POLITICAL STRUCTURE



All good countries need governance. It is in our nature as sapients to organise and establish control. We are, after all, inherent political animals.

Westmore is no different. A well-oiled and robust political system, with many intricate moving parts and functions, keeps our nation ticking and our order intact.

But how exactly does this political machine work?

THE FEDERAL PARLIAMENT

The machine of Westmorian democracy starts at the Parliament of the nation. The country's parliament is a bicameral system at the federal and at the state level, with a chamber for the Senate and a chamber for the Commons. Above the Senate is the National Cabinet, with the ultimate authority of the country resting in the hands of the Office of the President.

THE PRESIDENT
The President of New Westmore serves as the head of state of the entire country. They represent the ideals of the people and work tirelessly to make sure the nation remains functional and presentable to the world. The President is the final authority of New Westmore, and on the advice of his Cabinet wields the power to ratify laws, create decrees, call referendums, and even declare war on the enemies of the nation.

The President is not directly elected by the people, as the position is automatically taken up by the leader of the current ruling political party in charge of New Westmore.

THE CABINET
Directly below the President, sits the National Cabinet. The Cabinet is headed and represented by the Vice-President, and consists of the President's ministers for the wings of their government. The Cabinet acts primarily as the advisory council to the President, and assists the President in making decisions and conducting duties for the nation. Second to this, the Cabinet also stands as emergency leadership for the country in the event the President is rendered unable to perform his duties as head of state. The National Senate and the Federal Court of New Westmore answers directly to the Cabinet.

The Cabinet is not elected, as their positions are determined by whoever becomes the President of the nation.

Under President Holt, The Cabinet has a total of eight ministers, excluding the position of Vice-President.

THE NATIONAL SENATE
The National Senate forms up one of the two chambers of the Federal Parliament. It is headed by the Speaker of the Senate, and is comprised of a total of 52 senators - there are 12 senators each for the four states of the country, and an extra four senators represent the Arnhem Islands. The primary role of the Senate is to scrutinise proposals for laws and to amend or refuse the passage of a bill to the National Cabinet for review. Their decisions can be changed by a vote from the Commons, or by decree of the Cabinet or President.

The National Commons answers directly to the Senate.

THE NATIONAL COMMONS
The lowest level of Parliament is the National Commons. Like the Senate, the Commons is headed by a Speaker, who is often informally called the Prime Minister. It is comprised of 137 representatives, one for each federal electorate of the nation. The Arnhem Islands is not represented in the Commons at all, as they have their own Commons chamber that directly answers to the National Senate.

The primary role of the Commons is to consider and propose new bills for laws and legislation. The National Commons primarily create proposals for laws based on feedback and bills that they receive from state governments. However, the Commons are also fully capable of creating their own bills without any stimuli from the lower levels of government.

State Governments and State Courts answer to the Commons.




THE STATE GOVERNMENTS

The next level of the machine are the State Governments. There are four of them in New Westmore. At the most basic level, the State Governments basically do everything the Federal Government does, just at a state level and with a few caveats to restrict their autonomy appropriately. State Governments are led by a Premier, and have a bicameral system of parliament which is structured and functions similarly to the Federal Government. There is no Cabinet in a State Government, since a State House of Senate forms up the advisory council of a Premier in normal operation.

The primary role of a State Government is to manage their state's economy, infrastructure, state policy and help to enforce Federal laws in their land. State Governments also have autonomy granted to them, which allows them to freely manage how their state functions to an extent.

Some federal representatives may also be present in the State Commons, since their electorate may encompass an entire city or town - this is the case for the electorates of Ignis, Lancer City and Carnegie.

THE LOCAL GOVERNMENTS

The lowest level of the machine of democracy is the local governance of the nation. Local governments manage the functions of the many, many towns, cities and districts of the country, such as local economy, waste management, road repair and law and order within their respective areas. Local governments are headed by a mayor, with a unicameral system of government that consists of a Council Board.


THE MAYORS
The mayor of a local government serves as the leadership of their city or town. The role of a mayor is to oversee the functions of their government day-by-day. They manage the government's administration, approve policies, and represent their city or town at the state level.

Mayors are selected every two years by the voting public. Unlike the system of voting employed at the federal and state levels of government, mayors are typically chosen through a first-past-the-post system.

Mayors answer to the State Commons of their state or residence.

THE COUNCIL BOARDS
The council board of a local government functions similarly to that of the National Cabinet. They act as the advisory council for their mayor, and are comprised entirely of people the mayor has chosen to run the individual needs of their city or town.

Council boards tend to have at least 5 members. Usually, these members lead their government's:

  • Treasury

  • Waste management

  • Infrastructure

  • Tax collection

  • Tourism

Council members can either be elected or unelected. This depends on whether the mayor has the ability to select their own council members or not, which is defined by the legislature of their state.















