While it's a rather sad fact, our military is chronically manpower-deficient. It's not because we're not trying hard enough, because the government mounted large campaigns of recruitment. It's just that everyone that is active enough and is willing to is already in. Our operational capability would increase greatly if NWE itself would expand, that's why I'm a big fan of mergers. The merger into the one, big region isn't that much of a bad idea anyway, but it's a long topic.
