Hey guys, I have sent this here because of a nation that has caught my attention.
Libriano, a direct alt of 
Carl Wheezer Empire has a motto that I believe is Direct flaming at 
Republic of Libriano, with a motto of "Imagine being called Republic of Libriano"
I believe this constitutes as Flaming/trolling. However I am not sure, after a long discussion with Lib on discord, I have come to the conclusion that I should ask the mods first before submitting a GHR.

Does this constitute as flaming, even if it is not on the forums? This does seem like a poke at Republic of Libriano, and Carl Wheezer has had a history of trolling.