ELECTORATES MAP

Westmore has a total of 137 electorates, excluding the five that create the Arnhem Islands Autonomous Region, the two unincorporated areas and the three regions of Westmore that are directly administered by the Federal Government. Electorates are large divisions of areas that are represented by a single Representative to the House of Commons. They primarily function as a way to represent large groups of people at the federal level, and are defined by cultural, political and geographical factors, such as the majority ethnic group or average political leaning of the area.

The Liberal Party is the major centre-left party and one of the three main political parties in New Westmore. Currently led by President Andrew Holt, the Liberals have been the current ruling party since the 2033 federal election. The Liberals are the oldest political party in New Westmore, having been founded in 1870 during the era of the Colonial Republic.

The Liberals primarily campaign for a number of popular left-wing causes, such as the furtherment of LGBT+ rights nationwide, the promotion of nonite rights, the separation of church and state and the promotion of multiculturalism in Westmorian society. By far, it is the most popular political party with Westmorian people, with a 67% support margin against its main competitors, the National Union and the Greens.

NATIONAL UNION

The National Union is the major centre-right party and one of the three main political parties in New Westmore. The National Union is the second-oldest party in New Westmore - it was founded in 1920 after a merger between two of the major right-wing parties at the time, the Democratic Union and the Conservative Party of New Westmore.

The National Union primarily campaigns for more economic freedom, the desecularization of the government and the furtherment of the Christian faith in New Westmore. They support some liberal causes, such as the furtherment of LGBT+ rights and nonite rights. The National Union is the second-most popular party in New Westmore, with a 21% margin against the Liberals.

THE LIBERTARIAN LEFT PARTY (THE GREENS)

The Greens are the youngest party in New Westmore, being founded in 1984 as the result of a number of minor green political parties throughout the nation confederating into a singular political entity.

The Greens are sometimes considered to be radical by Westmorian standards - they mainly campaign for many different environmentalist causes, animal welfare rights and the total conversion of the government and the economy to a socialist system. The Greens are the third-most popular party in New Westmore, with a 10% margin against the Liberals and the National Union. They are the most popular party in Arning, where the Greens have consistently held the seat of government in the state since 2011.

ISLAMIC LEAGUE OF NEW WESTMORE

The Islamic League of New Westmore is a moderate authoritarian right party that represents the 1-million strong Dabiristani diaspora. They are a fairly new political party, being founded in 2018 back when the Dabiristani diaspora was the fast-growing ethnic group in New Westmore. The Islamic League styles themselves as the representative body of their people's desires and needs.

The Islamic League campaigns on a broad spectrum on topics, advocating for policies and legislation that would most benefit Dabiristani people in New Westmore. Primarily, the Islamic League advocates for the promotion of sharia law and legislation, the desecularisation of the government (only this time the government becomes Islamic) and the furtherment of close relations with the Lafari. The Islamic League has almost full support from the Dabiristani population, with polling suggesting that 91% of them are more likely to vote for the Islamic League than any other political party. The Islamic League of New Westmore has often been labeled as homophobic and racist by its detractors by virtue of its policies and beliefs.

CHRISTIAN HART'S ONE DEMOCRACY

Christian Hart's One Democracy is a far authoritarian right party led by one of the most infamous and reviled figures in Westmore - Christian Hart, a pro-humanist and far-right political livestreamer, commentator, author and advocate. One Democracy was founded in 2024, when Hart announced to his audience online that he would be attempting to get further into Westmorian politics to promote his ideas and policies to the government.

One Democracy's politics are deemed by many to be a product of the far-right and alt-right movement in Westmore. They campaign for a myriad of policies that run directly counter to what is socially acceptable in the country, such as the reversal of multiculturalism, the promotion of humanist ideals in New Westmore, the total reintroduction of Christianity into the government, and the reversal of progressive causes such as LGBT rights. One Democracy is popular with the far-right and alt-right crowd of New Westmore. That being said, they have been mostly unsuccessful in securing a place in Parliament House. With the recent influx of Rostorian asylum seekers, the party has gained a concerning amount of support, leading to many activists and policymakers advocating for the government to rule One Democracy as outright illegal.

UNITED SOCIALIST FRONT

The United Socialist Front is a moderate authoritarian left party led by Martin McCallahan, a former Liberal senator and a well-known advocate for socialism in New Westmore. The party was founded in 2001, after McCallahan split with the Liberals over disagreements he had with what the party did and believed in.

The United Socialist Front campaigns and advocates for the promotion and furtherment of total socialist governance in Westmore. It firmly believes that the current form of government under democratic socialism is not adequate enough, and needs to be changed and overhauled to better suit the needs of its people. The United Socialist Front is most popular with the far-left community in Arning, where the party holds 7 seats for the state in the House of Commons.

