It is unfortunate that the "repeal and replace" mechanism is a two step process, rather than a single step one. Around here it feels like "Repeal and Replace" is basically code for "Get rid of it, I don't like it, and I hope a replacement will never see the light of day." I pretty much never vote in favor of a R&R bill where there hasn't already been at least some good faith effort to get the replacement underway.

From the discussion thread on the Private Prison one, the "repeal and replace" effort seems to have been led by a person who had no intention of replacing it - they simply couched it in that language to get people to support it.

Ironically, while the current (Desertification) repeal does have a replacement in the early stages of drafting, that replacement is by the author of the previous (Prisons) repeal, who has moved on and seems to consider their work done, having repealed the previous law.

There's plenty of times where a repeal and no replacement make good sense. I'd be inclined to think that just because the RL experience with private prisons in some countries is poor is not a sufficient reason to have a WA resolution on the topic. ICly Bananaistan doesn't really care if misguided liberal/capitalist nations use private prisons and would be more concerned with more general advances for the proletariat in terms of how prisoners are treated rather than getting bogged down in the ownership structure of prisons.

But I do agree somewhat. "Hoping for a replacement" when the author does not hope for a replacement is dishonest, and it's a term I don't generally like in repeals anyway. If the GA feels like it, it will replace. It doesn't need to hope that it will do so. It will either replace or not.

Not true: page=boneyard . Search "A tree" and you will see that the name has been used twice in the past.

"Hoping for a replacement" is not just lazy. It is meaningless if a proposal gets passed! People should keep text clean in proposals that they wish to have made into international resolutions. Read U* resolutions (apologies for the censorship but I do not want to get sued) and you will not see that sort of thing!

Do layovers count? Without them, I've been to Bulgaria, Germany, Czechia, Spain, and the BVI.

I live in the US so that's gotta count, I've been a fair bit around the country as well.
