The Chairman was bored
He had not known that it was even possible to be as bored as he was at leading a major nation, he had it expected it to be a wild ride of glory and downfall, much like those crappy BBC Documentaries he used to watch in his Grandfather's Estate. Speaking of China, He wasn't even ethnically chinese, He was an Ethnic Mongol. He just wanted to inherit his grandfather's estate and become a Career Bureaucrat, he just wanted a job, for god's sake, He wanted a Boring Upper Class Existent where his "Indentured Servants" would tend to his estate, while he slowly rose up the ranks of governance into a comfortable upper executive government job, preferably one without media attention perhaps a Provincial Treasurer, maybe a Consul General, definitely not the Prime Minister of one of the largest nations in earth.
His existent was heavily isolated from that of his compatriots. He practically lived in the Presidential Bunker, a first, a necessary measure because of possible nuclear or zombonic threats, He wasn't even sure what the outside looked like or what temperature it was. He behind the ground, a physical reminder of his isolation between him and his citizens.
