Trust shall be defined by the confidence residents shall have to the Government and its institutions.
Union shall be defined as a gathering of people arround common belifes, ideas or goal and independent from the government.
Organization shall be defined as a government branch, responding to it and having for pupose to providing concrete outcomes.
The Politburo shall be composed of one director who may appoint a deputy director if he wishes and at maximum 5 Agents delegated to him.
Section 2:
The Director shall be a trustful person appointed by the Consul its identity shall be only known by him, by the Emperor and the Agents. He can be replaced whenever the Consul feels to but shall be notified if he does so. If he fails to his duty by allowing national security to be violated or if he's been proven guilty of betrayal, he shall immediately and without any sort of trial be dismissed of his function as well as all of the Agents under his command and shall respond of his acts directly to the Consul and the Emperor themselves and his sanction shall only depend of their will. In case of change of consul, the newly elected one shall be informed by his predecessor about the current Director.
Section 3:
Agents shall be recruited by the Director among the population before having previously ensured of his dedication and his love for the region and shall only be known by the Director himself which imply if the Director changes, the former Director shall notify the Agents they're no longer working for him. The Director can replace an agent at will but shall notify him if he does so. If an agent is proven to be guilty he shall be replaced and shall be reported to the Consul and Emperor who shall decide his faith.
The Politburo shall serve as an organism of surveillance and security over the official regional communication networks, the RMB and the different discord, the parties, the offices, the medias and the main one. They shall spy conversations in order to find probable ennemy of the region or evidences against an already known one.
Section 2:
The Politburo shall be granted the power to spy on every channels whose their ranks allow them to, in order to keep them secret.
Section 3:
Reports from the various agents shall be compiled into a paper which shall be submitted to the Consul on a weekly basis.

I don’t think we will have many ties but if we do the deputy consul should break the ties
Senators, I regret to inform you that I will be leaving NS due to personal reasons. I will also be resigning from my position as Senate Chancellor, therefore Communaccord will be Senate Chancellor until the election.
