That's just not very smart, like, at all. That would be in International Waters and so then... illegal. It will affect the fishing off Beloura, even that far out, so you're screwing your own colony.
Nuclear testing hasn't been done since the 1960's because they kind of figured everything out.
Lastly, if it's far enough south, it's south of the Yarok Line (which divides the South Madurin Sea/Middle Waters/South Tavlyrian Ocean from the Wishton Sea), which means it will politically be a Wishtonia problem, also.
You really are swinging a bat and hitting every major problem possible with one event. I would seriously re-think this.

Since you’re using the RL precedent of France, we should probably also use it for water claims. 12 nautical miles is considered territorial waters. 200 miles is claimable as an exclusive economic zone but not territorial.
250 miles south of Beloura is neither. It’s clearly international waters. Also likely below the Yarok Line. Knowing what we know now and France didn’t care about then, is that regardless of the actual location, the radius of aquatic life that will be affected is much larger.
I strongly suggest you just don’t do it.
