Calling referendums is a right of any citizen, the Constitution says.
Article IV, Section I, Subsection II, #16a
The Supreme Courts of Newlandia may overturn any law passed by the Federal Chamber's Assembly or any legislation in debate or vote with a two-thirds majority consensus of the Supreme Justices, if determined unconstitutional.
An overturn may be challenged by any citizen in the form of a public referendum.
Thereby, Ministry of Interior can call a referendum without any consultation. That is why there's no need in State of Emergency.

Eh it’s okay. Just that sometimes people can get quite mad for someone’s opinion. I’ve saw people in this world to not respect other’s opinion and I think it’s a stupid thing to do. I respect your opinion even if it’s not acceptable. Also people gotta have to deal with sarcasm these days.
