Middle Barael has cars, but since 2017 they have been required to be all Electric. Before that, from 2008-2014, under the reign of PM Martin Oromo, all cars were required to be either hybrid or electric. Then during the short reign of PM Drumfery, gas cars were legalized again, but upon Martin Oromo's reëlection, gas and hybrid cars were banned again.

However, since the Government of Middle Barael released a Manifesto detailing their vision for a new Middle Barael in response to the Occupy Forest protests (i.e. the government of MB finally listened to the protestors!), many cities have begun to ban cars in their city-centers, and many more suburban areas have been using different methods to decrease car usage, such as severely lowering the speed limits, implementing traffic calming measures, creating Dutch-style hoofdnetten, creating Barcelona-style Superblocks, eliminating car parking, and encouraging the use of bikes, foot, light rail, buses, and other public transit.

Middle Barael has also invested an additional billion shenars (last I checked that would be around $1.5 billion USD) into the public transit systems to not only connect major cities with high-speed rail, but to connect them with smaller towns and villages as well, in the hopes of eventually rendering highways near obsolete.

IRL, I'd strongly recommend that you guys watch the videos of the YouTube channel NotJustBikes. He's this Canadian guy who moved with his family to Amstelveen in the Netherlands (a suburb of Amsterdam), and he talks about many subjects, but most especially how the Dutch use their urban design to encourage biking, walking, and public transit instead of cars, leading to nicer, more sustainable, safer, quieter, and more human-centered cities. Since this has become essentially a LQW about transport in [nation], I'll answer for Lura (Also it's topical, see my EcoCON post):

Lura does have cars, which are mandated to be electric along with all other forms of transport. Cars do not enjoy a great amount of popularity, however, so it is uncommon to own one. Electric motorcycles are instead the most popular form of private transport. Vehicles are banned from the city centre of every major city in Lura, and public transport is the primary way the average Luran gets around.

Lura's most striking component of its public transport network is the high-speed railway, managed by the government-owned Lurail. There are 3 lines in the network, and together connect Lura's 'Seven Cities': Lunaja-Solare, Hijelor, Reqa, Vata Lide, Šondiri, Đagajel and Uovi from largest to smallest.

The green line is the main artery of the network that runs from north to south Đagajel>Hijelor>Lunaja-Solare>Reqa. The yellow line runs northeast to southwest Uovi>Lunaja-Solare>Vata Lide, and the blue line runs approximately paralell to the yellow line from Šondiri>Reqa.

Lura's rail network is also famous for its appearance - the 3 lines run underground and are lit with neon lights coloured corresponding to the line colour in otherwise rather dark tunnels. (Search for Nyakuza Metro and check the images, that's more-or-less how it looks, minus the characters of course)

In a sprawling nation like the US trains simply aren’t abundant enough to be used in that way. Most people can’t take a train to work.

Jutsa still technically allows for whatever janky car you want; it's just such an obnoxious pain to drive one that you're better off not owning one.

Unfortunately, because of aggressive tax cuts (that have since risen again without taking transport into consideration), along with Jutsa's now canon horrible geography, you're most like going to have to take horse carriage to half the places you want to go. (Put simply, there'd be no major motor highways in Jutsa since there're very few major transport links of any kind in Jutsa.)

!DISCLAMER! Jutsa was made back in 2015, and keep in mind I was only 16 at the time with very little experience in mapmaking and a more idealistic, simplistic, and self-discovering view of the world at the time, so many of these primordial flags are like looking at children's drawings. Very cute... but also quite potentially cringe.

Without further ado: The gallery!

Era 1: The Early Symbological Era

Flag Screenshot 1: The Beginnings

Flag was originally meant to symbolize things I quite liked. It quickly developed into the second flag, though, which tried to give a slightly less obviously-human view of the world. (I already set out this would be an alien world at the time.)

Changed "creativity" out for "liberty", made the symbols a bit different. Still obviously bad though, despite the cute intentions. This flag, along with the first, actually lasted a fair while, since it was my first and I didn't really question it much after the revisions.

So, I wasn't quite happy with the last version, so I remade it! I still obviously hadn't gotten into my head the plethora of reasons why this is bad as a national flag, but I wanted to put words describing my beliefs onto a map. (Actually, Sensibility was really thrown in mainly as a "balance" option, although I suppose as a symbol representing environmental protection and integrity it worked out well.)

