -- 15 June 2019
Secretary on Global Affairs Mr. Samuél Levantx --

Citizen Crisis

The Secretariat monitors its member regions, in its aim to share information and knowledge in the Interregional Community. the Secretariat has observed in the last week beginning of 11 June 2019 a significant lose of active citizens in the Republic of Free Nations. A lose of citizens which has lead to today a crisis of activity and functioning as a sovereign Region.

the Secretariat has also noted Regional Government senior official declare a state of emergency due to this citizens drain. the Office on Global Affairs has analysed the flow of citizens movement. Remarkable is that the citizen crisis is sourced due to the "citizens ceasing to exist". Although limited most citizens move to other Member Regions of the Regions Assembly or choose to relocate in the Pacific Regions.

Government Response

The RoFN Government has responded in diverse ways to the ongoing crisis. The President has reacted in an Linkstatement declaring a state of emergence, other Regional Officials have taken Linkthe initiative asking support of the remaining citizens. However the Secretariat remains concerned about the impact of these uncoordinated responses from the Government. the conclusion of Office on global Affairs is that the impact shall be rather limited to unresolved.

the Regions Assembly

the Secretariat wishes to notify the General Assembly of this citizens crisis. The Charter of the Regions Assembly establishes a ground rule of sovereign regions being part of an interregional community. the Secretariat in its assessment believes that the Republic of Free Nations cannot remain a active contributor to this system of member regions. The Analyses shows that the Government respons has not impacted the situation at hand.

The Secretariat advices the General Assembly some alternative measures which it can propose to the Republic of Free Nations.

(1) Regarding the inability to solve the citizens crisis at its own the RoFN needs to broaden its borders to ensure its main functioning. the Secretariat advices the General Assembly to propose a merge between two Member Regions confronted with the same potential issues. the Federation of the FA and the Republic of Free Nations can merge into one entity to solve both potential citizens crisis at once.

(2) the Secretariat advices the General Assembly to not let the principle of "Active Sovereign Regions" to be eroded. A expulsion of the Republic of Free Nations from the Regions Assembly is in order to maintain the system of Interregional Cooperation.

(3) the Secretariat advices the General Assembly to create a Interregional Refugee system where citizens of the Republic of Free Nations and or other future refugees affected by a citizens crisis can seek new homes under the umbrella of Member Regions.

Due to a reshuffle of the Secretariat, and a appointment of a new RA Secretary on Interregional Affairs.

This Report shall be deposited into the new established office of the Secretary on Interregional Affairs headed by Xernon.

Despite the efficient economy and freedoms of the nation, many have been divided politically and ethnically. Growing unrest and state corruption soon caused one of the bloodiest wars in Danubia-Slavia's history.

~The Progression of The Civil War~

Imprisonment of MPs and Removal of Parliament

A watchdog group known as The Clean Slate had uncovered several illegal actions by figures in parliament. Many of these actions involved violation of anti-trust laws, embezzlement of state income, election rigging, and even indirect killings of Danubian-Slavic soldiers in The Federation Alliance-Phoenix Syndicate War. Following this reveal, the common people became enraged and lead riots across the nation, especially in the capital. Marker Zimmerman, the Prime Minister at the time, put all corrupt MPs on trial, but before they could even begin the hearing, hundreds of armed militias raided the High Courthouse and dragged the MPs out onto the street. All individuals captured by the militias were killed in massive firing squads throughout the city. Marker Zimmerman denounced the action, saying it was a violation of justice and human decency, but the once strongman of Danubia-Slavia was left ignored. Following this, Marker Zimmerman removed parliament temporarily.

Leonidas and The Nationalist Front

The militias were a combination of several nationalist ideologies outraged by the disrespect to the nation. The man leading them, Leonidas von Mackensen, was a young yet passionate leader. He fought in the FA-PS War, and proved himself to be a military genius. Leonidas lead the militias onto the capital and had the MPs killed, he then declared himself the new leader of Danuia-Slavia, and marched onto the capitol building. Leonidas personally sat down and had a nice discussion with Marker, and even shared a few cups of tea with him. Leonidas had high respect for Marker, but Leonidas told him that for the sake of the country he must step down. After a few hours of more discussion between them, Marker Zimmerman announced on live television his resign from office, and proclaimed that Leonidas would be leading the country until the purge of corruption was completed. For the month Leonidas was in office, him and his militias uncovered a socialist deep state in the government, the reason why Marker Zimmerman's hands were tied in political affairs. While Leonidas tried to restore order, few divisions loyal to the old government fought a guerrilla war against the Nationalist Front militias.

