Constitutional Amendment: Political Reform 2019 - PASSED}

The Senate, recognising necessary reform to the political system of the New Western Empire, seeks to, with this bill:

1- Introduce no-confidence votes, designed to allow for a government which no longer holds majority support in the Senate to be removed under fair rules, as it was previously possible under the New Western Atlantic's old coalition based system, in which the majority could be removed from power when a party publicly declared they were ending the coalition.

2- Introduce a fair mean to allow for a Snap Election to be held for the position of Prime Minister should the incumbent Prime Minister resign early on his term, thus preventing unelected officials from governing without consent of their masters: the people.

The following subsection shall be added under Article I, Section II of the Imperial Constitution:

A motion of no confidence in the Chancellor of the Senate can be initiated with the support of one-third of senators. The Chancellor shall not be allowed to call a motion on themselves. The vote on a motion of no confidence must be organised by the Senate Clerk, other senate business shall be temporarily stopped for the duration of a motion of no confidence. If this motion receives a simple majority of the Senate's support, the current Chancellor shall be removed from office and a new election for the leadership of the Senate must be held, organised by the Senate Clerk with the same system used in Chancellor elections at the start of a new term. If no new majority is formed, a snap election for the Senate must be called. Motions of no-confidence shall be capped at one every 40 days.

In Article II, Section 1, the following clause:

The Prime Minister shall be elected by the citizens with a majority vote, if no candidate receives more than 50% of the vote then a runoff will occur between the two highest polling candidates and the winner will serve as Prime Minister until the next General Election.

shall be expanded to include:

If the winner resigns or leaves office with more than 70 days remaining in their term, a snap election shall be held for the post within a period of no less than two weeks but no more than one month. The Deputy PM will assume the responsibilities and powers of the PM during the interval between the resignation/departure and the inauguration of the new PM. The normal conventions of a PM election will otherwise be maintained.

In the event that the current Prime Minister cannot fulfill his/her duties with less then 70 days remaining on their term, the Deputy Prime Minister shall assume the Prime Ministerís duties and responsibilities for the Prime Ministerís remaining term.

The following subsection under Article IX, Section I, shall be completely removed from the constitution:

In the event that the current Prime Minister cannot fulfill his/her duties, the Deputy Prime Minister shall assume the Prime Ministerís duties and responsibilities for the Prime Ministerís remaining term.
