Passing The Time
As the fleet slowly sailed next to the Moroccon coasts, they were met with no such raids from the infamous Berber pirates. Perhaps upon seeing the marvelous ships of the CVA, they had completely cowered in fear and thought of being easily annihilated by the mighty ships. Unfortunately, their sheer stupidity had not provided a way to their absolute destruction. Nevertheless, as soon as they had ventured near the Spanish mainland's coastal waters, Admiral of the 2nd Transport Fleet, Simone, thought that it'd be safe to conduct another exercise for the men to harden and complete their training. As a part of the mass naval training, which the navy had long pushed for, they, too, initiated long, grueling groundings of seamanship and gunnery. The Admiralty did not want to be bested by the rivals in the army, but at the same time, this was also for the best to gain strength through unified discipline and cooperation from all branches. Again, for another week of sailing, more and more seamen went through the same routine of intense seamanship procedures and gunnery fire. Though, the men took their needed rest and free time, especially with some fair share of alcohol as rewards. And by going through their said routines day by day, these progressive overloads resulted in the fruition of improved morale, faster reaction times, fluid cooperation between the crew, and faster rates of fire.
The tight-knit line formation was still present as they continued to sail at a snail's pace. The gales had not pushed their ships, to which they expected it would, like a grand stallion pulling a king's chariot across the battlefield. Instead, it seemed that the Moroccan coast was completely stationary and had kept its place for a few good hours; the wind was THAT weak. The men were tense as this moment would be ripe for Berber raids. They were at the weakest point of their defenses; without the strong winds, they couldn't easily maneuver their ships to evade and defend against incoming pirates. CVA seamen watched carefully at all sides to see if any were trying to sneak up from behind them. The gunnery crew waited for their officer's orders to unleash a rain of hell at their foes. It was a tense hour. Finally, after the momentum had finally picked itself back up, they were once again on their merry way to the Ottoman ports of Antalya, well away from the ravaged frontlines between the Russians and the Ottomans and the Greco-Turkish War.
The weak breeze suddenly turned into a frenzy of gale winds, collected by the easterly winds, which came from the North Americas. The 2nd Commissionary Transport Fleet of the CVA Navy, commanded by Admiral Simone, and its frigates and schooners were well under the blanket of the Spanish Flotilla and were significantly protected from any potential attack. No other Navy at this time would have dealt with two fleets, let alone from the modernizing Spanish, except for the British. From there, they were confident that no raids would ever occur, but Simone still kept a cautious stance in his approach. His men trained their eyes and kept their careful watch, like a hawk hunting for its next meal above, as they crossed the narrow pass of the Gibraltar Straits. The narrow space vastly expanded into another endless desert of blue seawater, which held more humid air than the cold they were used to. Nevertheless, Simone and all of his men persevered through the crusty salt waters of the Mediterranean, where growing European powers have and still extended their grip for several millennia. But with the collapse of the Rostoran state, no other threat lingered to disrupt the secret trade between the new and old worlds.
With the deal already informed to both sides of the states, the 2nd fleet entered the Ottoman port city of Antalya largely unopposed by any belligerent foes and was escorted and protected by Turkish fleets stationed in the Mediterranean. The red, orange, and white star of the CVA finally entered and was welcomed by the Turkic officials, who hoisted their white crescent, white star, and red-colored flag that overlooked the warehouses and dockyards. Interpreters from both sides translated each other's sentences, word for word, which eventually led to the transitioning of the 3,000 Luis guns into the hands of one of the few European juggernauts. However, a new offer was made from the Turkic Royal Court and Government to grant their empire the procurement of their blueprints and licensing rights to manufacture and modify them, and as compensation, they were willing to pay a fair amount. Simone slightly recoiled at the offer. It had seemed ludicrous to even give away such an advanced design to them so easily. But at the same time, it wasn't ideal to reject their offer as it would significantly sour the relations of the Ottomans, who single-handedly provided the funds for the country's industrialization. Furthermore, a considerable sum of money was presented on a silver platter, enough to construct thousands of factories across the nation, and this made it a hard offer to refuse. At the end of June, a contingent fleet separated from the 2nd fleet, under the command of Simone, and raced back to the CVA to confront the Parliament regarding another lucrative offer from the Ottomans.
Ramos was incredibly hesitant with the new offer from the Turks, and he had more than enough knives hanging over his head to deal with. Yet, his minister of Interior pushed for the idea of taking their offer to relieve the slow decline of Valleandea's mass industrialization, as some of the funds were diverted to develop the army and navy. However, there was some opposition from other parties who argued back against the deal, which could see reprisal from the French and possibly from the Motherland herself. But the majority of the parties, which were the young liberals and nationalists, reluctantly supported their interim Prime Minister's decision to go forward with the arms deal. They desperately needed the money to complete their industries as fast as possible, and this silver platter was their next ticket to the final show. As a result, a convoy with the CVA diplomatic corp was deployed alongside the Minister of Defense and the blueprints to build their Luis 1850 rifles.