Era 2: The Late Symbological Era

So as you can see, this almost resembles a flag. The imagery has been simplified, albeit doubled (I needed something to put in the middle. The flag's main colours also symbologically echo the prior symbols (again, I loved - still love - colour). I later put an extra bar to the left of the flag to essentially cover all of the "states" of Jutsa that existed in the new map I made for it (which were also relatively bad, but considerably better than the actual flags). This strip actually lead into the next screenshot.

So here you see the bar featuring several squares representing states (I did not want to use stars; too Earthly). I also drastically simplified the symbols even further so they were merely a shape along with the "secondary" colour. As you can see, I've somehow managed to decrease the number of colours - although, now there's also dark grey, silver, and still black outline. Neither this nor the previous flag lasted terribly long.

This flag I was actually content with for a comparatively long time. It's a bit heavy - mainly with the sheer amount of colors (I didn't like the grey; too uncolorful) and symbols (particularly with the states and regions markers). Still Lots of borders, still lots of symbology, and now more colours; but I was happy with it. Sadly, Forum 7 mostly seemed to disagree.

Flag Screenshot 7: Aliens!

Ah, yes, this was when I finally went ahead and decided that I wanted to instead embody my alien-based characters on the flag. This was in large part because my in-game population was reaching a rather big number, and I began to consider Jutsa less and less as a country and more as a world, with the states and regions represented by the squares and diamonds becoming nations and continents - and also featuring pretty colours (though less of them!). This flag actually did not last too long, simply because, interesting as the eye shape might be, I wasn't too sure how I felt about it representing Jutsa. This lead into the next era of flagmaking:

Era 3: The Formative Era

So this flag wasn't made for Jutsa at all. See, at the time I made several of these flags, I had already also made a plethora of other really bad flags (which I may tack onto this factbook as well, even though most aren't quite as bad, some are still pretty gnarly) - and I couldn't keep up with my puppets, which died. I decided I liked Zouveland's flag the most (still agree with that, too; Zouveland has an interesting history of its own), plus it already featured eight little "stars" on it - perfect for the regions! As such, I took it for Jutsa, but soon began to revisit the idea I had for my previous flag.

Yup! So this was after several, rapid adjustments, and ended up being one of my longest-lasting flags (at the time)! I decided to re-add the alien-eye-representation thing, but with a different, more symmetrical and more symbolic take. Of course, I also felt bad leaving behind all of my pretty colours - almost guilty! So sure enough, I added them all back, along with the original symbological shapes as miniature flags - a throwback to the early days. With this, I was quite happy! (Again much to much of Forum 7's disagreement hehe) But, of course, as you can tell by my current flag, this would eventually come to pass as well - but not entirely.

Having revisited some flag discussions (probably Forum 7 flag rating games again), I finally realized that black borders on everything was a really bad idea! That's actually the largest difference between this and the previous flag, aside from the expansion of the "wings" to cover the full middle. Of course, I didn't want to throw out the "wing" shape entirely, so I also added neat little lightning rods on the sides. Originally I was going to add alien vine-like things to it, but even I had to draw the line of complexity there. This flag also lasted a surprising amount of time.

Era 4: The Pixelated Modern Era

Disclaimer: So this "era" really only has two flags, but because I made so many variant flags, and also had this one, substantially different flag for most of that time - in fact, quite possibly 3 years (I can't remember) - I think it's safe to give this its own "era".

Screenshot 11: The Second Simplification

This flag was a revamp from the last one. I had a lot of help from Forum 7 and flag-making youtube videos - largely thanks to Artifexian (great channel, please check it out). I finally got it in my head that more complexity does not mean more epicness, despite my inner urge to resist the advice that "less is more". It pained me to rip the bandaid and drain my flag of its dozen colours to four, but it was worth it. Of course, it still had complexity. I wanted to fill in the empty space, and I still wasn't sure how much I wanted to part with my old symbols, so I remade them in little orbs. Of course, there being eight orbs, I also created new (and recreated a couple old) symbols to mean something else. I don't remember what they mean, of course - and I wouldn't be too surprised if a couple just looked "neat".

Forum 7 continued to help me, and I finally turned my quad-colour to a tri-color. They're still bright, of course - I loved the colours that I had, however, and I felt they had a deeper, more real-life-based meaning to them (even if this was supposed to be alian). I still did not feel comfortable getting rid of the orbs, but I agreed - the symbolism was distracting. I did, however, remember the 8-continents thing I had going on with prior flags, and so turned each orb's symbol into little "snow flake" of sorts, representing eight free worlds encased in wealth binded together through integrity. This was the flag I was most happy with for a long time, and it remained my flag for... maybe 3 years? 4? I can't remember, honestly... but it was a really long time.