The Assasination of Leonidas and The Start of The True Conflict

Leonidas von Mackensen seeing the unease of the people, held a speech by the capitol building reassuring the people that once the small struggle was over he would step down and have open elections be run. He talked of peace, new glory, and the return to true democracy. As he was just finishing up, a small group of socialist militiamen fired at Leonidas, filling him with lead and killing him instantly. Nationalist militias hunted the men down and killed them. A few days after the incident, thousands of socialist militias banded together under the leadership of The Deep State Collective. Several reports came in that battles have broken out between Nationalist garrisons and Socialist invaders, the civil war officially begun. With the Nationalist pushed out of Vienna and seeing themselves surrounded, they set up shop in Novi Sad and prepared full mobilization.

The Beginning of The Allied Democratic Coalition

The Loyalist armies that were once fighting against the Nationalists now found themselves fighting the new Socialist threat. The leaders of the Nationalist militias and the Loyalist generals sat down in Novi Sad together and discussed a peace deal between their two factions so they could fight the greater enemy. After days of debate and discussion, the two sides finally made an agreement on the new government, and formed The Allied Democratic Coalition, lead by General Dyson Weimar-Eisenland. The armies were regrouped in Novi Sad to begin the offensive.

The Serbian Independence Movement

While The Deep State Collective and their militias marched across the nation stamping out resistance and Allied forces, they stumbled upon another bother. Thousands of Serbian Nationalists and mercenaries saw the state of Danubia-Slavia and declared Independence. They garrisoned the borders of Serbia and defended against the Socialists bravely, but found themselves pushed back. The Serbian Nationalists hunkered down in their defenses and decided to wait it out.

The Allied Offensive

Once all Allied armies were stationed in Novi Sad and were ready, the order was given to march towards Vienna and Belgrade, attempting to kill two birds with one stone. The offensive was extremely bloody for all three sides, and lasted for over a month, but Allied forces captured both cities and just barely stamped out all enemy forces within them. The Serbian Nationalist found themselves low on manpower and low on supplies, many deserted and fled to East Sokolias, where many Serbians called a new home, a small few however, stayed behind to sabotage Allied efforts and commit acts of terror on citizens still loyal to Danubia-Slavia. The Deep State Collective, finding them and their militias pushed out of Vienna, attempted to flee to Frigatia, however, Allied navies intercepted them and detained them. The Socialist militias still fighting surrendered, except for a few squads who thought they could carry on in a guerrilla war.

The End of The War

With the Allies seeing major fighting on both fronts end, the war was declared to be over. General Dyson had set up garrisons all across the nation to crush resistance and root out any remaining enemy forces. He then held a speech in Vienna, declaring that open democratic elections would commence. While he was still in power, him and other leaders of the Allies rewrote the Constitution to officially establish the new government. Now the parliament was replaced by a much more efficient senate system, and Prime Minister was given more power and changed to a Chairman.

~The Major Battles~

The Battle of Sarajevo-The Allied militias were told to hold the city no matter the cost while main Allied forces retreated to Novi Sad. As waves of Socialist forces flooded into the city, they held their defensive positions and lead a hit and run battle against their enemy. They survived in the city for weeks. Many Allied soldiers found themselves low on ammo and food, and volunteered for suicide missions instead of dying from starvation. Socialist forces gassed buildings and underground railways, killing many of the Allied garrisons inside. The main Allied offensive eventually made it to Sarajevo and kicked the Socialists out, but it was too late. Only a dozen of Allied survivors were found, all other Allied forces that were garrisoning the city were killed in the fighting, starved to death, or were captured and tortured to death for information.

The Siege of Novi Sad-While Allied armies were regrouping in Vienna and preparing the offensive, Socialist militias shelled the city with artillery and gas attacks. Allied forces retaliated with bombings of Socialist artillery and supplies, which caused the Socialists to loose the advantage and quickly run out of ammo and food. Allied forces discovered the weakened state of the Socialist armies, and sallied out of the city to engage them as the main offensive began. The immense force of the Allies swept over the Socialists like a wave, and had them completely over run.

The Serbian Border Onslaught-When the Serbians first declared their Independence, they held their border against the Socialists efficiently, and caused several casualties to the Socialists. Each day however, the Serbians would get pushed back more and more. For every Serbian killed, 25 Socialists were killed while attempting to break into Serbia. Even though Socialist forces were able to break the Serbian defense, they lost way too many men in the process, and didn't even kill many of the Serbian forces.