THE BIRTHDAY PARTY

The Birthday Party is a joke political party created by Aiden Brock, a Rajyami-born comedian who is famous (or more infamous) for this lampooning and caricaturing of sacred Westmorian figures, such as the President, various respected authors and well-liked music artists. The party was founded in 2019 as a joint venture between Brock and his long time friend, Lester Roswell. Him and Roswell are the only official members of the party, though they have a following of a few thousand fans and supporters, most of whom are Brock's audience, who are called "party members" by the duo.

The Birthday Party doesn't actually really campaign for anything - in line with Brock's style of humour, the party primarily makes fun of various political campaigns and figures - One Democracy is a frequent target of the Birthday Party, where Brock and Roswell have, on more than one occasion, mocked Christian Hart, from dressing up as Hart in Parliament to even repeating One Democracy's statements in the House of Commons with an unbelievably stupid voice. Brock's most famous stunt against One Democracy was when he sat in front of Hart in the Commons with a turban on - Hart attempted to pick it off Brock's head, and Brock retaliated by turning around and berating Hart in perfect Rajyamian. He then ended his tirade by slamming the turban on Hart's head in an almost slapstick-like manner.

Brock has also lampooned the National Union, the Islamic League, the United Socialist Front and even the Liberals, who he is a staunch supporter of. The Birthday Party is popular with many people in New Westmore, so much so that they even somehow managed to land a single seat in the Commons as the result of a joke campaign backfiring tremendously - the seat for the electorate of Kale.



FEDERAL ELECTIONS

Federal elections in Westmore occur every six years to appoint a new government. In the election, the new government is determined by the party with the most seats in the House of Commons. The winning party appoints its leader as president, and the president then goes on to select party members to form up the Cabinet of their administration.

PERIODS
An election begins six months after it is declared by the President of New Westmore. For example, that means if it is declared in February, the election period will begin in July. If it is not declared, then the election period is automatically set to begin in June of the sixth year of presidency.

Once the election period starts, candidates will have three months to campaign and convince voters to vote for their party. This time is often the most heated period in New Westmore, as parties continue to drum up support and rile up voters to make the right decisions at the end of the period.

When the campaigning period ends, there is a five-day grace period where no campaigning is permitted at all. Once the five-day period ends, voting officially begins. During this time, people vote in the representatives they want to have for their electorates. They can either name the political party they want or the individual they wish to have in charge of their electorate.

Voting remains open for two weeks, before it closes for counting. It is compulsory to vote in New Westmore, so don't even bother trying to skip out on elections.

After the votes are tallied up, the victor is announced. This usually happens one to three weeks after voting stops. In the event no party gains the majority of the seats in the House of Commons, a snap election is called, with a two week campaigning period. Once the results of the snap election are tallied, they are added onto the previous vote count to determine the victor.

VICTORY
A political party wins the federal election by attaining the majority threshold of 70 seats or more in the House of Commons.

VOTING
Voting in the federal election is done through a weighted proportional system of voting. Voters may select up to 12 candidates they want to have in the House of Commons, with their top choice (1) having a total value of 12 points, and their lowest choice (12) having a value of 1 point. The candidate with the most points in total wins the seat in the federal election.

Individuals have two methods of voting. They may either vote over the line, where they vote based on the major political parties of the electorate, or under the line, where they name their individual candidates and their choice next to the candidates' names. Under the line voting is usually done for voting independent candidates.

The points are scaled by the amount of candidates a voter can vote for. For example, if the voting slip allows for 5 choices, the first choice has a value of 5 points, while the last choice has a value of one point. The more candidates a voter is allowed to vote for, the higher the points scale up.

Votes are tallied up by counting the top choices first, and adding all the points up until the lowest choices are reached.

OTHER VOTING
State elections work in a similar way to federal elections. They are called every four years, and have the same periods and voting systems in place to select new governments for the area. The only difference is that people do not vote for who will represent them in the State Commons, as the Commons in a State is populated by the mayors of local governments in the area. Voters in a state election directly vote for the party that will be in charge.

Elections to vote mayors in work differently to state and federal elections. Mayors and local government representatives are voted in by first-past-the-post systems, where voters file one choice only for their preferred candidate for their city or town. Mayors can hold their position for a maximum of 10 years, in which time they are allowed to host any elections they wish to replace their council members, or even themselves.


ARNHEM ISLANDS

The Arnhem Islands is governed within New Westmore as an autonomous region of the state of Southern Westmore. Unlike other states in the country, the Arnhem Islands' government has the authority to control entry into its borders, and has far more autonomy in policy and legislation than a normal state government. The Arnhem Islands was granted this degree of autonomy in 1994 via a referendum which proposed to establish a special region for Irukandji people in an area of high significance to them.

