"We both know you aren't dull enough to tip them off that you know about them until you are ready to do whatever it is you want to do to handle them. There would be plenty of opportunities for agents to secretly speak with you, as far as Torchwood would know -- the OIF managed to detect them somehow."

Rex would stand up "Well, fair enough. I have things to do.. I am a busy man after all." Valiant would smile "Yes you are, glad you took time out of your schedule to smooth things over." the two understanding eachother as having accepted the deal Rex would leave to form a plan.

Obviously, I have audio and video recordings of the meeting, and will upload them to Petrichor after the Torchwood threat has been dealt with. I will, of course, make sure only you and I can access them. Mr. Felix will make an excellent pawn. And if need be, you can wipe or alter his memories should the need arise."

Rex Felix has spoken out in favor of a plan for the issuing of a government bond to Valiant that is equal in value to the current national debt and has a very reasonable set interest rate in exchange for Valiant paying off the Creditors of the Government. "It makes sense both for the business of Valiant Enterprises to make a massive but safe investment while they have such an overabundance of wealth as well as for the Government to pursue this avenue of dealing with it's debt to make sure creditors cannot make their interest rates jump unreasonably." even the Ocearan Communist Party seems to somewhat approve of this measure as even though it benefits an already wealthy individual it would prevent foreign capitalists holding the nation hostage to their demands through the interest rates since it would remain set in stone by law.

Valiant has taken interest in such a proposal, indicating he is willing to enter into negotiations with the government about the terms of such a government bond.

With the end of group stage just around the corner, all eight teams fought hard today to edge out their competitors and qualify for a berth in the semifinals.

The Timmians cruised to a relatively easy victory against Felucia, more or less dashing hopes of another insurgent campaign from the perennial underdog. Despite commendable offense throughout this tournament, the Felucians have suffered from more passed goals than any other team With the worst defense of any team (seven over four matches).

Meanwhile, the Ocearans secured their first victory in a hard-fought contest against their Orsonian arch-rivals. It was refreshing news for the millions of eager home fans, who crowded the streets of Accra well into the night. Like the Felucians, Oceara remains capable of a comeback, though it would require back-to-back wins and generous scoring.

In Group B, the Wagains bested the Cybusian team to remain the only national squad without a loss (enjoying two wins and two draws). Hot on their tail, the Mamarans finally moved into second place after a 3-0 shutout against the Lucijans. Despite a worrying losing streak since their early success, the Lucijans are only one win out of playoff contention.

Even those teams with considerable leads should be wary of resting on their laurels. Seeding is still very important for the playoffs, as the highest-seed teams will have an easier path to the championship. To be specific, the strongest and weakest teams will play each other in one semifinal, with the middle qualifiers taking each other on in the second match.

500 Catholic bishops, deacons, priests, and nuns have recently been arrested in a major operation conducted by the Ministry of State Security, on charges of treason and conspiracy to incite rebellion. After years of monitoring the Catholic Church in Orson, in which a number of Imperial agents either infiltrated the Church hierarchy or secretly monitored Church activities, it has been determined that members of the Church have been abusing the rights granted to them by the Imperial government to act against Turner's regime, creating dissent in their congregations, and working with rebel groups throughout Orson (such as the Federalists or the Contra-Turneristas), as well as assisting Imperial dissidents wanted by the law in escaping Orson; they are also accused of working with foreign missionaries, such as those from Wagondia, in their efforts. Furthermore, a number of them are accused on numerous counts of sexual abuse against members of their congregation, particularly against young minors, which the Inquisition has allegedly documented over the years.

All 500 of the accused have been put on trial and convicted by the courts; considering all have been convicted of treason, according to Imperial law they automatically receive the death penalty. Some have criticized these convictions as "sham trials", as the accused were barely given the opportunity to defend themselves, and it was obvious that the entire process was set up against them from the beginning. However, their concerns have been ignored, and the crownland governor of Australia has ordered the public execution of all the convicted to commence. All 500 convicts would be paraded down the Royal Road through downtown Fort Victorium in chains, with thousands of people lining the streets to watch the execution. They would be jeered at by the crowds, and members of the crowd would also throw trash at them and attempt to charge at the convicts, but would be beaten back by the Imperial soldiers providing security. Meanwhile, various new agencies had arrived on the scene and would be filming the execution completely uncensored, as millions of people across the Empire watched. The convicts would be led to the East Gate of Akara Square, where the executioners were waiting for them, wearing masks to conceal their identity. They would all then be beheaded with an axe, the traditional method of Orsonian execution, and their heads hoisted up on spikes on the battlements of Akara Square for all to see, as a warning to those who would dare act against the Empire.

