Advisor Elizat Asylbek: "Greetings to my counterparts here today in this lovely city. My name's Elizat Asylbek of Tarkhalan and I come to speak on behalf of my country. We are all gathered here today to seek peace and improve diplomacy and diplomatic efforts rather than war. However, as it stands there is wars raging in two continents and many foreign soldiers fighting in foreign lands. I personally don't think much will come of this gathering, but maybe there will be something to gain from this for everybody.

Donau-bundesreich is truly a sad story as the Minister from Labyrnna mentioned. A country so divided internally and now externally between various factions fighting for control over the country. I agree with my counterpart Mr. Sokolov that as he so elegantly put it, this conflict could've already ended if foreign forces had stayed within their domains and other nations had not enabled them to continue the fighting. Peace can be achieved in Donau and I truly hope this gathering here today will help to promote that and find a viable solution to end the conflict so that the people of Donau can be at ease. We hope that the situation will improve and that order will be restored in Danubia as soon as possible, without further foreign interventions.

We suggest that future foreign troop deployments should be halted as they will only add to the conflict, the more troops the longer the fighting will last and the worse it will get. If you truly support a free and unified Donau then you should go home and let your troops go home back to their families. The people of Donau will be the ones who will reunite and rebuild their nation and bring it back to it's former glory.

      Federal and State Governments come to Agreement on State Militias

Today, after months of debate in the House of Assembly, State Council, and Council of the Federation, the Federal Conservative Government and the various State Governments have come to an agreement on a pressing issue of Local Law Enforcement and Defense.

Since the independence the Siberian Federal Republic from the Soviet Union thirty years ago, the State that make up the Federation have struggled with the the issue that is the sheer size of Siberia. Many States, particularly in the far north and far east have been advocating for greater powers in regards to defense of their individual states. Notably, the 1st Ministers and Governors of the Siberian States have be advocating for the ability to form and manage State Militias for the defense of their respective states, to serve as first responders in the event of a national emergency where Federal Forces cannot quickly mobilize to defend the State or aid in the event of a sudden natural disaster.

The debate over the past twenty years, among the States and the Federal Government has always been one of constitutionality. The Federal Government maintains the Krasnoyarsk Charter, that divides powers among the Federal and State Governments is clear on this issue, the Federal Government is responsible for national defense. While the State Governments argue that the Charters powers are referring to the power to wage war, not all facets of Defense.

The decision that has been reached between the Federal and State Governments today, states that State Governments of Siberia will, upon ratification of the Constitutional Amendment, be able to raise State Militias. In exchange for this concession the Federal Government, namely the Prime Minister will have the right to "call into service" the State Militias in times of National Crisis and Foreign Conflict.

The Conservative Party is set to submit the Constitutional Amendment to the Federal Assembly, where it is expected to pass though the House of Assembly and State Council. Once it has passed through the Federal Assembly it will be put to the State Assemblies for ratification.

The Board of Works has stated that it is considering the construction of 5 Hualong One pressurized water reactors in the Gobi Desert, as a means to provide more sustainable power to the nation in the near future.

The Hualong One is an indigenous pressurized water nuclear reactor design, based on the ACPR1000 and the ACP1000 designs. Both are three-loop designs originally based on the same French M310 design. Currently, it is the most common reactor design under construction in China proper, and the prevailing nuclear reactor technology in the near future.

The greater utilization of nuclear power could provide for massive amounts of energy, without fear of compromising finite petrochemical resources such as natural gas and oil. With an estimated net power output of 1090 MWe per reactor, a 60-year design life, and its combination of passive and active safety systems with double containment, it has been touted as a safe, reliable option for the years to come.

The new reactors, named Qing'an 1 through 5, will be constructed at a 2.81 square kilometre plot of land at Xilinhot in Inner Mongolia. A final cost of $9.5 billion USD has been tallied, with construction to begin as soon as possible.