ARNHEM ISLANDS AUTONOMOUS REGION
The Arnhem Islands is under the jurisdiction of an autonomous region, which is governed by the Arnhem Islands Council, a board of 5 Elders who are represented by a delegation of 4 Senators to the National Senate. The Elders represent the five constituent electorates of the region - the Arnhem Shore, the Gambaya Islands, Kookaburra Island, Warra Island and Lara Island. All members of the Arnhem Islands Council are independent candidates by all means - they are often locals with a high amount of influence in their community.

The Arnhem Islands Council is tasked with managing the affairs of the region. They have the authority to ratify policies and decrees, and can propose legislation to the Senate to address specific needs that they want to have fulfilled. They also control the border of the region, and can dictate who can and cannot enter the islands - currently, by decree of the Council, all non-Irukandji people without a valid permit are not allowed to enter the Arnhem Islands.

Council members and Senators are elected every four years by the residents of the region. Voting in the Arnhem Islands works similarly to state elections, where they directly select representatives via weighted proportional voting.

During a federal election, the Arnhem Islands is counted as a single electorate for voting purposes only. They do not vote for a Commons Representative, and instead directly vote for presidential candidates.

THE LOCAL GOVERNMENTS

The lowest level of the machine of democracy is the local governance of the nation. Local governments manage the functions of the many, many towns, cities and districts of the country, such as local economy, waste management, road repair and law and order within their respective areas. Local governments are headed by a mayor, with a unicameral system of government that consists of a Council Board.


THE MAYORS
The mayor of a local government serves as the leadership of their city or town. The role of a mayor is to oversee the functions of their government day-by-day. They manage the government's administration, approve policies, and represent their city or town at the state level.

Mayors are selected every two years by the voting public. Unlike the system of voting employed at the federal and state levels of government, mayors are typically chosen through a first-past-the-post system.

Mayors answer to the State Commons of their state or residence.

THE COUNCIL BOARDS
The council board of a local government functions similarly to that of the National Cabinet. They act as the advisory council for their mayor, and are comprised entirely of people the mayor has chosen to run the individual needs of their city or town.

Council boards tend to have at least 5 members. Usually, these members lead their government's:

  • Treasury

  • Waste management

  • Infrastructure

  • Tax collection

  • Tourism

Council members can either be elected or unelected. This depends on whether the mayor has the ability to select their own council members or not, which is defined by the legislature of their state.















ELECTORATES MAP

Westmore has a total of 137 electorates, excluding the five that create the Arnhem Islands Autonomous Region, the two unincorporated areas and the three regions of Westmore that are directly administered by the Federal Government. Electorates are large divisions of areas that are represented by a single Representative to the House of Commons. They primarily function as a way to represent large groups of people at the federal level, and are defined by cultural, political and geographical factors, such as the majority ethnic group or average political leaning of the area.

The Liberal Party is the major centre-left party and one of the three main political parties in New Westmore. The Liberals are the oldest political party in New Westmore, having been founded in 1870 during the era of the Colonial Republic.

The Liberals primarily campaign for a number of popular left-wing causes, such as the furtherment of LGBT+ rights nationwide, the promotion of nonite rights, the separation of church and state and the promotion of multiculturalism in Westmorian society. By far, it is the most popular political party with Westmorian people, with a 67% support margin against its main competitors, the National Union and the Greens.

The National Union is the major centre-right party and one of the three main political parties in New Westmore. The National Union is the second-oldest party in New Westmore - it was founded in 1920 after a merger between two of the major right-wing parties at the time, the Democratic Union and the Conservative Party of New Westmore.

The National Union primarily campaigns for more economic freedom, the desecularization of the government and the furtherment of the Christian faith in New Westmore. They support some liberal causes, such as the furtherment of LGBT+ rights and nonite rights. The National Union is the second-most popular party in New Westmore, with a 21% margin against the Liberals.

The Greens are the youngest party in New Westmore, being founded in 1984 as the result of a number of minor green political parties throughout the nation confederating into a singular political entity.

The Greens are sometimes considered to be radical by Westmorian standards - they mainly campaign for many different environmentalist causes, animal welfare rights and the total conversion of the government and the economy to a socialist system. The Greens are the third-most popular party in New Westmore, with a 10% margin against the Liberals and the National Union. They are the most popular party in Arning, where the Greens have consistently held the seat of government in the state since 2011.

ISLAMIC LEAGUE OF NEW WESTMORE

The Islamic League of New Westmore is a moderate authoritarian right party that represents the 1-million strong Dabiristani diaspora. They are a fairly new political party, being founded in 2018 back when the Dabiristani diaspora was the fast-growing ethnic group in New Westmore. The Islamic League styles themselves as the representative body of their people's desires and needs.