The Catholic Church is the most powerful religious institution in Orson, with tens of millions of Catholics in Orson; the Church also owns a large amount of land in Orson. The Church was granted a number of rights centuries ago, so as long as the Church pays respect to the Emperor and does not attempt to challenge the Freethought ideology, which is officially promoted by the Emperor. However, when the constitutional monarchy was established in 1806, freedom of religion was guaranteed in the new constitution, and the Imperial government has never interfered in the affairs of the Church since then. However, Emperor Turner now sees an opportunity to openly challenge the Church, which he has wanted to do since he came to power in 2006, recognizing the Church as a potential obstacle in his quest for absolute power. With the public now turned against the Church, the time is finally right.

Turner has issued an Imperial decree, ordering the establishment of the Imperial Catholic Association. This state-owned institution will be granted control of all Catholic dioceses and all churches in Orson, and its leadership will be appointed by the Imperial government, not the Church. Additionally, the decree states that the Holy See will no longer have the authority to appoint bishops, deacons, and priests in Orson; that right is now reserved for the Emperor and the Imperial government. The power of the Emperor over the Church is now greater than the power of the Pope, and all churches in Orson that refuse to recognize the Emperor's authority will be shut down and their congregations prosecuted to the fullest extent of the law. Furthermore, all Catholic churches will now be heavily monitored by the Ministry of State Security, with Inquisitors monitoring church service and Mass; all Confessions must also be either monitored in person by an Imperial agent or recorded. All Church lands will be seized and placed under the ownership of the Imperial government.

OIF Agents(Rex has access to High Command to be an advisor, which would simply be too risky for Torchwood agents to follow him with Military, OAI, OIF, and Grand Auxiliaries overlapping in an incredibly tight security grid. Allowing him to get direct communications with the Director of the OIF.) have secretly installed signal loggers into the wrenches of several mechanics in the capital, hoping that torchwood will snoop on Rex's computer at the usual time when Rex uses his personal computer. The signal loggers will observe the patterns of signals being sent around the capital and record them locally without transmitting or interfacing with anything to prevent torchwood from picking up on the spy devices.

OIF Agents have already well tracked the movements of these mechanics and their habits so they can quickly collect data from the bugs while the data is still fresh. Grand Auxiliaries infiltrated in public eyes using the crowds at restaurants and other locations to remain inconspicuous and their access to experimental technology to change their biology to be of civilians just in case Torchwood has data on those particular Auxiliaries.

The trap has been set.

(OOC: Similar to the different eras of the Empire's history, I decided to organize the history of the Federalist movement and the Federation into different eras as well. This is basically an overview of the entire history of the movement)

Early Revolution (1989-2011): Future historians would call the earliest years of the Federalist movement, before Jerick Pallas came to power, the "early revolution". The Federalist movement was founded in 1989 by Bran Carren, a senator and a member of the Constitutional movement, and his brother Jorah Carren. The Carren brothers believed that the Empire had become a fundamentally weak institution, with corruption rampant across all branches of government and separatist movements rapidly gaining strength. Emperor Thorseus proved to be a weak-willed leader, preferring to party rather than actually rule, and the Constitutionals had simply taken advantage of the situation for their own gain, rather than do their duty of defending Orson's institutions. As such, the Carren brothers created the earliest tenets of the Federalist ideology- the abdication of the Emperor from the throne, a full democracy in Orson, greater civil rights for all Orsonians, and major checks on government corruption. The Carren brothers would form alliances with other separatist movements, and used the chaos of the 2nd Civil War to establish safehouses all across the Empire and stockpile weaponry. While the movement began gaining a cult following across Orson, the movement's efforts were hampered by a lack of central organization, with the Carren brothers often having little control over the various Federalist cells that had emerged. Infighting between the Federalist cells resulted in the death of both Carren brothers in a skirmish in 2001, while future Imperial operations during the next 10 years would result in the arrests and/or deaths of much of the old Federalist leadership, setting the stage for the next era.

