The national animal of Genovia is the Orca which resides here in greater numbers than any other nation in the world. The Orca symbolizes family, romance, longevity, harmony, travel, community and protection. The monarch that is, the King or Queen who is the head of state at any given time along with the Prime Minister.
The Kingdom of Genovia's mainland is located in the north pacific surrounded by the Pacific Ocean on all sides with it's nearest foreign nations being the United States of America and the Russian Federation. Today Genovia has many distant island territories in the south and central pacific ocean. Genovia shares a land border with Russia.
The Kingdom of Genovia has the world's largest economy by nominal gross domestic product, and the 2nd largest by purchasing power parity. It has a high-income economy and a very high human development index rating, ranking 11th in the world. It also performs well in international rankings of education, healthcare, life expectancy and human development.
Today the Kingdom of Genovia retains considerable economic, cultural, military, scientific, technological and political influence internationally. It is a recognised nuclear state and is ranked 1st globally in military expenditure. It has been a member of the United Nations since 1950. The Kingdom of Genovia is a member of Interpol, United Nations, APDP, World Trade Organization the G8 and the G21.

Constitution of the Kingdom of Genovia:
Article 1: The Monarchy
1. The Kingdom of Genovia shall be a constitutional monarchy, with a hereditary monarch serving as the ceremonial head of state.
2. The monarch shall inherit the throne according to the rules of succession established by law.
3. The monarch shall have limited powers, serving as a symbol of national unity, continuity, and tradition.
4. The monarch's signature shall be required for any declaration of war or deployment of troops overseas.
5. The monarch shall not interfere in the day-to-day affairs of the government but shall perform ceremonial duties, represent the nation at home and abroad, and serve as a unifying figure for the people.
6. The Monarch of Genovia shall have the power to grant pardons, reprieves, or commutations to individuals convicted of crimes, as deemed appropriate by the monarch.
7. The power to grant a pardon shall extend to all offenses, whether federal or provincial, and may be exercised at the discretion of the Monarch.
8. The Monarch shall have the power to grant citizenship at his or her discretion.
9. The Monarch shall have the power to strip citizens of their citizenship if they were not born in Genovia with respect to protected classes of Genovian citizens.
10. The Monarch shall have the power to ban entry to Genovian territory by any individual or group with respect to those with Genovian citizenship.
11. The Monarch shall have the power to veto any federal legislation and amendments that the government seeks to to be pass.
12. The Monarch shall decide who will participate in the judicial branch of government.
Article 2: Fundamental Rights and Liberties
1. All citizens of the Kingdom of Genovia shall have the inherent right to life, and this right shall be protected by law.
2. All citizens shall enjoy fundamental rights and liberties, including but not limited to freedom of speech, assembly, religion, and the press.
3. The rights and freedoms of citizens shall be protected by law and shall not be infringed upon, except as provided for by law in cases of necessity and public interest.
4. All citizens shall be equal before the law, regardless of their social status with respect to protected classes such as women, children and the elderly.
5. Women and children shall be recognized as protected, cherished and privileged classes, and the government shall take active measures to promote and protect their rights, welfare, and well-being as absolute top priority and top class citizens.
6. The natural state of the human body shall be deemed sacred, and any form of forced alteration or mutilation shall be prohibited.
7. Privacy rights of individuals shall be respected, and no person shall be subjected to arbitrary interference with their privacy, family, home, or correspondence, except as provided by law and in accordance with due process.
8. The right to private property shall be recognized and protected by law. Every person shall have the right to acquire, own, use, transfer, and dispose of property, whether individually or in association with others, within the limits set by law.
9. No person shall be deprived of their property, except for public necessity and in accordance with the due process of law. In such cases, fair compensation shall be provided to the affected individual.
10. Intellectual property rights shall be protected, encouraging creativity, innovation, and the advancement of knowledge and technology for the benefit of society.
Article 3: The Parliament
1. The Kingdom of Genovia shall have a Parliament consisting of two houses: the House of Representatives and the Senate.
2. The House of Representatives shall be composed of members elected by the people through free and fair elections, with representatives serving a fixed term.
3. The members of the Senate, known as Senators, shall be elected through a free and fair electoral process.
4. The Senate shall have a fixed number of seats allocated to each province, based on their population and representation needs, as determined by law.
5. Both houses shall have legislative powers and shall participate in the lawmaking process.
6. The Parliament shall have the authority to debate and pass laws, oversee the government, and represent the interests of the citizens.
Article 4: The Government
1. The government of Genovia shall be headed by a Prime Minister, who shall be the leader of the political party or coalition with the majority of seats in the House of Representatives.
2. The Prime Minister shall be the Commander-in-Chief of the armed forces.
3. The Prime Minister, in consultation with the Cabinet, shall have the authority to make decisions regarding the defense and security of the Kingdom.
4. However, the declaration of war or the deployment of troops overseas shall require the signature of the monarch in addition to the Prime Minister's authorization.
5. The Prime Minister shall be responsible for the day-to-day administration of the country, with the support of the Cabinet, whose members shall be appointed by the Prime Minister.
6. The government shall be accountable to the Parliament and shall provide regular reports and updates on its activities.
Article 5: Nobility
1. The Kingdom of Genovia recognizes a class of nobility, comprising individuals who have demonstrated exceptional service, achievement, or contribution to the nation.
2. Nobility shall be granted by the monarch, who has the authority to confer titles, honors, and privileges.
3. The criteria for nobility, including the titles and privileges associated with each rank, shall be determined by law.
4. Nobility shall not grant any political power or authority over the government or the people. It shall be a symbolic recognition of merit and service to the Kingdom.
5. The titles and privileges of nobility shall be hereditary or can be granted for a lifetime, as determined by the monarch.
