Hello Forest! Europe's Foriegn Secretary had written the firstly monthly regional update of this year!
The January issue can be found here:

European Foreign Office Update 01/19

Hello All! It’s been a long time since the last EuroUpdate. About 9 months, by my count. Hopefully there won’t be that long of a delay before the next one!

This month has seen the passing of the Advisor Dismissal Act 2019, the one year anniversary of our first First Deputy Commissioner election, and the opening of Europe’s RMB to all nations in embassy regions.

Election season began this month, with our current First Deputy Commissioner, St Scarlett, announcing her intent to rerun for the position. Contrary to some more exciting elections in the past, she remained the only candidate for some days before NationStates veteran Nardin joined in the race to avoid having no election occur at all. With no official campaigns run for the election the vast majority decided to maintain the status quo and re-elected St Scarlett in a landslide victory. The two candidates in a show of good sportsmanship provided one another with one vote and remain on good terms.

The Advisor Dismissal Act 2019, proposed by Regnum Italiae and put to vote by St Scarlett, was a bill put before the European Parliament with the intent of dismissing the role of Advisor. The office was held by Forgotton Warriors. It managed to reach the quorum of 43 votes. However, after Imperium Anglorum dismissed Forgotton Warriors, EuroFounder re-appointed Forgotten Warriors to the position. When asked about this move, EuroFounder responded with “The Founder of a region is under no obligation to open regional officer appointments to a vote.” This has increased resentment by some of our members against the founder, but does not indicate in any way that the European Government is divided, and Europe remains strong regardless of the opinions and actions of the founder.

In light of a proposed event with The South Pacific, the decision has been made by the Government of Europe to allow embassy regions to post on Europe’s Regional Message Board. We hope that this will also serve to strengthen bonds between our embassy regions and ourselves, and may lead to more events with embassy regions in the future.

Speaking of The South Pacific, our embassy with them opened at the end of December, after a near-unanimous vote for its opening from the electorate of both regions.

Okay, so it's been quite a while and I have not been around much. Fortunately I am back now, and have more time on my hands.

Without further ado, a new RP!

viewtopic.php?f=5&t=459116&p=35260241#p35260241

This RP is designed to be very friendly to beginners. I worked (well, not as hard as some!) On this because we wanted to ensure it'd be fun and accessable to anyone regardless of experience, interests and free time levels. To put it another way, this was rather designed with Forest in mind.

It is largely diplomatic and will be focused on storytelling. It'll include multiple factions, characters and interests. The former colonial empire that ruled areas of Caracasus before the revolution will take part (although as always it's not as simple as good guys and bad guys, and they won't be filling the role of bad guys as such) and there will be a tonne of stuff to do! Please register your interest in the OOC linked post.

First of all, I would like to thank Caracasus for offering us this unique experience.

Secondly, I am going to my first Model United Nations (MUN) conference so I will be away for the next couple of days. In that matter since this a rich community with many issue authors and editors alike I have recently posted an issue on the preservation of endangered species and natural habitats from highway construction. If any of you are interested click the link below:

Link is to the correct OOC, though obviously I have stupidly linked to my post and not the thread as a whole...

OP is a puppet of Dogs of War who I've worked with quite a bit on RP's. They are very good at running things and developing story driven stuff. Uan was also involved in some of the background development in places. Anywyays, here is the better link.

I really hope that isn't to do with mongol being an old medical label and more recently an abusive term for a person who has Down's syndrome, because if you're the kind of person who likes to giggle about things like that then you are very much in the wrong region.

February 2019 Update

New Delegate Elected
By Ministry Member North Prarie

On Friday, January 18th, Erinor (known offsite as Seraph), won the election for Delegate of the South Pacific by a 40 vote margin over a newer face on the political scene, Beepee. Erinor provided the South Pacific with great leadership in his first term, which took place from January to July of 2018, leading TSP to many advancements in areas such as communications, the World Assembly, and Delegate approachability, to levels unseen to that scale before. With the assistance of a strong WA Initiative effort and the support of our amazing allies, Erinor took the gameside delegacy of the South Pacific at major update on January 31st.

Please congratulate and wish luck to our new Delegate!

Amerion’s Assembly Account
By Chair of the Assembly Amerion

Chair of the South Pacific’s legislature, Amerion presents a few highlights of the numerous discussions currently ongoing in the Assembly.

Minister presents embassy proposals to the Assembly

The Minister of Foreign Affairs, His Llamalency, the Right Honourable Somyrion recently presented to the Assembly the Ministry's proposals for embassies with the Frozen Realm of Wintreath and the South Pacific.

These proposals represent a shift in how foreign relations are conducted, with embassy requests having previously been under the exclusive purview of the Minister. In a statement before Legislators in the appropriately named Legislators Lounge, the Minister elaborated on his new approach, stating:

'I dislike the fact that gameside embassies have been in the past treated as something like consulates, of no real consequence other than as a side order of a treaty or event, where the minister can just decide on them, even though they matter a lot more to gamesiders on the RMB. And they provide a handy half-step between a consulate and an alliance, so our FA outlook isn’t just that alliances are everything :P So by doing these discussions/advisory polls— not quite a single decision like a consulate but also not quite a vote like a treaty, I’m trying to push up the value of a gameside embassy.'

Should these proposals garner support within the Assembly, the Minister intends to proceed with a gameside poll to establish whether to finalise the construction of embassies.

What's in a Name?

A debate is currently ongoing regarding a small change in the name of Election Commission used in legislation. The Commission was reduced from three members to the singular position of Election Commissioner. This came after multiple election cycles where only one Election Commissioner was present. However, with this change now comes a series of amendments to existing legislation revising the terminology used.