Paramount Years (2011-2056): The second era of Federalist history saw the blossoming of the movement into a major political force in Orson, largely due to the efforts of a single man: the legendary Jerick Pallas. Pallas took advantage of the power vacuum in the movement to gain the loyalty of most Federalist cells worldwide. Pallas would reorganize the struggling movement from the ground up, establishing a central leadership in the form of the Paramount Committee. Pallas concentrated most of the power in as few hands as possible to prevent the power grabs and infighting that had plagued the early movement, and he would become known as the "Paramount Leader" of the entire Federalist movement, wielding a level of power and prestige that the Carren brothers could only have dreamed of. After a great purge that nearly destroyed the movement in 2017, Pallas managed to keep the movement going, taking advantage of the Empire's involvement in the 3rd Mamaran-Orson War to reorganize and prepare for a war of his own. Pallas formed the Unified Front in 2022, a confederation of various separatist movements and other third party groups across Orson all united with the goal of deposing Turner and his regime from power. By 2026, the Unified Front had emerged victorious over the Empire, conquering much of Orson while the remnants of the Imperial Military retreated into remaining loyalist territories under the command of warlords. In 2035, Pallas succeeded in forming a more permanent organization as the spiritual successor to the Unified Front: the Orson Federation. All of the independent Federalist nations had pledged to join the Federation to counter the growing power of the Third Imperium, which had organized itself from the Imperial remnants under Emperor Bran Jaina. Jaina and his forces would eventually be defeated and conquered in the Federalist-Monarchist War, leaving the Federalists as the sole masters of the Orsonian world.

Earth Period/Golden Period (2056-2224): The Earth Period would succeed the Paramount Years, as a new generation of Federalist leadership took power in Orson following the death of Pallas and other members of the Paramount Committee. Orson would enter a golden age, following decades of warfare, destruction, and intense bloodshed. The old generation that had been loyal to Turner and the Empire was dying off, allowing a much more pacifist generation (having learned from the mistakes of their parents and grandparents) to come to prominence. The Federation would expand into outer space, colonizing many thousands of worlds over the centuries. After the deaths of millions in various conflicts in the past decades, the population was finally booming, reaching into the tens of billions by the 2100's. This era would be remembered as the greatest in the Federation's history, and among the greatest in Orsonian history. Unfortunately, the golden age came to a swift end following the First Sterkian War in 2207, its aftermath having far-reach effects on Federation politics. This would be followed by the Interregnum, a period of Federation history where the Senate did not convene and there was no Chancellor for nine years. The central government broke down, and power was devolved to the sector and local governments.

Zionian Period (2224-2458): The Interregnum was brought to an end by the Great Compromise in 2216, allowing new elections to finally begin. By 2224, the capital would be moved from Central Plaza on Earth to the core world Zion in the Large Magellanic Cloud, thanks to lobbying from the Association of Governors (a political organization that had formed in Orson during the Interregnum). This began the fourth period of Federalist history, which proved to be a far cry from the days of the Earth Period. Increasing militarism following the Sterkian War ultimately led to the Federal Military becoming a powerful institution in Orson, to the point where the military often controlled the Senate and controlled large portions of the Federation in the form of "marches", having been formalized by the Great Compromise. The Federation's democratic institutions would weaken significantly, with the government reaching heights of corruption and decadence that hadn't been seen since the days of the constitutional monarchy. The Federalist ideals that the Carren brothers and Jerick Pallas sought to spread across Orson ultimately wouldn't last, and the Federation would become the very thing it had sworn to destroy.

Triumvirate Period (2458-2755): The fifth and final era of Federalist history would see the Federation devolve into a military dictatorship. Following a Nyarlathotep Crisis, High Admiral Garm Madon, with the backing of the Ocearans and Cybusians, seized control of the Federation and won the ensuing civil war. He would rule for eight years, attempting to reform the Federation and restore its democratic institutions. His subordinates did not take kindly to this, and he would be assassinated in 2458. Following his death, Federal High Command's top three High Admirals would divide the Federation into three "spheres of influence" that they each held authority over, completely reorganized the national government with two new branches of government (that they dominated), and gutted the Chancellor and the Senate of practically all of their power. This was the beginning of the Triumvirate. The next two centuries would be marked by intense infighting between the triumvirs, resulting in the deaths of billions and the razing of hundreds of worlds. By the 2700's, the Triumvirate had become so weakened that the triumvirs only held true authority over 50% of Orsonian space, with the rest being de facto independent. The Triumvirate would finally be put out of its misery by Emperor Cen Harren, who led an effort to re-establish a new Orson Empire in the form of the Fourth Imperium. Claiming descent from Emperor Christopher Wells, took advantage of the weakness of the Federalists to eventually defeat all three triumvirs by 2755, and return Imperial authority to Orson once more.

