I'm thinking of introducing conscription for the Ghostian Red Army, due to the need to strengthen the Ghostian military over shortages in volunteers and to ensure that everyone do their part in contribution to society.
The Ghostian Defence Service Law:
Conscription for all Ghostian citizens at the age of 18 (with exceptions made on physical or psychological grounds) for a period of two years.
- Medical profiles:
The GRA will determine a medical profile for each soldier; according to that profile, the army will decide where to assign the draftees. The highest medical profile draftees will serve in the infantry Brigades, Field/Combat Intelligence units, and Combat engineers. The second highest medical profiles will be assigned to serve in the Armoured Corps, Artillery, Military Police, Border Police, and the Military Intelligence Directorate. The lowest acceptable level of medical profiles will be drafted into the combat support and combat service support Arms, such as the Adjutant Corps, Logistics Corps, and the Ordnance Corps. Draftees with lower than acceptable profiles (Profile 21) and draftees diagnosed as not suitable for military service will be fully exempted from military obligations. The highest profile is 97.
- Exemption from service:
- Immigrants who immigrate to Israel at the age of recruitment get various concessions in their military service.
- Draftees with a physical disability which are exempt from military service may still volunteer to serve. It can be a symbolic service of four hours a day, but they can also serve in full-time military service if they so wish.
- Leading active athletes might be granted an "Outstanding athlete" status which would allow them to get a more convenient and shorter service, so they can continue to develop their career and represent Ghosty abroad in international competitions. The "Outstanding athlete" status will given only to athletes competing in Olympic sports. In addition, the military will also grant the similar "Outstanding dancer" status and an "Outstanding musician" status. This status will be granted in the same way. They may also be granted a more convenient service so that they can continue to improve their abilities and career during military service.
- Draft process:
The military draft process will occur in the following steps: The Army will call upon a potential soldier in a letter and this is called the "First Calling". This letter states that the teenager must report to a certain place at a certain time for a day-long examination and interviewing. After careful looking over of the First Calling's results the army will call the people to enlist when they turn a certain age to begin the army process and basic training.
- Deferment:
There will be various routes which would allow the draftees to postpone the date of recruitment. An automatic postponement will be granted for students to graduate from high school. Additional routes which would lead to the postponing of the recruitment:
- Volunteering for a one-year service in a youth organization.
- Postponement of conscription due to the GRA needs, usually due to a course beginning in a date which occurs later than the original drafting date given to the draftee.
- Postponement of conscription due to various personal reasons.
- Academic programs:
- Academic Reserve - a program designed to enlist and train soldiers who have an academic background in fields vital to the military's needs.
- Linden program - an elite training program for young people who have demonstrated outstanding academic ability in the sciences, physics and mathematics. Graduates of the Linden program may pursue higher education while serving in the army, and then utilize their expertise to further GRA research and development.
- The pilot course also offers a college degree.
- The Ghostian Naval Academy, whose candidates will study for a degree from the Adlerstadt University during the course.
- Volunteering:
A draftee found unfit for military service may still choose to volunteer for military service; his status will be similar to all the other draftees found to be fit for service. Once enlisted, these volunteers will be allowed to choose to quit the military early.
- Civilian national service:
An alternative voluntary civilian national service will be established for those who cannot or do not wish to serve in the Ghostian Red Army.

I actually like this law. It’s similar to Singapore’s system, where all aged 18 have to enlist in the military, or join another national service.
I just don’t think another national service should be established. It could be the police force, or join the fire fighters. That’s what I see here in my [real life] country.
This law is actually based on my RL country, I had no idea Singapore does that, it's exactly like Israel! Anyone aged 18 has to enlist in the military, two and a half years for men and two for women. Israel also has an option for an alternative national service.
You brought up a good idea, I can add more alternatives such as police or the fire brigade :)

Yesterday, President Wolfson has brought the Ghostian Defence Service Law before the Senate. The vote was held today. The law was passed narrowly; 412 For, 379 Against, 9 abstentions.
The law will go into effect at the end of the current academic year. Over the next few months the GRA will undergo extensive reorganisation into the new model. The President is expected to hold several meetings with the military leadership to coordinate the reorganisation and to minimise the inconvenience among the people of Ghosty.