An additional stimulus package to public works, a massive 8.5 km² solar farm in the Ewenki Autonomous Banner, will also proceed. Capable of producing 24.2 billion kWh of energy annually, it will run a cost of $30 million USD, and provide sustainable energy to almost 18,000,000 homes. Such projects are expected to employ over 100,000 workers and 34,500 workers for the reactors and solar farm respectively, providing a stable source of income for those affected by the Second Nian Rebellion.

The Board of Works has also announced its "10 Reactors" plan, to construct 10 DHR-400 reactors throughout Inner Manchuria. The DHR-400 is a pool-type light-water reactor for district heating, called the DHR-400 (District Heating Reactor-400 MWt). It operates at low temperature and air pressure, rendering it easy to operate and decommission. Each reactor's cost is pegged at $230 million USD, taking a time period of three years to build. It is well suited for the existing centralised heating systems of northern Chinese cities, which are mostly fueled by coal.

The Qing State Power Investment Corporation signed a cooperation agreement with the Board of Works in Jilin province for the Baishan Nuclear Energy Heating Demonstration Project, which would use a DHR-400.

An additional 600,000 will be employed to serve on this project, as the cities of Yingkou, Anshan, Mudanjiang, Tieling, Shenyang, Suihua, Jiamusi, Jinzhou, and Siping will receive DHR-400s, as part of their heating systems.

RS Engineering halts upgrading of track between Koningspoort's Centraal and Nordwest Station after litigation

In another bureaucratic blunder and setback for Rijken Railways' Engineering Division, the construction group responsible for constructing part of the Koningspoort Segment of the High-Speed Rail Line, RS Engineering has ordered all rail upgrading work between the originally planned segment between Koningspoort Nordwest and Centraal to halt. Footage of the sudden halting of work shows crews of frustrated construction workers and engineers having to undo part of the three-year work that they just started on such as recently-removed fences and re-poured foundations for track expansion.

The Koningspoort District Court received litigation filed against RS Engineering by several businesses and residents along the route between KNW and KC, with many stating that the originally planned route had been approved "without any consultation nor consent" of people immediately living, working and running businesses around the area. The route between KNW and KC would expand the two-tracked segment into four tracks, which would mean that historical houses, buildings and businesses within the construction zone would be demolished. RS Engineers were reportedly met with protest by outraged neighbors, and in the courts attorneys on behalf of hundreds of locals argued that RS Engineering began the project just days before environmental clearance was approved, violating federal construction codes in the process. Ultimately, the Koningspoort District Court ruled in favor of the plaintiffs, ordering RS Engineering to "halt and undo any destructive construction work" in the segment and to also "pay up to 10 million guilders in construction code fines, property damages and municipal penalties."

In a press statement released by RS Engineering, the construction firm states that "work on all other segments of the De Hemel-Koningspoort HSR line is still going on." Furthermore, they are also "working tirelessly and around the clock with RS, the Municipality of Koningspoort and other partners in identifying, environmentally clearing and developing another alternative route," which will incorporate Schiphol Airport (located on the western half of Governador Island) to the north and come down to the south, the means of which are "still being investigated."

This is no-doubt a setback for the HSR, which has been faced with many years of bureaucratic and financial delay. According to inside sources from Rijken Railways (RS), the setback is estimated to cost around 30 million guilders to quickly resolve and initial outlooks for the new KNW-KC route set the price tag at around 3.5 billion guilders.

Vanessa Mars, the Director of RS, along with several other executive leaders involved in the construction of the HSR, is expected to testify before the Staathuis Transportation Committee tomorrow to address this delay to MPs.

This made it possible for Saudi-Soviet relations to flourish. The recent decision by the Saudi Government puts that at risk. We believe that the Saudi Government should not allow any more Infinian naval assets through the Suez Canal until the Danubian Question is settled. This should include the closure to access to any supply lines going to the Infinian effort in Danubia. If this is not done, we fear the very existence of the oil-exporting organization that we agreed to create and that should be about to exist very soon.

