I mean like it also does make sense, since Rannoria is supposed to have a consistently strong navy regardless.

The only thing is that the Ottomans are too domination based, while Rannoria excels at economics and culture. The Arabians would make great sense since Rannoria has this tiny bit of bedouin culture (or at least it's supposed to) and the Arabians have a religious and trade bonus. The Brazilians are good because they're just a great tourist civ, which Rannoria is also in IC terms I guess.

So, mix the three, and you'd get Rannoria.

Your military, your administration, your "empire" is for sure impregnable. Inaccessible for my agents. All your subjects loyal and unreceptive for my propaganda, gold and suggestions. Well here's the thing that destroys your "Omnipotent" intelligence organization. In any world where spies exist, counter intelligence methods also exist. Your spies may learn some secrets but they won't learn all of them and those that they do learn can easily be made useless by alterations in plans and security protocols. That's right. Counter intelligence exists, and the best is Aydinirian as well - SAVAK. Don't teach a father how to make children. Aydinir was always a pioneer in secret services and espionage, we know the nuance, delicacy and importance of information. And regarding your claim of waning power - you are repeating yourself. It seems to be your mantra now, your constant self-reassurance the only thing keeping your fear at bay.