So I also decided I wanted holiday-themed variants for my flags! This one's for Halloween, and also wound up being my Season 2 flag (in part because my computer died right when I was going to change it back and right as Season 2 came out... :))

Guess a heart snuck its way into Jutsa's flag again after all. :') (Although canonically this is a traumatizing prank because the Pink Hats/Coats were "oppressive socialists" that ruined Jutsa's economy, but I digress.)

I'm aware St. Patrick's Day is kind of a US thing, but I liked how green it looked and besides I think Forest had a green-thing going on. (I mean. It's Forest. Greenery is kind of important there.)

Era 5: The Post-Vector Modern Era

So, becoming cartographer of Forest entailed learning Inkscape. Since I applied in... June 2021, I believe? Maybe May. Anyhow, since I applied, I figured I ought to get used to the program. I also realized how nice everything was... and then looked at the flag I had for so many years. I realized it was time for a change. I also wanted something less obnoxiously bright, and so I remade Jutsa as displayed here! That said, this flag did not last terribly long...

I contemplated changing to this, actually! It was essentially what I used for Zouveland (a DIFFERENT flag of Zouveland... like I said, it had a long history. This was back when it was a state of intergalactic phage viruses working for a Star Wars themed region The Ragerian Imperium was associated with). I decided, though I kind of liked the shape, it was too big a shape change for me to feel comfortable with. That said, the two stars would've theoretically made more sense given my Forest nation's split between the north and south.

Maybe it was the fact that I couldn't get the original colour scheme to feel right. Maybe it was because I decided to make major policy changes to Jutsa (again) that made it more capitalist. Maybe I felt my last flag was getting stale. Maybe it was just hot and I wanted a less heat-inducing flag. Regardless of which (I think it was all of the above), I ended up trying out hue/saturation modifications to the flag, and ended up liking this one a lot. It felt a lot less warm and friendly, but felt a lot more fitting to Jutsa's increasing greed. In addition, it was much easier on the eyes (speaking of, I made the triangle under the eye smaller). This lasted most of the summer of 2021.

I actually did like this, but it didn't feel right for Jutsa. Regardless, this was at a time where I was starting to feel like Jutsa's color pallet was too cold, and not quite representative enough. I tried merging the color pallet with the last one (hence the blue). I also took some advice from the flag rating contest thing Einswenn hosted around the time, which mentioned that a) the purple was not particularly good and b) the orbs were a bit much. I also thought the triangles would help fill out a bit more while helping decorate telegrams a bit nicer. This flag, however, never came to be.

I could not get my flag to feel right. Removing the orbs was less painful than I thought it would be, once I readjusted the size of the flag relative to its central piece. I decided that I really wanted my maroon back, but I also really liked the foresty teal that I had with the capitalizt variant, and I wasn't about to part with gold. I realized that this was the color pallet I wanted, but something still felt a little off... and I could not put my finger on it. I went on Forest's discord to ask what folks thought, and AstroVulpes helped me extensively in picking out more complementary colours that were easier on the eyes. I think I am quite happy with this variant! (Originally the maroon and teal were switched, which does help the inner eye piece contrast a bit more, but a) this feels a lot less off/wrong-nostalgia-y given my last pixel-based one and b) this one has potential for cooler sash design imo). This flag has been in effect since September 22nd, 2021 - the same day I created this factbook. Keep in mind, this flag is also likely to change as I eternally struggle with discontentedness railing against and occasionally siding with other players pointing out how it really could stand significant improvement.

During the Campaign Week, residents are encouraged to ask questions and to have discussions with the candidates. Candidates for Forest Keeper should be prepared to answer such questions, and to be able to present and expound on their plans for what an Administration led by them would look like, their goals and objectives, and to generally give evidence for why voters should consider their candidacy as the best path forward for our region.

The poll for Forest Keeper will go up in one week, and only votes from the list that I published a week ago will be counted. The voting will last for three days. If no candidate secures an outright majority, then we will have a runoff election featuring the two candidates with the most votes.

Would you see merit in a more organised WA program within Forest, for example a Ministry of WA Affairs, that writes up voting recommendations, has a small staff of people that helps others drafting proposals on the regional forums, and offers aid in campaigning when fellow Forestians would ask for it? Or do you think such a program would be superfluous in our region?

Forest is an incredible region because we tend to attract dedicated and intelligent nations. With that being said, most people who desire to interact with the WA to enact change do so without needing an official station.

