That’s generally what I do—early game I rush out a bunch of military troops and look for other places to capture, because they always have less troops and the cities are always weaker.
At the end of the game I usually focus on scientific victory, especially since I have the most powerful army (because I invest in it a lot, even if it’s just to garrison) and cities are very strong.

My best ever first gunpowder was in 957, so you sorta get my idea... rushing through military technology but still can’t have fascist government in 2020

Always go for coastal cities first, especially late game, because they’ll be overwhelmed by land air and naval forces.
