Closely followed by Halo 2: Anniversary. If we have to count Halo 2 as released (without the remaster), I might say Halo 3 beats it out a little bit. But as long as counting the Anniversary version is fair game, definitely Halo 2.
Those two games also have the two best cutscenes in video game history, the Revan Reveal and Giving the Covenant Back Their Bomb

I own about five games on Steam so ignore my opinion if you want but EUIV because of the wacky stuff you can do, like playing as a Hussite Bohemia or an independent Ireland that's also a pirate republic or having so much money as Austria due to all of Europe being your vassals that you build a university in every single province in Europe.