I do think there is value in organized support of region mates and their proposals, as long as they are reasonable. Its very thematic to vote as a block generally speaking as Forestians and it increases our regions prestige.

And let me tell you that this last government I was lucky enough to be a part of was incredible from top to bottom. It was highly collaborative and I think a WA effort would benefit from having access to that type of space.

So to sum that up, if a person feels like they need an official title to perform duties for Forest and add value to Forest creating a ministry for the WA is a great idea. But I also think limiting access to government powers right now generally speaking is also valuable. Too many cooks in the Kitchen.

What makes you a part of the government is not a title but how you add value to it. I am sure other than having access to the private government affairs we can come up with ways to empower and incentivize people in our region.

My final thought on this, serving as a starting point for my platform is that the government works for the people. Feedback is incredibly important and at the end of the day while leaders should have a vision, and sometimes need to make decisions without input my government would always be accountable to feedback.

So if a majority of Forest didn’t support one of my visions, leaning into changing or modifying it for public support is important to me.

With my stance against the current state of WA, I’d personally abstain from creation of a governmental body responsible for WA guidance. Even though there certainly is some sense in unifying Forest to have one common, mutual take on resolutions at vote, I still believe it’s the matter of individual votes and preferences of each Forestian nation. The government should not get involved in it.

As a region, we have His Executivenessnessness Mr. Ruinenlust who is in fact our WA Delegate and who can already share his guiding opinion on certain threads in WA. Not really a government but he’s more than enough in my humble opinion. And lastly, Forest has “WA-affiliated members” who can help/advise in needed Assembly matters.

I still present in WA for regional security reasons, and whatever this election’s result is, I plan on leaving it soon after.

in cameroi we don't actually ban possession of anything, we just have a very short list of things a 2/3rds majority of the entire population agree to ban the mass production, purchase, sale or importation of. as for cars, we just don't at the national or even regional level, build roads suitable for anything that isn't "all terrain", nor fueling stations for them, just as there are no guns and amo stores. instead of cars, we build so many little people sized railways everywhere that no one needs to indenture themselves for a car. where there aren't enough people for the little trains and monorails, et all, are really really remote off grid places, and people ride their robotic construction, mining, agricultural machinery to get there, or gravity modulation platforms and such technologies that don't require infrastructure more then a clearing to land in.

As of right now I would be against this. Since the government in Forest is already pretty organized as it is right now and our current WA Delegate Ruinenlust can already help people within Forest with voting in the WA. Since people can see the For and Against options and how many people are voting for with side, it also shows which side our WA Delegate has voted for and most people in Forest mostly will vote with our WA Delegate. But usually biasing peoples options to one side or the other for a certain proposal would be more commanding in a way. I feel Forest does not need more WA Affairs then it already has. Residents of Forest should be able to vote on the proposal the way they feel about it. As well as if people are looking for Guidance they can always see what our WA Delegate has voted for and vote with them.

I think formalising legislation regarding the world assembly (such as how the delegate votes) would be beneficial, but i do not see the need for a government body to oversee anything to do with the WA.

Those are really good points, and as you rightfully note there are benefits with both approaches, a formalised WA program and the manner in which Forest handles the WA currently. Personally, I lean towards how things are done at the moment, but I would see the benefit in trying to organise things a bit more. There was an earlier attempt at having greater activity surrounding WA proposal discussions, especially on the regional forums, so perhaps such an approach could be tried again :)

Absolutely, Ruinenlust is already handling WA affairs as the Delegate in a great manner, so I completely understand and support the notion to not try to meddle with that. On the contrary! Forest must aggressively vote down all World Assembly legislation and proceed to start its own military force specifically to quorum raid and kill proposals! "Why" So we make the mods make quorum raiding harder for everyone but also so we can be obnoxious pains in the butt! <- Actual campaign as promised last year. (I'd link it but I don't want the giant factbook thing; just go into my dispatches and look up "Forest Keeper Campaign 2021" which in hindsight forgot to put "spring" in front of it so it's technically also my campaign this year... although I'm making a part two which I will promptly link at the bottom of this post and adding this realization to it.)

Keep in mind Ruinenlust almost always votes the same way I do anyway... which also happens to be the same way TEP (the only Pacific I care about atm :p) tends to vote, even if it's in the minority. So I'm not complaining xD (#Corruption)

A platform of Environmental Conquest

Greetings, my humble allies. The Grand Council of Jutsa (hereon referred to as "I" as well as "It") has announced its running for Forest Keeper in 2021, and it plans to bring with it some significant changes. It sees a wonderful region, but it also sees a disturbing cognitive dissonance lying within its member states. A lie we all live with. It's time to make things right, and bring the idea of Ecological CONQUEST back into the region of Forest through a series of superiorly detailed and definitely not overcomplicated plans.

