You do realize, that they are on basically the other side of the planet from you, right? it would take weeks alone just to move the panels to winner, much less, you do realize the size of an aircraft carrier required if you were able to transport several, if not just one dam on two carriers?
To be noted, just because you have a good economy, you can't neglect prices. undergoing a project like this alone is expensive, expediting it to the speeds you are claiming would crash your countries economy.

We were able to hold all of the panels required on 6 of our carriers. The carriers were moving at a average 40 knots and assuming the distance between Mussoliniburg and Winner909098 is less than 3,000 nautical miles. The ships left port 3 days before the end of the investigation given plenty of time to arrive by the day after the investigation was closed.

Ok, first, a carrier moving at 40 knots is ludicrous, second, did you miss the part of being on other sides of the planet? Lazarus is bigger than the earth, and half the circumference of the earth is in excess of 10,000 nmi, much less how large lazarus is.
Third, going off the basis of the Gerald R. ford, it can sustain about an extraordinarily generous 50,000 metric tons of weight extra before sinking. To build a dam the scale of the hoover damn you would need in excess of 2 million metric tonnes of concrete equivalent. steel is heavier. You could not feasibly move this much mass on two carriers. Judging by my calculations, if you were to move 1 cubic meter of steel per SECOND. Your journey would have ended approximately 2 hours after it started, due to weight.
