The Democratic Meritocracy of St Abbaddon
Article I – Regional Government
The regional government of St Abbaddon is formally known as the Meritocracy of St Abbaddon. The structure of this government is as follows.
Article II – Elected Supreme Council of Elders of St Abbaddon
The Council of St Abbaddon is the governong body over all aspects of the regional government, both in-game and in the meta. The Council answers to no single foreign government, region, nation or entity. They reserve the right -in the interest of the region- to dismiss members of the Supreme Council of Elders at any time via majority vote for any reason they feel appropriate. This does override constituent appointments. However, dismissal of a constituent elected official should be a rare occurrence brought forth by only the most extreme situations. Such proceedings should be treated by the governing body with the greatest level of severity and sincerity.
Article III – The Supreme Council of Elders
The Supreme Council of Elders will consist of four citizens of the region, who are granted their position within this Council by the people of St. Abbaddon. Incumbent members of this Council will hold the title of Elder.
Elders serve until removed by a majority vote of no-confidence by the existing Supreme Council or the constituent base. Any citizen or elder may move to mark a vote of no-confidence. If the no confidence resolution is successful, the seat for the council shall become open and filled by regional majority election.
Votes for constituent elections will only be admissible for citizens of 30 days or greater who are at that point considered long term Abbaddon residents.
The Supreme Council of Elders shall elect one among themselves to hold the title of Chief Elder, who will serve as the head of government. The Chief Elder shall be responsible for the day to day governance of the region, opening and closing convened sessions of the Council and to provide general leadership to the region. In the mechanics of gameplay, the Chief Elder may hold the position of WA Delegate, or delegate such to another member of the council.
The Supreme Council of Elders shall convene to discuss legislative matters and matters relating to the safe governance of the region. Sessions of the Supreme Council may appoint lesser officers to the Outer Council, authorize and suspend diplomatic missions, ratify and repeal legislative documents.
Article IV – The Outer Council
The Outer Council is inferior to the Supreme Council, in that it has no authority over legislative or judicial matters. The Outer Council serves at the digression of the Supreme Council, who may appoint officers to the Outer Council. An incumbent member of this Council will hold the title of Councilor, as well as their designated title. Councilors may be removed at any time by any Elder.
A convened session of the Supreme Council may appoint officers to the Outer Council to oversee various minor duties that are deemed unnecessary for Supreme Council oversight. In the context of the game mechanics, they may be appointed with regional authority -e.g. communications, polling, appearance- and will hold responsibility for carrying out their designated duties. The authority role limit for Councilors is two.
Article V – The High Court
The High Court may be convened to discuss and resolve internal disputes and arguments outside of legislative affairs (or legislative matters may be brought to the High Court if it is important to the safety or stability of the region) and to hold trials for members accused of crimes by the regional government. The Chief Elder serves as Chief Justice, unless they are not present at the event in which case, the hierarchy is as follows:
Ranking WA Delegate > Foreign Affairs Elder > Role Play Elder
The incumbent Elders of the Supreme Council shall serve as Justices to assist the Chief Justice in making a final verdict. A Jury may be appointed if warranted, at the Chief Justice’s digression. The High Court is a public office and citizens are free to participate and observe sessions of this Court.
A normal session of the High Court has the authority to eject and banish offending non-Council members of the region, to impose or strike down bans on other members, citizens or not.
If a Notice of No Confidence is handed to the Chief Elder, they may choose to bring the matter forward to the High Court, and the Elder on trial will have the right to defend themselves.
Article VI - Gratitude to and the Diminishment of the Monarchy
The Former Monarchy which governed this dominion with care and kindness is recognized for their contributions to development of this society, however, they now serve only in Emeritus role and have no more power or say in regional politics outside those of normal citizens. The Monarchy, however, may feel free as any citizen to express their opinion for consideration to governing council and given the historic nature of their service, their opinions will be fielded with in-kind respect and dignity. Social Nobility, however, is no longer a governing dictate.
Unanimously ratified 07/26/2019 by participating voters.
Vote in the poll as to whether or not you approve of the Council's revisions to our constitution.
Also, the poll is of responding residents. Lack of a vote will be interpreted as either abstention or inactivity and will not count towards the consideration or disqualification of majority will.
This constitution is flawed cause it denies the seperation of powers. The High Court should consist of members outside the executive branch. Otherwise it won't be a democracy.
The second flaw is that the term citizen is not defined properly. As I read it now, if I have 5 nations in the region, I can vote 5 times.
WA endorsement limit to non-council members is now 5. Nations will have 7 days to meet compliance or be temporarily booted from the region in order to enforce compliance. The plan going forward, for regional security, will be to keep max non-council endorsements to no more than somewhere around 1/3rd the current WA delegate's total.
Daughters has sent to me a legitimate concern about the constitution. The first amendment to it is being planned if the constitution passes that would place constraints on endorsement counts firmly within the constitution itself.
I believe that the nation you hold World Assembly membership with, should be your citizenship nation.
Additionally, we will need to establish a criminal code, outlining general crimes against the region and or its citizens. This will be good so that we all have a baseline of which to measure the actions of ourselves and others to, and to be the framework for which the chief elder will be working with when performing his duties within our court system.
That will definitely something we will be working on going forward. First step is the constitution, next steps are the civil code.
