Most Jesians are skilled in many things! You need to know how to do much to survive here
For example!
Every Jesian can shoot a gun with excellency! It's just a cultural thing! Another example, Jesians are great scientific minds! We many educated students and peoples! Not only in science but in arts and culture! Many Jesian's are experts in mining and business! It's not just cold cheap labor, its an investment. We are severely overpopulated, and we don't mind sending skilled people out, because everyone in Jesia is a little bit skilled!
You say that you are over populated, but your citizens and your armies keep on being destroyed and your population is less than mine. I think that the only reason you want your citizens in foreign countries is to have homegrown militias is foreign countries so that you can command your people to "mess this place up."

Bleh! You ask too much! What i'm saying is that they are more skilled that the average migrant, lets say Paplem. Did anyone from Paplem survive wars? No, all their people fled to Krimera. Every Jesian living in Jesia has been through so much, from war to crime to countless other things. They are experienced in life, and they are tough as nails. Thats what a Jesian can do. Sorry, but they will have to individually get a greencard at the Gothian embassy like everyone else. It is rather similar to seeking a new job with an interview and maybe a competence test in whatever field they know.
That is how people immigrate to Gothica, all embassies in the region can offer greencard to people that have a competence we can use. And we do take people from all over the world that way including Jesia. Since we are an isolated island with a strong navy we don't really get fugitives any other way (well, 3 Likari built a fiberglass submarine and actually were able to get into the country and applied for greencard there a while ago. They are working building container ships now).