The Islamic League campaigns on a broad spectrum on topics, advocating for policies and legislation that would most benefit Dabiristani people in New Westmore. Primarily, the Islamic League advocates for the promotion of sharia law and legislation, the desecularisation of the government (only this time the government becomes Islamic) and the furtherment of close relations with the Lafari. The Islamic League has almost full support from the Dabiristani population, with polling suggesting that 91% of them are more likely to vote for the Islamic League than any other political party. The Islamic League of New Westmore has often been labeled as homophobic and racist by its detractors by virtue of its policies and beliefs.

CHRISTIAN HART'S ONE DEMOCRACY

Christian Hart's One Democracy is a far authoritarian right party led by one of the most infamous and reviled figures in Westmore - Christian Hart, a pro-humanist and far-right political livestreamer, commentator, author and advocate. One Democracy was founded in 2024, when Hart announced to his audience online that he would be attempting to get further into Westmorian politics to promote his ideas and policies to the government.

One Democracy's politics are deemed by many to be a product of the far-right and alt-right movement in Westmore. They campaign for a myriad of policies that run directly counter to what is socially acceptable in the country, such as the reversal of multiculturalism, the promotion of humanist ideals in New Westmore, the total reintroduction of Christianity into the government, and the reversal of progressive causes such as LGBT rights. One Democracy is popular with the far-right and alt-right crowd of New Westmore. That being said, they have been mostly unsuccessful in securing a place in Parliament House. With the recent influx of Rostorian asylum seekers, the party has gained a concerning amount of support, leading to many activists and policymakers advocating for the government to rule One Democracy as outright illegal.

UNITED SOCIALIST FRONT

The United Socialist Front is a moderate authoritarian left party led by Martin McCallahan, a former Liberal senator and a well-known advocate for socialism in New Westmore. The party was founded in 2001, after McCallahan split with the Liberals over disagreements he had with what the party did and believed in.

The United Socialist Front campaigns and advocates for the promotion and furtherment of total socialist governance in Westmore. It firmly believes that the current form of government under democratic socialism is not adequate enough, and needs to be changed and overhauled to better suit the needs of its people. The United Socialist Front is most popular with the far-left community in Arning, where the party holds 7 seats for the state in the House of Commons.

THE BIRTHDAY PARTY

The Birthday Party is a joke political party created by Aiden Brock, a Rajyami-born comedian who is famous (or more infamous) for this lampooning and caricaturing of sacred Westmorian figures, such as the President, various respected authors and well-liked music artists. The party was founded in 2019 as a joint venture between Brock and his long time friend, Lester Roswell. Him and Roswell are the only official members of the party, though they have a following of a few thousand fans and supporters, most of whom are Brock's audience, who are called "party members" by the duo.

The Birthday Party doesn't actually really campaign for anything - in line with Brock's style of humour, the party primarily makes fun of various political campaigns and figures - One Democracy is a frequent target of the Birthday Party, where Brock and Roswell have, on more than one occasion, mocked Christian Hart, from dressing up as Hart in Parliament to even repeating One Democracy's statements in the House of Commons with an unbelievably stupid voice. Brock's most famous stunt against One Democracy was when he sat in front of Hart in the Commons with a turban on - Hart attempted to pick it off Brock's head, and Brock retaliated by turning around and berating Hart in perfect Rajyamian. He then ended his tirade by slamming the turban on Hart's head in an almost slapstick-like manner.

Brock has also lampooned the National Union, the Islamic League, the United Socialist Front and even the Liberals, who he is a staunch supporter of. The Birthday Party is popular with many people in New Westmore, so much so that they even somehow managed to land a single seat in the Commons as the result of a joke campaign backfiring tremendously - the seat for the electorate of Kale.



FEDERAL ELECTIONS

Federal elections in Westmore occur every six years to appoint a new government. In the election, the new government is determined by the party with the most seats in the House of Commons. The winning party appoints its leader as president, and the president then goes on to select party members to form up the Cabinet of their administration.

PERIODS
An election begins six months after it is declared by the President of New Westmore. For example, that means if it is declared in February, the election period will begin in July. If it is not declared, then the election period is automatically set to begin in June of the sixth year of presidency.

Once the election period starts, candidates will have three months to campaign and convince voters to vote for their party. This time is often the most heated period in New Westmore, as parties continue to drum up support and rile up voters to make the right decisions at the end of the period.

When the campaigning period ends, there is a five-day grace period where no campaigning is permitted at all. Once the five-day period ends, voting officially begins. During this time, people vote in the representatives they want to have for their electorates. They can either name the political party they want or the individual they wish to have in charge of their electorate.

Voting remains open for two weeks, before it closes for counting. It is compulsory to vote in New Westmore, so don't even bother trying to skip out on elections.

After the votes are tallied up, the victor is announced. This usually happens one to three weeks after voting stops. In the event no party gains the majority of the seats in the House of Commons, a snap election is called, with a two week campaigning period. Once the results of the snap election are tallied, they are added onto the previous vote count to determine the victor.

