As President Toshinori Yagi stepped into the hall, where once over 195 seats for nations a majority of those seats were taken up by the Military and various governmental leaders of the roughly 17 nations who wanted to hear what the plan forward was.

He cleared his throat with a cough before he walked forward and walked up the stairs to the podium in front of everyone. He then placed his hands onto the sides to grip it as he breathed in. "A few weeks ago, half of all life in the Universe was murdered in an instant. I know you must all be suffering from the loss of friends...family...and loved ones. Trillions across worlds beyond our galaxy have died because of a single man." He said roughly before the image of the Deformed and almost monster like Delmar was projected onto the large screen above him. He then took in a deep breath as he turned to the side and looked to see Arkady wearing a carbon fiber skull mask covering his face for his own safety.

"Three day ago...a signal from the Cheyenne mountain complex facility recently revealed that former President Delmar had been resuscitated after 20 years of constant medical attempts and continuous monitoring. After finding him, after a former Marine one Pelican crashed in a farm field 20 miles outside of Pittsburg, a strike team had secured him and brought him in to be interviewed. After a day of scanning his mind, I am confident to proclaim that the Tyrant on the screen you see above me was a copy of Delmar...that has gone rampant. The AI system that was coded to house Delmars consciousness was to be replaced every seven years, but it reached a point where the rampancy had taken over, and now this Delmar caused...incomprehensible damage to the Universe."

Soon, pictures of American Shipyards on Earth, Mars, and abroad began to appear on the central screen along with American civilians lining up for enlistments, and EVA units being created on other worlds.

"After the failed attempt to stop The Rampant version of Delmar at Colorado, he made a threat to return to await our subjugation. He believed that in the face of his power we would just bow our heads to him out of fear. He proclaimed that he would return with a fleet larger than anything we can fight against, well today I am going to show you all that we must stand united, to stand together in the face of this threat and build our own fleets to compete with anything he would be able to throw at us."

The screens then changed to display blueprints of ships with the flags of proposed allied Nations. "Our government wishes to help other earth nations with expanding their industrial power off world, and to aid in the war effort. America cannot do this alone...although we have been one of the largest manufacturing powerhouses of ships, after the snap we lost a large part of our armed forces. We have many ships with nobody to crew them and we cannot face Delmar in such a state."

"My proposal to you all is that we can help assist your nations in shipbuilding, aiding in your space programs, providing blueprints of ships, and aiding in the construction and manufacturing of ships. We will also assist in teaching military tactics and doctrines to soldiers under a program to ensure that we rebuild ourselves quickly and with strength..." The President then sighed out in a tired like tone.

He looked up at everyone with his stress sunken eyes before speaking again. "I will not make any promises that we will succeed. All of us will be facing the hardest challenge that life itself has faced. This is our last stand. When Delmar arrives, we either smash his army and take him down once and for all, or we lose everything."

Toshinori was blunt in his delivery, but when he finished his speech, there was no grandiose clapping of everyone. The room stayed silent, and he simply waited to hear what the representatives from other nations had to say.
