Chairman Lucero plucked his short beard as he was informed of this news. Though he is sure of his safety in one of the most secure places in the city, Kastila de Emperador (Whitehouse of the country), the consequences of trying to evacuate the populace would only generate hate and unrest towards him and his administration, something which he cannot afford. So after pondering for a moment, he knew what he had to do. Lucero is a full-on patriot of El Haluf, but also a shrewd and heartless tactician. When he was briefed that the radius of the gas is far away from any government facilities, he ordered all emergency services be put on high alert and on stand-by, engaging only when confirmed reports are taken.
In the afternoon of Old Samarkand, in Sentrol de Vial where most of the city's trade is made, gas leaks from unknown sources did leaked, killing man, woman, and child in the area. Responders have arrived only minutes after, as instructed. As soon as the situation was tagged as 'under control', 724 people perished while 4,400 more suffered devastating injuries. Investigations revealed that the gas leaks was caused by an unknown entity breaking a pipe of chemicals being led to a paint factory.
At first, the people blamed the slow response of emergency units. "The damage has been done, now it's time to control it." Chairman Lucero ordered a press conference immediately in the media room to address the Nation.
He blamed the gas leak as a terrorist attack made by spies, agents, and saboteurs of the enemy government. Lucero mourned the lives ruined by the incident, and ended the conference with the words: Never Forget Vial.
The people cried those words in their windows and in the streets. The whole Nation is spurred to war, and Lucero only smiled as everything has gone to plan. Central America was under control, but what happened now was an unexpected blessing. His actions and orders would remain confidential and redacted much of it's details to the public.
Giving his final statements to the reporters, he came back to the situation room and asked his stern-faced generals: "what did I miss?"

After hearing of the complete decimation of Eureka from the radio on his train, Gene was furious at the loss of life and at the major ecological disaster almost making the area uninhabitable. As he nears the city of Las Vegas, he realizes he both needs to continue cautiously as well as look into a way to stop the destructive force of the atom bomb. However, he decided to put it in the back of his find for now.
Gene stepped onto the platform and walked into the city of shining lights. Casinos lined the streets with people bustling around the sidewalks. Clubs had enormous lines outside and the many tourist spots were overcrowded. He neared the Nevada capitol building and took in the grand scale of it. It was a large spire stretching into the sky with windows vertically lining the structure and lights sprinkled around. He walked into the elegant foyer and took one of the ornate elevators to the governor's office.
The elevator stopped on the 50th floor and Gene stepped out in awe. The entire room was lined with large glass panes with stunning views of the city and the surrounding Mojave desert. He was suddenly surprised by the governor's outstretched hand to his left.
"Welcome Mr. Roberts. Sit down." the governor said as Gene found a plump armchair.
"Good evening. I would like to--"
"There is no need to talk, Mr. Roberts. I already know what you're here for and I accept."
Astonished by the quick response, Gene shook the man's hand once more and descended down the elevator and out into the street. He quickly returned to his train to change into something more casual and then went out to tour the city. He walked through the streets to a large recreation of the Eifel Tower. He quickly snapped a photo and marveled at the scale of the structure. He then moved on to a sandwich restaurant for a bite to eat before returning to his train to set off for Oregon.
As the train lurched forward, he turned in for the night. The next morning, he woke up to a great surprise. The train was passing through the Cascade Mountains in southern Oregon.

My first act was to declare a more Democratic society, with the Imperial Parliment being granted more power.
As all power has a price, a rebellion occured where the Grand Duke of Syracuse revolted with four thousand men. I quickly took the Albany Garrison of six thousand, in addition to training an additional five thousand. With 1200 casulites, the city was taken. Unrest continued to occur near the Pennsylvania border, however that was solved with royal land grants and a local legislature being established.
However, I knew one thing: the threat of American JB ever loomed over my kingdom. The peace of the realm was caught in the ever so fragile scale of politics. The Madison monarchy I am proud to declare is quite popular in New York, however the monarchy I do admit is a dying breed in the North American continent.
The Madison name stays strong, but its future seems in turmoil. Therefore, I resolved to seek a compromise with American jb:

Auxiliary Rules for Claims:
-If custom, then the lore must back up the extent of the claim (ex: You cannot claim all of South America and then not have any lore already there.)
-If the area you are trying to claim is claimed, you may not claim it
-They must have historical precedent. (meaning that the lore must be based in historical fact)
-Claims for custom nations cannot be audaciously large. (ex: you cannot claim an entire continent)
-Exclusive to the British Empire, you may claim SOME of their existing colonial territories but not all of it as to make more space in the rp.
Rules for War
To prevent chaotic wars, the rules are as follows:
-There must be a formal declaration of war post and the person having war declared upon them must be notified and consent to said war. (although this does not mean you can just refuse every war, you must provide valid reasoning as to why you are unable to do it.)
-GMs will oversee the war and declare who wins the battles based on their UNBIASED knowledge and opinion.
-Battles will go with an initial attack by the aggressor and then a defense by the defending country
-There must be a valid casus belli before the war begins
-GMs must be UNBIASED
-Godmodding is explicitly forbidden. Use of godmodding can, and will result in serious punishment.
-Metagaming, much like Godmodding, is explicitly forbidden. Use of knowledge outside of the roleplay to one's advantage can and will result in serious punishment.
Engaging in activities explicitly stated to be moderated without a moderator can result in moderate to severe punishment. Activities like claiming and wars are such activities.

Rules for Colonization
Colonies are special in how they will be managed, especially since the Victorian era was rife with them. Therefore the rules will be as follows:
-An pre-invasion post that includes it’s strategic value as a colony and your forces moving in to get the colony
-An invasion post that is you actively invading the unclaimed land and fighting the natives.
-A post-invasion post where you set up the colonial government and choose the colonial governor.
These posts must be detailed and of good quality, as if they are not it would not only be way too easy to colonize but would ruin the experience of colonizing. These posts should be at least 4 sentences and above and cannot be confusing or mind-boggling. The colony also must be able to be feasibly made and maintained by your nation. The Berlin Conference or a conference of that sort may be called by a player when the Scramble for Africa begins. The Scramble for Africa may occur in 1865 or later

The Republic of Vandalia would like to invite Meiji-San (The fourth japanese empire), President Tyler(
America JB), and President Trev(United trev) to a summit in Gatlinburg, Tennessee to discuss territories on the North American west coast.
The President of The United States of America JB hears of this treasonous act by the so called King of New York. The Governor of New York called the President to inform him of this obstructionist in their State and to ask for his assistance. The President pledged to support the Governor with the military support that he needs. This must be done in the most careful way possible.
The military support arrived in the State of New York to assist the local law enforcement to put these criminals behind bars. The law enforcement go to thousands of homes and arrest all 5,000 men before they could congregate. This was an enormous feet for America JB. In a routine press conference, the Press Secretary informed the media of these developing situation and seemed pleased.
A news reporter asked, "Do you think that more of these will pop up over the other States in the Union?" In which, the Press Secretary responded with a dismissal of that and said very unlikely. He changed the subject and said that, "This administration has successfully annexed the territories of Wyoming, Southern South Dakota and Southern Idaho. This was and is an enormous push for our national security."
With that and the Presidential election now a month away, the President made his way to southern Idaho to cut ribbon on the new State to join the Union. This is definitely John Tylers nation, one that is expanding and thriving under his administration. Soon, America JB will be able to stand up on it's own two feet and defend it's land from any threat that it encounters.
Byzantine Claim on Israel
After weeks of debate in the Byzantine Imperial Senate, the Emperor has announced his plans to annex the Holy Land for the Empire. This will give the Jewish population within the Empire their home back and it will bring us one step closer to greatness. Emperor Justinian IV has stated that the Empires time is NOW. Now is our moment, a moment where we will not be remembered as the weak empire, but as a Powerful Empire of the world.
Byzantine troops have already started their campaign into the Holy Land, fighting against the Muslim populance in the area, Driving them out of the Holy Land. While the Battle of Jerusalem was the longest battle in Byzantine history, two weeks, and over one thousand troops dead, the Byzantine Empire was victorious after the surrender of the last remaining Muslim forts in the city.
The Holy Land has been made into two new provinces of Israel and of New Mecca, for the Jewish and Muslim populance.
The Republic of Trev Continues expansion eastward
The Trevian army in their most strategic move yet moves to cut off middle American forces to protect the south. The Trevian forces easily pierced through the northern parts of Oklahoma and Arkansas. It was an easy offensive with both states forces on the Southern Trevian border. With that the Trevian forces continued moving west through New Mexico and Arizona. With that these states all agreed to join the Trevian Republic under a few conditions. It would be a slow transition southward through all these states, and they would get temporary tax cuts to be repaired from the damages caused by the Trevian forces. They would all be fairly represented in the Trevian Democratic system, and they would all be governed under one federal Trevian government. All signed and ceded Northern Territory for now with a slow phased plan southward in action.
The Republic of Trev Builds a wall
The President of the Republic of Trev said Friday, “Our northern neighbors will not step on our territory, and we will protect our territory at all costs. With that construction will begin construction of a wall on the northern border. This will be a very strong wall and will stretch from Arizona to North Carolina” The leader then called on Northern neighbors to not threaten the likes of the Trevian Empire or they will face major backlash. The leader called on Northern neighbors to be responsible and come together.
Trevian Government passes tariff and blockades the pacific
The Trevian government passes extremely punishing tariffs on the fourth Japanese Empire. A 50% tariff was passed on all their goods coming into the Republic of Trev. This is a preparation for war if the expansion plans of the Republic is interfered. Sanctions were passed to hurt the bank of Japan and limit the government spending power, and a blockade was formed to enforce sanctions and tariffs, if these issues are not fixed war will be declared and California will be taken.
As of today Japan will move out of California but will keep ports in San Francisco and Los Angeles and will keep the city of Tijuana but the Pacific Ambitions will be moved to South America for nobody has claimed it