VICTORY
A political party wins the federal election by attaining the majority threshold of 70 seats or more in the House of Commons.

VOTING
Voting in the federal election is done through a weighted proportional system of voting. Voters may select up to 12 candidates they want to have in the House of Commons, with their top choice (1) having a total value of 12 points, and their lowest choice (12) having a value of 1 point. The candidate with the most points in total wins the seat in the federal election.

Individuals have two methods of voting. They may either vote over the line, where they vote based on the major political parties of the electorate, or under the line, where they name their individual candidates and their choice next to the candidates' names. Under the line voting is usually done for voting independent candidates.

The points are scaled by the amount of candidates a voter can vote for. For example, if the voting slip allows for 5 choices, the first choice has a value of 5 points, while the last choice has a value of one point. The more candidates a voter is allowed to vote for, the higher the points scale up.

Votes are tallied up by counting the top choices first, and adding all the points up until the lowest choices are reached.

OTHER VOTING
State elections work in a similar way to federal elections. They are called every four years, and have the same periods and voting systems in place to select new governments for the area. The only difference is that people do not vote for who will represent them in the State Commons, as the Commons in a State is populated by the mayors of local governments in the area. Voters in a state election directly vote for the party that will be in charge.

Elections to vote mayors in work differently to state and federal elections. Mayors and local government representatives are voted in by first-past-the-post systems, where voters file one choice only for their preferred candidate for their city or town. Mayors can hold their position for a maximum of 10 years, in which time they are allowed to host any elections they wish to replace their council members, or even themselves.


ARNHEM ISLANDS

The Arnhem Islands is governed within New Westmore as an autonomous region of the state of Southern Westmore. Unlike other states in the country, the Arnhem Islands' government has the authority to control entry into its borders, and has far more autonomy in policy and legislation than a normal state government. The Arnhem Islands was granted this degree of autonomy in 1994 via a referendum which proposed to establish a special region for Irukandji people in an area of high significance to them.

ARNHEM ISLANDS AUTONOMOUS REGION
The Arnhem Islands is under the jurisdiction of an autonomous region, which is governed by the Arnhem Islands Council, a board of 5 Elders who are represented by a delegation of 4 Senators to the National Senate. The Elders represent the five constituent electorates of the region - the Arnhem Shore, the Gambaya Islands, Kookaburra Island, Warra Island and Lara Island. All members of the Arnhem Islands Council are independent candidates by all means - they are often locals with a high amount of influence in their community.

The Arnhem Islands Council is tasked with managing the affairs of the region. They have the authority to ratify policies and decrees, and can propose legislation to the Senate to address specific needs that they want to have fulfilled. They also control the border of the region, and can dictate who can and cannot enter the islands - currently, by decree of the Council, all non-Irukandji people without a valid permit are not allowed to enter the Arnhem Islands.

Council members and Senators are elected every four years by the residents of the region. Voting in the Arnhem Islands works similarly to state elections, where they directly select representatives via weighted proportional voting.

During a federal election, the Arnhem Islands is counted as a single electorate for voting purposes only. They do not vote for a Commons Representative, and instead directly vote for presidential candidates.

THE PRESIDENT
The President of New Westmore serves as the head of state of the entire country. They represent the ideals of the people and work tirelessly to make sure the nation remains functional and presentable to the world. The President is the final authority of New Westmore, and on the advice of his Cabinet wields the power to ratify laws, create decrees, call referendums, and even declare war on the enemies of the nation.

The President is not directly elected by the people, as the position is automatically taken up by the leader of the current ruling political party in charge of New Westmore.

THE CABINET
Directly below the President, sits the National Cabinet. The Cabinet is headed and represented by the Vice-President, and consists of the President's ministers for the wings of their government. The Cabinet acts primarily as the advisory council to the President, and assists the President in making decisions and conducting duties for the nation. Second to this, the Cabinet also stands as emergency leadership for the country in the event the President is rendered unable to perform his duties as head of state. The National Senate and the Federal Court of New Westmore answers directly to the Cabinet.

The Cabinet is not elected, as their positions are determined by whoever becomes the President of the nation.

Under President Holt, The Cabinet has a total of eight ministers, excluding the position of Vice-President.

THE NATIONAL SENATE
The National Senate forms up one of the two chambers of the Federal Parliament. It is headed by the Speaker of the Senate, and is comprised of a total of 52 senators - there are 12 senators each for the four states of the country, and an extra four senators represent the Arnhem Islands. The primary role of the Senate is to scrutinise proposals for laws and to amend or refuse the passage of a bill to the National Cabinet for review. Their decisions can be changed by a vote from the Commons, or by decree of the Cabinet or President.