In regards to the Suez Canal; under the Convention of Constantinople of 1888 which regulated usage of the Suez Canal and was signed into effect by the European Great Powers of the time, the canal may be used "in time of war as in time of peace, by every vessel of commerce or of war, without distinction of flag". Therefore, the passage of a fleet from Infiny was legalized under the rules established by this convention.

However, after further review by the National Security Council (King, Crown Prince, Ministers and Deputy Ministers of Foreign Affairs, Internal Affairs, Defense, Army and Navy Chiefs of Staff, and Air Force Marshal) in collaboration with the Ministry of Justice, it has been decided that, in light of Saudi Arabia's official stance of neutrality regarding the ongoing civil war in Donau-bundesreich, and the ongoing peace process in Geneva, the Kingdom will be halting the passage of all military vessels through the canal that have intent to participate in the civil war further.

We continue to look forward to the end of hostilities in Danubia, and the future of USSR-KSA relations.

Effective immediately, foreign naval elements will no longer be permitted to pass through the Suez Canal en-route to Danubia, or the Balkans. The Kingdom of Saudi Arabia has maintained a strict neutrality in the Danubian Civil War, as the Kingdom does not by practice involve itself in the internal affairs of foreign states, especially those outside the Arab or Islamic world.

Passage through the Suez shall not be hindered for civilian or merchant vessels; warships and/or troop carriers and transports will not be given permission to pass through the Suez, and will have to find other methods to secure their routes. Military vessels that are being used to transfer aid to the areas affected by the Danubian Civil War will however continue to be allowed passage, so long as there is not military troops or equipment aboard.

There is nothing 'free' about the communist-supplied insurrection, aimed at establishing totalitarianism. The Ministry of War Procurement is pleased to announce that the Siberian Federal Republic will be purchasing 50 Shenyang J-16 Multi Role Strike Fighters fromDa qing empire, as part of the "National Defense Modernization Program". The J-16 Fighters will replace the current aging fleet of MiG-23's currently in use by the Siberian Air Corps, and supplement the main fleet of MiG-29 Fighters.

The cost of this purchase is expected to be $700 Million USD (₽16.8 Billion Siberian Rubles), to be paid over the course of the next three years by the Siberian Treasury and Ministry of Finance.

Moscow — The Soviet Ministry of External Affairs agrees with the argument of Mr. Kamshat Uldanov. Units to go to Ragusa, Poland

The Imperial Federation has announced that 2 divisions will aid the Republican front at Ragusa, and 2 will support the ISA offensive from Poland. They will each be fully equipped following Infinian divisional standards, comprising in total of 40.000 men and women, and artillery listed as Infinian basic armies. The Infinian Air Force will send 99 fighters and interceptors, to operate from airports and other to be designated ISA-controlled airbases in the region. All Infinian armies will be commanded by General Harmony Suyuëta. The Ragusan mliitia, ever growing in size, will be commanded by Ms. Ewa Stivic, former Infinian Defense Minister, who shall also play an imporant role in the administration of the city.

City of Linz has fallen, Union Army losses moderate

The Union Army's European Command has reported that the Battle of Linz has come to an end and the Union Army has secured the city. Losses are moderate to a point, with over a thousand wounded and 400 dead. The Imperial defenders, though they fought bravely, have lost between, 1500 wounded and 2,000 dead, with the rest being taken captive. With the fall of Linz, the Union Army has completed the northern part of a line of defense, though fighting in Ebensburg is still ongoing, losses in that ongoing battle being reported to higher than Linz and other locations. Union forces approaching the city of Spalato have reported limited engagements with Communist troops as they advance on the city and naval base there. So far, the engagements have been with armored trucks and technicals but this may change once those forces arrive outside the city itself.

You are to detach a total of 4 ships from your command to Spalato and prevent reinforcement of said city from the sea. Afterwards, you are to provide naval support for Union Army forces now advancing on the city until it has surrendered.