By September 21st, after 2 months of sailing across the tip of Southern Africa and to the Arabian sea, the entire corps had reached the port of Basrah, where both parties agreed to meet and sign the arms contract together. The welcoming committee was not as glamorous as they had expected. It was meant to be undercover, as they had masked their presence amongst the bustling cityscape, where no one had any eyes or ears to eavesdrop on their whereabouts. There were no long conversations after their initial greetings, and there was no official formal clothing that came along with the money and the blueprints. They were met with only cold, dead stares as they had all locked eyes with each other. Both presented their end of the deal. Both inspected the products for any potential defects, yet none were seen. They locked eyes again and nodded, which signaled the approval of both nations on the contract. Like an owl that swept quietly through the night, they were gone in an instant and left no trace.
The State of The Military
The Imperial Russian Army entered the Napoleonic Wars organized administratively and in the field on the same principles as it had been in the 18th century of units being assigned to campaign headquarters, and the "army" being known either for its senior commander, or the area of its operations. Administratively, the regiments were assigned to Military Inspections, the predecessors of military districts, and included the conscript training depots, garrisons and fortress troops and munitions magazines.
The army had been thoroughly reorganised on the Prussian model by the emperor's father Paul I against wishes of most of its officer corps, and with his demise immediate changes followed to remove much of the Prussianness from its character. Although the army had conventional European parts within it such as the monarch's guard, the infantry and cavalry of the line and field artillery, it also included a very large contingent of semi-regular Cossacks that in times of rare peace served to guard the Russian Empire's southern borders, and in times of war served as fully-fledged light cavalry, providing invaluable reconnaissance service often far better than that available to other European armies due to the greater degree of initiative and freedom of movement by Cossack detachments.The Ukrainian lands of the Empire also provided most of the Hussar and Ulan regiments for the regular light cavalry. Another unusual feature of the army that was seen twice during the period was the constitution of the Narodnoe Opolcheniye, for the first time since the coming to power of the Romanov dynasty.
In 1806 most of the Inspections were abolished, and replaced by divisions based on the French model although still territorially based. By 1809 there were 25 infantry divisions as permanent field formations, each organised around three infantry brigade and one artillery brigade. When Barclay de Tolly became the Minister of War in 1810, he instituted further reorganization and other changes in the army, down to company level, that saw the creation of separate grenadier divisions, and dedication of one brigade in each division to the jaeger light infantry for skirmishing in open order formations.
By the second half of the 18th century, the Russian Navy had the fourth-largest fleet in the world after Great Britain, Spain and France. The Black Sea Fleet possessed 35 line-of-battle ships and 19 frigates (1787), and the Baltic Fleet had 23 ships of the line and 130 frigates (1788). In the early 19th century, the Russian Navy consisted of the Baltic and Black Sea Fleets, Caspian Flotilla, White Sea Flotilla and Okhotsk Flotilla.
During the Napoleonic Wars, the Russian Navy had limited sea-going capability, with the 1802 Committee to Improve the Condition of the Navy concluding that the dire state of the ships of the Baltic Fleet, suffering as they did from extensive rot and a lack of copper plating, was incapable of defending Kronstadt and St Petersburg. The Committee's chairman, Vorontsov, concluded that "It is impossible for Russia to be considered a major naval power, but there is no predictable need or advantage in this status."Consequently, the Committee recommended nothing more than limited measures to rectify the state of the fleets, and the Russians retained limited capability at sea thereafter, relying on their land power to defeat Napoleon. In 1802, the Ministry of Naval Military Forces was established (renamed to Naval Ministry in 1815).
This attitude changed with the accession of Nicholas I in 1825, who less than a month into his reign declared that "Russia must become the third naval power after England and France and must be more powerful than any coalition of secondary naval powers. As a consequence, the 1825 Committee to Organise the Fleet was formed, which outlined an ambitious shipbuilding project which aimed to create the third largest navy in Europe.
The growth of the Navy in the years after this greatly bolstered Russian naval capability, expanding both the Baltic and Black Sea Fleets. A Russian squadron under the Dutch Admiral Lodewijk van Heiden fought at the Battle of Navarino in 1827. The Navy was used to great effect during the subsequent Russo-Turkish War (1828-29), utilizing the Mediterranean squadron and the Black Sea Fleet to gain command of the Sea from the Ottomans, which contributed to Russian victory and the signing of the Treaty of Adrianople in 1829.
In 1826 the Russians built their first armed steamboat Izhora (73.6 kW (98.7 hp)), equipped with eight cannons. In 1836, they constructed the first paddle steam frigate of the Russian Navy called Bogatyr (displacement — 1,340 t (1,320 long tons), power — 177 kW (237 hp), armament — 28 cannons).
The Imperial Russian Navy sent out exploratory expeditions. Between 1803 and 1855, their ships undertook more than 40 circumnavigations and long-distant voyages, most of which were in support of their North Americans colonies in Russian America (Alaska) and Fort Ross in northern California, and their Pacific ports on the eastern seaboard of Siberia. These voyages produced important scientific research materials and discoveries in Pacific, Antarctic and Arctic theatres of operations.