These corrections are not without discussion. A Local Councillor (gameside government official), His Nocturnal Excellency, the Right Honourable Divine Owl questioned whether such changes were necessary. In response, the Right Honourable Chair, Amerion, stated:

'Unfortunately, at the moment it is. However, an amendment proposed by Awe which, if passed, will allow the Chair to exercise discretion in correcting future errors of a similar sort should mean that amendments of this nature will no longer be necessary.'

The Chair referenced an amendment proposed by Mr. Awe which would include changes to names of institutions and positions as part of the Chair's discretion. Under the Legislative Procedure Act, the Chair may correct typographical errors, grammatical errors, or formatting inconsistencies at any time, as long as these corrections do not alter the original intent of the law.

These amendments are expected to come to a vote within the first ten days of February.

Mass telegrams in the spotlight

Mr. The Sakhalinsk Empire's proposal to restrict the use of mass telegrams in an election period has sparked considerable debate. Associate Justice, the Right Honourable Belschaft raised concerns about the increased regulations, noting:

'I don’t think it’s appropriate to expand regulations on use of government communications via the RO function to cover private communications by individuals. You might find it objectionable to have people send mass TG’s during elections, but it is a legitimate form of free speech that anyone can access.'

This issue brought up by multiple Legislators centred on the possibility that any private citizen could be charged under the existing framework should they send out mass telegrams. In following revisions, Mr. The Sakhalinsk Empire amended the language to reflect that such restrictions related only to the abuse of power by government officials.

The amendment is expected to be voted on soon.

Upcoming Elections
By Minister of Foreign Affairs Somyrion

With the South Pacific’s Delegate election and transition barely over, another series of elections is right around the corner. Beginning on February 1st, elections open for the four offices of the Cabinet, the South Pacific’s executive leaders: the Prime Minister and the Ministers of Regional, Military, and Foreign Affairs. A poll of the members of TSP’s Assembly carried out by the Chair a week ago, including a section asking respondents about whom they would like to see run in the Cabinet elections, has sparked thoughts about potential candidates, though no campaigns have yet been launched and potential candidates remain fairly muted. The Linkcomprehensive poll also included sections asking about the current Cabinet’s performance and approval of various other branches of the government and initiatives.

Elections for the Local Council, TSP’s gameside governance body, will begin shortly after Cabinet elections conclude in late February.

I'm thinking it refers more to the Mongols, the ones from Mongolia. I kind of found the name a bit funny, because I was picturing Attila the Hun as a park ranger when I first read it.

That was "Mongoloid", not "Mongol". Small difference, but so are "duck", "luck, and/or "muck" vs. "f*ck".

That's a bit weird, because Attila the Hun wasn't a Mongol. He was, well, a Hun.

Fun fact, the Mongol conquests can be viewed in the climate record. Turns out killing a lot of people is a good way to reduce and undo carbon emissions :P

Not so sure about that... Didn't they burn down villages and towns? This must have added lots of extra CO2 to the atmosphere...

I meant to say Genghis Khan. Whoops.

So would the record have shown a spike, then vastly lower carbon emissions? If anything, that would make it stand out more.

The village burning and stuff probably didn't contribute much.
The larger part was that they killed all these people (Iranian plateau didn't re-achieve 1200s population until the 1900s) who were cutting down forests and the like, which meant that massive chunks of the continent of Asia were able to reforest for some period of time without being stopped by humans. That, and human carbon emissions likely weren't all that high so more trees were more easily able to overwhelm them.

Khan's empire actually coincides with the end of the Medieval Warm Period, perhaps all of those trees successfully sequestered a fair amount of carbon!

They actually didn't have to burn down as many towns as you think. By the time they were finished with Central Asia everyone else would pretty much just surrender on sight.

EDIT: Though I should stress... that this was after huge swathes of Central Asia. There was still an absurdly large number of people killed, and it was enough to affect the world climate.

SECOND EDIT: By the way, another random one: the world actually cooled after Europeans arrived in America too. Not only because of the European diseases killing off native Americans, but because in many places native Americans had a system of controlled burns of their forests. Well... guess what that does to the world carbon emissions for the next 50 years when Europeans were putting out, instead of encouraging forest fires.

Felid lands wrote:I was recently reading about the cat population of Cyprus, where cats actually outnumber people (1.5 million cats vs 1.18 million humans). As Cyprus had its fair share of economic crises, funding for population control (neutering etc) has been stripped back and many consider this high population a problem. Also, many pet owners on Cyprus are deeply religious and wish for their felids to remain 'as God created them'.

In my personal opinion (having spent some time in Crete, which is pretty close in terms of cats), the government should fund veterinarian clinics to neuter cats only in areas where they are suffering (where overpopulation is a threat, or where vehicles kill them regularly). What does everyone else think?

i love seeing feral cats, and would love seeing fewer humans. i don't see that populations of other species being a problem except in the minds of humans, who want to think the universe was created just for their own species. but i do see habitat loss to other creatures being a problem. and at least a ten times greater cause of extinctions then predition, even human predition. cypris could do well as its own indipendent country. we need a real world government that would prevent both greece and turkey from keeping it from being one. crete's pre-christian history is a lot more interesting to me, then that of its current era. and i tend to think crete the real origen of atlantis stories. plato met a guy from egypt who had visited crete, and that was the origen of it. or a guy who said he had, or plato or someone else just made it up. anyway cats. in some ways i like to think i'm something sort of like one. not entirely and earth cat, but maybe my previoius lives were on a world where people looked a lot more like them.

To be honest there are far too manyof us. Nearly 8 billion. It would be ideal to have us voluntarily return to pre-christ times in terms of population to around 200 million. However, if it is not done voluntarily, I have a strong feeling that we will accidentally wipe our self even below that in a painful event due to the massive warming we have inflicted on the planet.