The Followers of The Apocalypse, despite being majority Mercerist, are horrified by this religious persecution and have issued the following statement from their primary representative on Earth, Julie Farkas, at a press conference in Nuremberg.
"As many of you are aware, the Followers are a group dedicated to helping the less fortunate in the hopes of bettering their lives, and in the process, promote peace. To put it another way, we strive for the peace and happiness of all mankind. We offer free medical services of all kinds, provide education, provide jobs, operate shelters for the less fortunate, and research cures and treatment protocols to those diseases that we have to yet to eliminate. We believe that science and religion can go hand in hand; science providing answers to the world's problems, religion giving people hope in their darkest hour, answering the questions that scientists cannot answer, and providing a sense of community and comfort in times of stress or near the end of one's days.
The Orsonian government under Emperor Turner has done many things inconsistent with our values; they participate in mass surveillance, political dissidents have a disturbing tendency to 'vanish', they are hostile to religion, and the Inquisition has an extensive record of human rights violations. We have, regrettably, looked past some of this in the past because we felt that by aiding the Orsonian people directly, we could encourage change from the bottom up. We understand that some within the Catholic Church may have acted against the government, but to put them in shackles and parade them before putting their severed heads on pikes? That is a barbaric punishment. Worse still, Turner's retribution was entirely unwarranted. He has confiscated the land and properties of the Church and demanded that worshippers pay tribute to his authority or be jailed. He has placed the Inquisition in the heart of the Church, watching for any signs of dissent, and worse, recording confessions. This blow against religious freedom cannot go unpunished. As of four hours ago, the Followers of The Apocalypse have begun a complete withdrawal from all peacetime operations in Orson. We will no longer support the Orsonian cause in any way. We are aware this will worsen the quality of life for Orsonians who will no longer have access to our free clinics and medicines, and there are many Orsonians, both rich and poor alike, who suffer from the Scourge. All our efforts, clinics, and research, including research on cures and treatment protocols for the currently uncurable Scourge, will cease. Should the jackbooted thugs of the Inquisition attempt to seize our research by force, it will be destroyed. We can only hope that in our absence, Orsonians sharing our values will help their fellow man, but, given the nature of the Orsonian political system as it stands, I have no doubt they would be categorized as a threat. We will continue to support the free people of the world in all that we do, and hope that we can return to operating in Orson someday when they throw off the chains of oppression and embrace our message of tolerance for others."

The Agents assigned to monitor Rex would make a note of his visit to High Command, their AI noting some irregularities in OIF operations (it would keep tabs on OIF operations using sensors, both planted by Torchwood, and ones hacked by the AI, in addition to preforming MODUS-style survillence, secretly observing every agent it is aware of (OOC: Amusingly, MODUS is doing the same thing to both Torchwood and the OIF, though neither would be aware of it)), taking interest in one particular agents visit to a mechanic, and not one he had used before. While it had no access to the cameras, if they existed in the garage in question, it found this behavior abnormal and took steps accordingly. During its regular sweep of Felix's devices, it would take some extra precuations, using more 'dummy' recievers and servers than normal, to throw off attempts at tracking it. It had attempted to see if there was any record of Felix's visit in the Valiant systems, but found nothing of note beyond some transmissions offworld, revealed to be orders to his mining vessels. The Agents assigned to tail Felix were ordered to be more careful than normal, and one was dispatched to investigate the mysterious garage visit, by accessing any local systems or cameras the garage may have,a and, if need be, using a Sandman Class Psycho-Memetic Amnestic to eliminate the memory of any organic witnesses and then provide a cover story.

The Garage's Cameras would have seen nothing, the Agent having used a cloaking device to get through and the cameras used by this particular garage seem to be rather cheap so they can't pick up the slight tells of an Ocearan Cloaking Device (tiny black dots and a slight distortion) likely the mechanic felt that simply having cameras would be enough to deter

The OIF Is confident that their bug in the wrench will not be detected as they believe Torchwood would be too cautious to want to search each tool in the building as that would take a long time and increase the odds of the Agent being detected. A torchwood field agent is nothing to underestimate but even so, there are limits to the capabilities of a single lone individual.

A city patrol, unaware of the operation at all, is in the area. The patrol is made up of 3 Robotic Infantry and 1 Human Patrol leader. The OIF Is confident that their bug in the wrench will not be detected as they believe Torchwood would be too cautious to want to search each tool in the building as that would take a long time and increase the odds of the Agent being detected. A torchwood field agent is nothing to underestimate but even so, there are limits to the capabilities of a single lone individual.