6. Nobles shall have the responsibility to uphold the values, traditions, and interests of the Kingdom, and to contribute to the well-being and progress of society.
Article 6: Territorial Integrity
1. The Kingdom of Genovia shall be indivisible, and the territorial integrity of the nation shall be preserved.
2. No province or region shall have the right to secede from the Kingdom, and any attempt to do so shall be considered unconstitutional and invalid.
3. The central government shall have the responsibility to maintain national unity and territorial integrity, ensuring the equal representation and participation of all provinces and regions within the Kingdom.
Article 7: Amendment Process
1. This Constitution may be amended or revised through a democratic process to meet the changing needs and aspirations of the Kingdom of Genovia.
2. Amendments to the Constitution may be proposed by a two-thirds majority vote in both houses of Parliament or by a petition signed by a significant number of citizens.
3. Proposed amendments shall be subject to public debate and scrutiny.
4. For an amendment to be adopted, it must receive a two-thirds majority vote in both houses of Parliament or be approved through a referendum, as determined by law.
5. Amendments that affect the fundamental rights and liberties enshrined in this Constitution shall require a special majority vote or referendum.
Article 8: Federal Holidays
1. The Kingdom of Genovia recognizes federal holidays as important occasions for the celebration, commemoration, and observance of significant events, values, and traditions.
2. The authority to create or dissolve federal holidays shall be vested in both the monarch and the Prime Minister.
3. The Prime Minister shall have the power to propose the establishment or removal of federal holidays to the monarch.
4. Any proposal for a federal holiday shall require the signature of the monarch for it to come into effect.
5. The monarch, in consultation with the Prime Minister and relevant authorities, shall consider the historical, cultural, and social significance of the proposed federal holiday before granting approval.
6. Federal holidays may include occasions such as national independence, important historical events, cultural celebrations, and significant religious observances.
7. The monarch shall have the discretion to proclaim special non-working days or public observances in exceptional circumstances or to honor extraordinary events of national importance.
8. The government shall provide public notification and make appropriate arrangements to facilitate the observance of federal holidays, while respecting the rights and freedoms of individuals.
9. The creation, amendment, or removal of federal holidays shall be conducted in accordance with the established legislative process and with due consideration for the opinions and interests of the people.
Article 9: Treaties
1. The Kingdom of Genovia recognizes the sovereign right of the state to engage in international relations and to make and ratify treaties.
2. The power to negotiate, conclude, and ratify treaties shall be vested in the monarch, who acts on the advice and recommendation of the Prime Minister and relevant government authorities.
3. Treaties made by the Kingdom of Genovia shall be consistent with the principles and provisions of this Constitution and shall not infringe upon the fundamental rights and liberties of the citizens.
4. Treaties ratified by the Kingdom of Genovia shall be binding upon the state, and the government shall take all necessary measures to ensure compliance with the obligations arising from such treaties.
5. The government shall keep the Parliament informed of the negotiation and ratification of treaties, and the Parliament shall have the authority to debate and examine the implications of treaties.
6. Treaties that require legislative enactment or amendment of existing laws shall be presented to the Parliament for approval.
7. The Parliament shall have the power to ratify or reject treaties that require legislative enactment, and such ratification shall require a two-thirds majority vote in both houses.
8. Treaties ratified and approved by the Kingdom of Genovia shall prevail over inconsistent domestic laws and shall be incorporated into the domestic legal system as required.
9. The government shall establish mechanisms for the implementation, monitoring, and evaluation of treaties and shall ensure that the rights and obligations arising from treaties are respected and upheld.
10. The Kingdom of Genovia shall abide by its international commitments and obligations.
Article 10: Taxation
1. The Kingdom of Genovia has the right to levy taxes and impose duties and charges in accordance with the law.
2. The government shall have the authority to determine and collect taxes to finance public expenditures, provide essential services, and promote the welfare and development of the Kingdom.
3. Taxes shall be imposed in a fair and equitable manner, taking into consideration the ability to pay and the principles of fiscal responsibility.
4. The government shall ensure transparency and accountability in the taxation process, providing clear guidelines on tax obligations, rates, and procedures.
5. No tax or duty shall be imposed or collected except by or under the authority of the law.
6. Citizens shall have the obligation to pay taxes in accordance with the law and to fulfill their fiscal responsibilities as determined by the government.
7. The government shall strive to minimize undue burden and hardship on individuals and businesses while maintaining an adequate revenue base for the functioning of the state.
8. The Parliament shall have the power to review and approve the budget, including taxation measures, ensuring that they are in line with the needs and priorities of the Kingdom.
9. The government shall use tax revenues judiciously and efficiently for the benefit of the citizens, providing essential public services, promoting social welfare, and fostering economic development.
10. The government shall promote a culture of compliance and cooperation in tax matters, encouraging voluntary compliance and taking necessary measures to prevent tax evasion and fraud.
11. The government shall protect the confidentiality and privacy of taxpayers' information, using it solely for the purposes of taxation administration and enforcement.
12. The government shall provide avenues for citizens to seek redress, appeal, or challenge tax assessments or decisions through established legal processes.
Article 11: Right to Bear Arms
1. The Kingdom of Genovia recognizes the right of its citizens to bear arms, subject to reasonable regulations and restrictions imposed by law.
2. The right to bear arms shall be exercised responsibly and in accordance with the principles of public safety, national security, and the prevention of crime.
3. The government shall enact laws and regulations to govern the possession, acquisition, transfer, and use of firearms, ensuring that they are in the best interest of public safety and security.
4. Citizens who wish to possess firearms shall be required to obtain the necessary licenses, permits, or authorizations as prescribed by law.

