That's not what federal means. There have been (Germany) and still are (Malaysia) federal monarchies.

Not federal monarchy. Federal parliamentary constitutional monarchy. There's a difference.

So? Can still apply to monarchies. The German Empire was a monarchy itself, consisting of monarchies (and republics) with internal powers.
