No.

The only reason to repeal NAPA is to pursue disarmament. Any other goal can be pursued without a repeal.

I'm desperately trying to get my tax down to below the 20% threshold and my civil rights up but every decision I take seems to increase tax and lower civil rights!!!!

A long time ago, i figured out that the only way to get the tax rate down was to never choose an option that implies more spending and thus more taxes, or to dismiss the issue, and when a tax cut or spending cut is an option to select it, no matter what. It may take a while, but this strategy will get the tax rate to zero, You can select opyions that improve your civil rights rating without spending or increasing taxes, but that too takes time/

Thanks for the advice.

The 'problem' that I have is that I'm trying to achieve several things which generally do require an increasing tax (scientific advancement, good environment, good public health care, good public education, good public transport and a relatively low crime rate).

Beyond this I'm happy to support free enterprise so long as my citizens enjoy Civil Liberties and political freedoms.

I'm also trying to achieve a tax rate of less than 20%.

I've managed to achieve these goals with Nova Sodor but it does take a little bit of luck in getting the right issues at the right time.

To make the game more challenging I've also decided not to dismiss issues (making a rod for my own back and all that!).

Pleased to be the least primitive in the region :-)

Has anyone else noticed how the results of issues are different for different nations.

I've noticed it with Nova Sodor and the Archipelago. It's hard to say what causes the difference but the difference in results can be quite significant.

Yes, I've noticed this. Sometimes it's just a case of smaller nations being easier to change than larger ones, but sometimes it depends on how the option chosen compares to your government's previous policies as well.

Glad I'm not the only one.

It really caught me out one time when I made the decision for either Nova or the Archipelago - really liked what I saw. Mirrored the decision a few days later for my other nation and got quite a negative result.

Congrats on your 'most cultured' position - not long now before you're number one!