12. The government shall establish mechanisms for the oversight and accountability of law enforcement agencies, ensuring transparency, integrity, and professionalism in their conduct.

Article 15: Private Council of the Monarch
1. The Monarch of Genovia shall have the right to establish and maintain a private council, consisting of individuals chosen by the Monarch.
2. The private council shall serve as an advisory body to the Monarch, providing counsel, expertise, and insights on matters of national importance.
3. The members of the private council shall be appointed by the Monarch and shall serve at the Monarch's pleasure.

11. The Monarch shall have the final decision-making authority on matters presented to the private council, taking into account the advice and recommendations provided.
12. The private council shall not interfere with the functions or powers of other branches of government, respecting the separation of powers and the democratic principles of the Kingdom.
Article 16: Death Penalty
1. The Kingdom of Genovia recognizes that the imposition of the death penalty is a matter of grave importance and shall be limited to severe crimes as determined by law.

Article 17: Supremacy of the Constitution
1. This Constitution is the supreme law of the Kingdom of Genovia. All laws, regulations, and actions of the government shall be in conformity with this Constitution.
2. Any law or provision of law that is inconsistent with this Constitution shall be void to the extent of the inconsistency.
3. The judiciary shall have the power to interpret and apply the provisions of this Constitution and ensure its enforcement.