The Republic of Trev gladly accepts California and lifts all economic sanctions and the blockade.
We stand with The Fourth Japanese Empire, as the mutual ambition of a glorious nation rising in our land is something that we share. We are its ally, and as such we share a common destiny. This shared fate is the foundation of the Two Seas Alliance.
The measures taken by The Republic of Trev to our ally by utilizing threat, sanctions, and displays of isolationism not only to Japan, but to the rest of its neighbors is nothing more but a wanton display of aggression. Meiji-san and his armies have won California by right of conquest, as so have many of this world's nations did with their annexed territories.
As a sign that El Haluf still honors its alliance with Japan, we are sending aid and investments in all its economic sectors to help it recover from the sanctions imposed by The Republic of Trev. We also welcome the Imperial Japanese to Pacific South America, and can claim its western half for themselves.
And in response to the Republic's actions, we are imposing a heavy tax to any Trevian ship that might pass our territorial waters, and we issue a boycott of all Trevian products that might come to the isles of El Haluf and his domain. Also, Businesses made by and with the Republic shall not be allowed in the Panama Canal, and ships with such kind of ventures shall not pass its waters.
All these sanctions shall be lifted only when the Republic of Trev allows the Japanese Empire to resettle their lost territories of California.

In response to El Haluf ignorance of the situation in which this deal was negotiated the Trevian Republic is left with no choice but to replace tariffs on Japan and tariff El Haluf. The Trevian Republic places a 50% accross the board tariff on all goods coming from either Japan or El Haluf. Both countries national banks have been sanctioned, and Trevian consumers are no longer allowed to make purchases that help the banks. The leader of Trev today threatened to take all Japanese Ports if the leader South America does not get a grip and lift these tariffs.
Imports from the Republic of Trev ceases to arrive in El Haluf as the boycott continues. One way for El Haluf private corporations to circumnavigate the tariffs is by negotiating in Trevian underground markets. Exporting El Halufi products to the Republic ceases as well, however, as the 1920s economic warfare continues. El Halufi banks transfer all their assets from Trev to their new ally of the New Byzantine Empire, and establishing small and minor branch offices in other countries. The sudden loss of assets would surely put a strain on the macro and microeconomies of the Republic.
El Haluf sends its Grande Armad and 5,000 Foreign Legions in Tijuana to reinforce the city. "All actions done by El Haluf has been made under the pretense of self-defense. To all Trevians, I am now asking you, nay, pleading for you to stand down!" Says Todd Lucero, Executive Chairman of the Government.
A compromise can still be met. El Haluf promises to lift all sanctions placed on The Republic of Trev, allow commercial Trevian shipping in the Panama Canal to continue, and recontinue trade with El Haluf, and Japan will only keep the ports that they currently have now; most notably Tijuana. In exchange, The Republic would ease all means of hostile rhetoric and allow Japan to conquer the west coast. Japan will ease their territorial expansion in North America.
