I’m just making a few, and the sub would get close to the surface, but have a porthole or hatch or something on the bottom or side to release the troops, it might not be pretty, or efficient in the water, but it would get the job done.
It's a soup that I've mainly had from Olive Garden, it has spinach, onion, bacon bits, sausage, heavy cream and potatoes. It's really good.

What you would need to do is something similar to an airlock on sci-fi spaceships.
Two airtight doors, only open the outside door when the inside one is fully sealed. Then, you drain the water from the chamber and do it again for as many soldiers as you can.
Depending on the power of the pumps that are being used (probably not as efficient as possible due to limited power supply), you could probably get a soldier out every 2-3 minutes.
