Home Office Announcement: I'd like to take this opportunity to remind everyone that the 2nd Deputy Commissioner Election is coming up later this month! If anyone is considering and/or intending to announce their candidacy, I highly urge them to do so via telegram or discord to me! This time around, I'll be preparing the Commissioner Debate, and I'd like to start filling in the time schedule! The debate is scheduled for Monday, May 23rd.

Eligibility for the Commissionership

That said, for a condensed version,

To run for the commission, you must have been a resident of the region for at least 28 days and declare that you are running. An announcement to that effect must be made to Imperium Anglorum, Regnum Italiae, and Nardin. When you declare that you are running, you must also file disclosure forms which are linked in the disclosures thread: Linkhttp://www.europe-game.eu/index.php?threads/election-disclosures.12912/

There are two disclosures that you have to file. The first is a forum disclosure from your forum account which states a number of sworn statements on three questions:

  • previous involvement in other regions, including former positions, terms, and the names of nations which held those positions, any involvement in military operations in NationStates;

  • the organisations with which they were involved; and

  • previous authorship of World Assembly resolutions (including failed resolutions), authorship of NationStates Issues, and other NationStates-wide engagements.

You must also disclose on the regional message board your Eurocord (the region's Discord server) Discord account name and a link to your forum account.

The forum disclosures are meant to tell the public what your qualifications or possible conflicts are. The regional message board disclosures are there so that normal citizens can get in contact with you to ask questions and get into contact with you – Commissioners are their representatives after all – and so that the regional government can properly mask you on the Discord server.

If you do not file the necessary disclosures, you will not be included on the ballot on the election date.

A guide to disclosures

If you're confused, I would recommend reading into some of the laws and regulations. The following are the most relevant ones:

The former creates the process by which we hold elections. It, in the section 6(e), states that

    The European Council may make regulations on the conduct of elections and require the publication of materials or response to questions relevant to a candidacy.​

This is the enabling clause by which the Council creates regulations like the second regulation, the Election (No. 2) Regulations 2018. Those regulations have a number of requirements. In short, they are that members of the Cabinet are ineligible to the Commission, candidates must disclose on the RMB their forum user and Discord user, various disclosures on past history, and no campaigning to non-electors.

How and what to disclose
This section may become outdated over time. This is written in reflection of the laws in force as of 18 March 2018.

1. Note your candidacy. This is generally done by noting that candidacy on the RMB and then linking that RMB post to inform the Delegate.

2. Disclose on the RMB your Discord account and forum account. You can find your forum account on this forum. Scroll to the top right, click your name, and copy it over. It should take something like this form: http://www.europe-game.eu/index.php?members/imperium-anglorum.1817/

Finding the Discord one is slightly more difficult. But it too should not be hard. In Discord, open preferences and select My Account. Under Username, you should see something like: ImperiumAnglorum#2947. That is your Discord tag.

Obviously, both of these are my own tags. But you should then post your forum account and Discord tag to the regional message board. Something like the following would be sufficient, with appropriate substitutions:

    In fulfilment of the transparency requirements specified by the Election (No. 2) Regulations 2018, I affirm that XYZ#123 and FORUM_URL are my Discord account and forum account, respectively.​

It is certainly fine to post these along with the post declaring your candidacy.

3. Disclose on the forum past involvement. You should do this in this thread. At the top in the first post, indented, there is a template. Copy that template, fill in the sections relevant to you (the date of the election and your NS nation name) and then the sections marked ANSWER.

Mixed. Math exams worn me out mentally and personal matters meant that Friday sucked. The weekend was an improvement though, with ESC and the final round of the Eredivisie, among other things. Although, I did still have to study for my physics exam that happened yesterday :P
