I'm considering making heavy amendments to the Supreme Court Law Act, and splitting crimes into felonies / high crimes and misdemeanors. The only problem is, I can't think of any misdemeanors.

That's quite a lot, but not many would apply to NationStates.

I would like to put "disturbing the peace" but I feel it would violate the Constitution by limiting the right to protest. How do I phrase it so it outlaws spamming and what not but not proper protest?

"Spamming the peace" sounds weird. I'll stick with "Disturbing the Peace" for now.