THE NATIONAL COMMONS
The lowest level of Parliament is the National Commons. Like the Senate, the Commons is headed by a Speaker, who is often informally called the Prime Minister. It is comprised of 137 representatives, one for each federal electorate of the nation. The Arnhem Islands is not represented in the Commons at all, as they have their own Commons chamber that directly answers to the National Senate.

The primary role of the Commons is to consider and propose new bills for laws and legislation. The National Commons primarily create proposals for laws based on feedback and bills that they receive from state governments. However, the Commons are also fully capable of creating their own bills without any stimuli from the lower levels of government.

THE STATE GOVERNMENTS

The next level of the machine are the State Governments. There are four of them in New Westmore. At the most basic level, the State Governments basically do everything the Federal Government does, just at a state level and with a few caveats to restrict their autonomy appropriately. State Governments are led by a Premier, and have a bicameral system of parliament which is structured and functions similarly to the Federal Government. There is no Cabinet in a State Government, since a State House of Senate forms up the advisory council of a Premier in normal operation.

The primary role of a State Government is to manage their state's economy, infrastructure, state policy and help to enforce Federal laws in their land. State Governments also have autonomy granted to them, which allows them to freely manage how their state functions to an extent.

THE PREMIER
The Premier of a State serves as the head of government for their state, and are treated as a final authority at the state level before the President. At the advice of their Senate, the Premier can propose bills for federal review, ratify state-only laws and create state-only decrees.

Premiers are elected every four years by the voting public. The system to select a Premier is similar to that of the federal election - the winning party forms the government, with the leader of the party appointed as the Premier. In the event no party wins, another election is called with shorter periods than normal to determine the leader.

State Premiers answer directly to the Federal Government. In total, the State Premiers form up 4 of the 52 members of the National Senate.

THE STATE SENATE

CHRISTIAN HART'S ONE DEMOCRACY

Christian Hart's One Democracy is a far authoritarian right party led by one of the most infamous and reviled figures in Westmore - Christian Hart, a pro-humanist and far-right political livestreamer, commentator, author and advocate. One Democracy was founded in 2024, when Hart announced to his audience online that he would be attempting to get further into Westmorian politics to promote his ideas and policies to the government.

One Democracy's politics are deemed by many to be a product of the far-right and alt-right movement in Westmore. They campaign for a myriad of policies that run directly counter to what is socially acceptable in the country, such as the reversal of multiculturalism, the promotion of humanist ideals in New Westmore, the total reintroduction of Christianity into the government, and the reversal of progressive causes such as LGBT rights. One Democracy is popular with the far-right and alt-right crowd of New Westmore. That being said, they have been mostly unsuccessful in securing a place in Parliament House. With the recent influx of Rostorian asylum seekers, the party has gained a concerning amount of support, leading to many activists and policymakers advocating for the government to rule One Democracy as outright illegal.

The United Socialist Front is a moderate authoritarian left party led by Martin McCallahan, a former Liberal senator and a well-known advocate for socialism in New Westmore. The party was founded in 2001, after McCallahan split with the Liberals over disagreements he had with what the party did and believed in.

The United Socialist Front campaigns and advocates for the promotion and furtherment of total socialist governance in Westmore. It firmly believes that the current form of government under democratic socialism is not adequate enough, and needs to be changed and overhauled to better suit the needs of its people. The United Socialist Front is most popular with the far-left community in Arning, where the party holds 7 seats for the state in the House of Commons.

THE BIRTHDAY PARTY

The Birthday Party is a joke political party created by Aiden Brock, a Rajyami-born comedian who is famous (or more infamous) for this lampooning and caricaturing of sacred Westmorian figures, such as the President, various respected authors and well-liked music artists. The party was founded in 2019 as a joint venture between Brock and his long time friend, Lester Roswell. Him and Roswell are the only official members of the party, though they have a following of a few thousand fans and supporters, most of whom are Brock's audience, who are called "party members" by the duo.

The Birthday Party doesn't actually really campaign for anything - in line with Brock's style of humour, the party primarily makes fun of various political campaigns and figures - One Democracy is a frequent target of the Birthday Party, where Brock and Roswell have, on more than one occasion, mocked Christian Hart, from dressing up as Hart in Parliament to even repeating One Democracy's statements in the House of Commons with an unbelievably stupid voice. Brock's most famous stunt against One Democracy was when he sat in front of Hart in the Commons with a turban on - Hart attempted to pick it off Brock's head, and Brock retaliated by turning around and berating Hart in perfect Rajyamian. He then ended his tirade by slamming the turban on Hart's head in an almost slapstick-like manner.

Brock has also lampooned the National Union, the Islamic League, the United Socialist Front and even the Liberals, who he is a staunch supporter of. The Birthday Party is popular with many people in New Westmore, so much so that they even somehow managed to land a single seat in the Commons as the result of a joke campaign backfiring tremendously - the seat for the electorate of Kale.