The Battle of Wolfsberg-While Allied forces were marching towards Vienna, scouts reported in that Socialist forces were garrisoned in Wolfsberg, ready to strike them from behind. A detachment of the main force were sent to the outskirts of Wolfsberg to stake out the enemy. When Socialist forces began their leave of Wolfsberg, they found themselves surrounded by Allied forces and without cover. A shower of lead fell upon the Socialist forces, and they surrendered within a few hours.

The Battle of Graz-The main Allied armies stumbled upon Graz while marching towards Vienna. Socialist forces exited from the city and blocked the main highway to Vienna while Socialist air force bombed Allied forces to slow them down. Allied forces managed to shoot down enemy air and engaged Socialist ground forces. The battle lasted a few days, with several night raids and opposing squads losing their way in the night. Socialist forces eventually made their retreat by night to Vienna, and left behind traps and roadblocks to slow Allied forces down. Few casualties were lost for both sides, but Allied supplies were used up in the battle, as well as their soldier's energy. The Allied forces had to wait a whole two days while traps and roadblocks were taken care of, and so their troops could rest up.

The Siege of Belgrade-Allied ground forces, assisted by their air forces surrounded Belgrade. They bombed and shelled the city for days, and cut all water going in and out the city. Many of the Serbian mercenaries surrendered under the conditions, which left the main Serbian force undermanned. Allied forces started to carefully and slowly march into the city, capturing and killing any few Serbian soldiers that resisted. The siege barely lasted a week before Allied forces had full control of the city.

The Battle of Split-Allied forces had captured the city from small Socialist militia forces. As they were setting up inside the city, the main Socialist force sneaked in behind them and stormed the city. Allied forces and Socialist forces fought from the open streets to the cramped rooms of office buildings. Casualties were high on both sides, and the battle ended up to be a stalemate until Allied reinforcements came in from the sea on landing craft. Socialist forces that were left fled the city, destroying whatever they could on their retreat.

The Battle of Plovdiv-This battle saw huge use of tanks and air craft by both sides. The Allied offensive slowly dug in against the Socialist defenses as tanks shot at each other from afar. Bombers shared blows against both sides as well until fighters were also brought into the mix. The battle lasted for only a day until Allied tanks broke through the defenses and caused chaos behind Socialist lines. Socialist forces retreated as best they could, but lost many of their tanks in the battle due to being encircled in many spots and a huge storm rolling in, which had several tanks stuck in the mud or too slow to escape the Allied advance.

The First Battle of Vienna-Almost all Socialist forces in the north were stationed in and around Vienna by the time Allied forces made it there. Allied forces attempted to siege the city, but the huge force had went out to meet them in battle and caught them off guard. Allied forces suffered heavy losses as Socialist forces ravaged their position. Allied forces were forced to retreat to a safer position and wait for the southern reinforcements to join them.

The Second Battle of Vienna-As reinforcements from the southern campaign joined up with the main Allied force a few kilometers out of Vienna, they began to make their move. Allied bombers and fighters went ahead first, destroying the first line of Socialist defenses and forcing them to retreat closer to Vienna. Tanks rolled over what was left, and had the infantry behind them make short work of whatever enemy soldiers were left behind. As they approached the second line, tanks and artillery shelled the Socialist defenses. Infantry eventually charged the defenses and kicked the Socialists out of the second line. Socialist survivors fled into the city, hoping to get dug in as best as possible. Allied forces surrounded the city, and offered the Socialists one last chance to surrender, the Socialists of course refused. Allied infantry with the help of tanks forced their way into the city, evacuating civilians and clashing with Socialist forces. The fighting lasted for over a week until Allied forces captured the capitol building and had control of most of the city. Allied infantry then stormed the underground sectors, killing every Socialist they came in contact with. Another week passed, and they finally had full control of the city. The battle was the bloodiest battle for both sides, but it also proved to be the last.

Latest RA Discussions for those not on discord:

1. When should regional elections be held?
It has been proposed by a few nations that the elections for the General Assembly Delegates of each region, as well as the elections for the General Secretary, should be held every three months. However debate ensued about how elections would be conducted, ranging from interregional political parties to field candidates, to a voting bloc of parties from each region proposing candidates on shared ideologies. What do you think? What does your region think of these interregional parties? What do you think of the schedule?

It has been suggested that each regional GA Delegate numbers be increased from one delegate to two seats per region

What do you think? Should we raise the amount of reps for each region from one to two members? Is that too much or too little? What is your proposal?

I would support raising reps per region from one to two, not only because it helps broaden the voice of the region selected, but I've noticed I have trouble doing it all myself

Alright. I have seen a lot of support for raising it to two seats