Environment:

Same schtick as earlier this year yadda yadda yadda lets got on with the interesting stuff. Actually most of my campaign is going to have to relate to this because this campaign is technically for all of 2021 because I didn't piece together that there were two election seasons a year at the time, so I guess I'm stuck with two campaigns now.

World Assembly and Gameplay Policy:

I promised last campaign that if I won this time, I would create a new form of military gameplay that would wreak havoc on the World Assembly. I'm talking about an Anti-Establishmantarianism approach. We shall liberate and defend environmentally purified regions, but cause destruction and mayhem everywhere else. We shall also quorum raid extensively. Forest represents the peak of democracy, and quorum raiding is undemocratic, so to make sure we put stricter protections in place, we shall quorum raid non-stop until the moderators give in and make quorum raiding substantially more difficult. There will be no laughter, lots of crying, and an excruciating amount of pain and tree planting. #savethetrees

Also our organization could be have a cool name like Military Action Reserve Services Hyperregional (and Allies), i.e. MARSH(+all)

Environmental Conquest of the Map:

One of my primary functions as Forest Keeper is to single-handedly quadruple the size of the existing Forest map, and have no less than one hundred variations of it made. In addition, I will painstakingly evict every last nation from the map so as to make it entirely Uncharted Wilderness. This is to ensure that no civilization can exist on the planet ever, and will ultimately lead Forest to achieve perfection. The map will become the forest. Forest will become the map. Everything and nothing but the map at the same time will be classified as the map.

I will also evict every nation out of the Forest and have Ruinenlust password-protect it to preserve the region's forests along with the beautiful map. As such, quorum raiding will have to be more of a symbolic, regionless type of thing with no home world.

Otherwise:
I will still donate $500 to an environmental charity of your choice. Eventually. Maybe.[/size]

I will neither confirm nor deny that - in moments when I kinda can't be bothered to read a proposal in its entirety - I simply go "what did Ruinenlust vote" and vote accordingly xD

I don’t find it necessary to coop with other regions or create voting blocs though, also due to my pessimistic vision of the whole WA organisation. Unless this coop is with one of the feeders where one delegate has as many votes as an entire smaller-sized bloc of regions. But in this case, wouldn’t it be part of Foreign Ministry’s duties to negotiate internationally? Thinking further, I can see them working with [once again] Ruinenlust on the WA matters to negotiate about voting blocs rather than to involve FK or any other governmental officer.

So, is that realistic to cooperate with the feeders on something? I can’t imagine so but I admit I may be wrong.

Voting will be tallied after campaign week. Since campaign week is a whole week, take some time to read everyone’s platform and make a decision when the poll is released.

Another reason this is good is because some peoples votes can be influenced by snowball pressure and we want everyone to feel like their vote matters.

It could be an interesting angle to pursue, to coop with one of the feeder delegates on environmental issues, or issues important to Forest. That would increase our voting power on those matters, which might be interesting to consider. I admit I like the idea of such a coop, but it would have to be handled delicately and it would have to be a feeder region that we have good relations with or could reasonably trust. And of course, such a thing could easily be handled by the Foreign Minister and Delegate! No need for a separate ministry for that, haha.

Regarding WA. Is there a list of Forestian authors and resolutions?

Also regarding WA blocs (voting or otherwise). I'm not a fan. They're either not worth the pixels they're written on or they're an anti-democratic bind on people to vote a certain way.

I also don't see that they have a great deal of advantages. Resolution writing by committee is rarely successful. It's a rather personal experience to have a decent idea for a proposal and to see it through to becoming a resolution. I would think that we'd look

IIRC back in the day (I was in one of the other regions in teh group at the time), Forest declined an invitation to join a bloc which was somewhat less than a voting bloc on grounds of maintaining the independence of its authors and voting, as Forest had a far superior track record in the GA at that time.

I'd also be interested to know why some people here have such a negative opinion of the WA? I often think people don't realise that it is what it's meant to be: a tiny part of the game for the handful of people who like to write pretend international law.

Edit: Also again regarding the WA. I'd urge people to consider voting against the current at-vote in the GA, Drug Decriminalization Act, for the reasons outlined in the repeal already drafted by Abacathea: viewtopic.php?f=9&t=510241