FEDERAL ELECTIONS

Federal elections in Westmore occur every six years to appoint a new government. In the election, the new government is determined by the party with the most seats in the House of Commons. The winning party appoints its leader as president, and the president then goes on to select party members to form up the Cabinet of their administration.

PERIODS
An election begins six months after it is declared by the President of New Westmore. For example, that means if it is declared in February, the election period will begin in July. If it is not declared, then the election period is automatically set to begin in June of the sixth year of presidency.

Once the election period starts, candidates will have three months to campaign and convince voters to vote for their party. This time is often the most heated period in New Westmore, as parties continue to drum up support and rile up voters to make the right decisions at the end of the period.

When the campaigning period ends, there is a five-day grace period where no campaigning is permitted at all. Once the five-day period ends, voting officially begins. During this time, people vote in the representatives they want to have for their electorates. They can either name the political party they want or the individual they wish to have in charge of their electorate.

Voting remains open for two weeks, before it closes for counting. It is compulsory to vote in New Westmore, so don't even bother trying to skip out on elections.

After the votes are tallied up, the victor is announced. This usually happens one to three weeks after voting stops. In the event no party gains the majority of the seats in the House of Commons, a snap election is called, with a two week campaigning period. Once the results of the snap election are tallied, they are added onto the previous vote count to determine the victor.

VICTORY
A political party wins the federal election by attaining the majority threshold of 70 seats or more in the House of Commons.

VOTING
Voting in the federal election is done through a weighted proportional system of voting. Voters may select up to 12 candidates they want to have in the House of Commons, with their top choice (1) having a total value of 12 points, and their lowest choice (12) having a value of 1 point. The candidate with the most points in total wins the seat in the federal election.

Individuals have two methods of voting. They may either vote over the line, where they vote based on the major political parties of the electorate, or under the line, where they name their individual candidates and their choice next to the candidates' names. Under the line voting is usually done for voting independent candidates.

The points are scaled by the amount of candidates a voter can vote for. For example, if the voting slip allows for 5 choices, the first choice has a value of 5 points, while the last choice has a value of one point. The more candidates a voter is allowed to vote for, the higher the points scale up.

Votes are tallied up by counting the top choices first, and adding all the points up until the lowest choices are reached.

OTHER VOTING
State elections work in a similar way to federal elections. They are called every four years, and have the same periods and voting systems in place to select new governments for the area. The only difference is that people do not vote for who will represent them in the State Commons, as the Commons in a State is populated by the mayors of local governments in the area. Voters in a state election directly vote for the party that will be in charge.

Elections to vote mayors in work differently to state and federal elections. Mayors and local government representatives are voted in by first-past-the-post systems, where voters file one choice only for their preferred candidate for their city or town. Mayors can hold their position for a maximum of 10 years, in which time they are allowed to host any elections they wish to replace their council members, or even themselves.


ARNHEM ISLANDS

The Arnhem Islands is governed within New Westmore as an autonomous region of the state of Southern Westmore. Unlike other states in the country, the Arnhem Islands' government has the authority to control entry into its borders, and has far more autonomy in policy and legislation than a normal state government. The Arnhem Islands was granted this degree of autonomy in 1994 via a referendum which proposed to establish a special region for Irukandji people in an area of high significance to them.

ARNHEM ISLANDS AUTONOMOUS REGION
The Arnhem Islands is under the jurisdiction of an autonomous region, which is governed by the Arnhem Islands Council, a board of 5 Elders who are represented by a delegation of 4 Senators to the National Senate. The Elders represent the five constituent electorates of the region - the Arnhem Shore, the Gambaya Islands, Kookaburra Island, Warra Island and Lara Island. All members of the Arnhem Islands Council are independent candidates by all means - they are often locals with a high amount of influence in their community.

The Arnhem Islands Council is tasked with managing the affairs of the region. They have the authority to ratify policies and decrees, and can propose legislation to the Senate to address specific needs that they want to have fulfilled. They also control the border of the region, and can dictate who can and cannot enter the islands - currently, by decree of the Council, all non-Irukandji people without a valid permit are not allowed to enter the Arnhem Islands.

Council members and Senators are elected every four years by the residents of the region. Voting in the Arnhem Islands works similarly to state elections, where they directly select representatives via weighted proportional voting.

During a federal election, the Arnhem Islands is counted as a single electorate for voting purposes only. They do not vote for a Commons Representative, and instead directly vote for presidential candidates.

Awqnia has decided to transfer this account to me in effort to fully let go and for the other news, his complete Departure. Indeed, some may ask - "Isn't this the third time he's tried withdraw from the NationStates website?", and others question if it's just another Blatant attempt to get attention. No, it isn't. While I won't go into specifics some complications have occurred, something regarding a once friendly user. While this may not sound as much of a reason to indefinitely retire from NS, this incident that transpired was the last straw for him.