Rather than carry a signature Torchwood .45, (though there were some in the safehouse) he carried a pistol of local manufacture he had purchased using his cover ID, the documents and necessary IDs needed kept on his person. Slipping into the garage after hours, deactivating the alarm system, he began to look through the camera records, but was irked by the lack of anything incriminating. He began to look around, looking for anything odd, using his Evolved ability to manipulate his biology to give himself night vision, allowing him to see perfectly without having to use any lights that might give away his position. Despite this, he was unable to find anything suspicious, unwilling to search the entire facility. He could request a sattelite or Prowler use its high grade scanners to conduct a full scan of the building, but that would be risky, because such a scan could conceivably be detected. He exited the building after making sure the coast was clear, intending to return to the safehouse and report directly to his supervisor.

Did he make sure that the alarm looks like it was still active to outside observers when he disabled it? Otherwise he may have just revealed his position.

Executions in Oceara are handled primarily with energy weapons, the Early Ocearan Plasma Cannon Prototypes being originally designed as an execution method rather than a weapon for the Army due to it's short range. The belief behind this is that instantaneous vaporization is the most humane way to execute someone. Plasma Chambers were quickly phased out in favor of Fusion Chambers in 2019 which are hotter and more readily capable of instantaneous vaporization, then in 2030 Subatomic Deconstruction Chambers (A consequence of making Particle Manipulators good enough for use on people, is that they can be used for execution as well) were employed where the individual is instantaneously ripped apart on the subatomic level.

In 2090 Star Diving was implemented as an execution method, but only at the request of the individual on death row -- Star diving involving firing the individual in a missile at a star. The missile dives to the temperature range for vaporization and drops it's energy fields that protected it on approach(preventing a slow and painful death) to be vaporized all at once.

Turner's advisors and other officials often noted that he acted the exact opposite of Thorseus, his adoptive father. Thorseus barely ruled, leaving much of the work to the Senate and his own advisors, while Thorseus would often tour the nation, hosting wild parties and indulging in drugs and prostitutes. Thorseus could also be easily bribed, allowing his advisors to manipulate him and for extraordinary levels of corruption to appear in the Imperial government. Turner actually spent a fair amount of time under Thorseus's wing when he was a child (as Turner's father and Thorseus were close friends), and while Turner rarely spoke of his relationship with Thorseus, it is theorized that Turner was disgusted by Thorseus's laziness and incompetence, encouraging him to be a different once he took the throne.

Turner inherited Thorseus's wealth and all of the land owned by the Jackson family (including various castles and palaces across the Empire), and after taking the throne, he sold off some of these properties in exchange for millions of Credits. Turner could have lived in absolute luxury and had anything he wanted, and yet those around Turner found his simple life both odd and admirable.

Despite personally owning the Imperial Palace and all of Akara Square, Turner stayed in the Imperial Palace only once during the entirety of his 20-year reign: the day of his coronation. Turner also personally owned a number of palaces he could have lived in, his main residence was his home in Aturo City, New Guinea, which he had owned since his early years as a politician. Turner only owned a single car, an old pickup truck he purchased in 1994. The inside of his home was also modest, consisting of mostly basic furniture, and visitors to his home often noted that it seemed bare or empty. Turner's wardrobe, outside of the suits he wore on formal occasions, was relatively simple, consisting mainly of inexpensive street clothes. Despite having access to a personal chef, Turner often cooked his own meals and bought his own groceries, or ordered take-out. Interesting Fact:
The Armor on Early Military Spacecraft used by the Ocearans was actually two separate armors fused into the same big plates. One side of the big armor plate would be resilient against kinetic weapons and explosives while the other would be specialized against lasers and other heat-based weapons. These plates would be able to unlock from one another and rotate between the two sides of the plates. Under the rotating plates would be radiators that can bleed off heat when the plates are in a sideways position exposing them to open space.

To make the most use of this design, early military spacecraft had weapons systems on rotating ring sections so they can rotate their weapons around their ship while the rotate the ship proper in a different direction. This allows for rotating overheating sections away from the target while still firing on the target. With the advent of more efficient point-to-point FTL these armoring methods disappeared entirely as during rotation or radiating the ship would be vulnerable to attacks on those sections if their target jumped behind them.

These systems rendered Ocearan spacecraft very difficult to kill despite not having energy shields at the time.

Bodyhopping:
An act exclusive to Ancients, bodyhopping is a hidden bit of vampire lore, known by few, practiced by fewer. The act of body hopping requires a suitable body to be prepared, in the form of being infected, several magical sigils drawn on the host. Then the host is drained of blood, and, in an act which is invariably fatal to the Ancient, all of the white Drakul blood is forced outward, through the stinger, into the host body. This, in conjunction with the magic, transfers their consciousness into the new body. Exceptionally rare, the art of bodyswapping is known only to a few Ancients, chief among them Thrax. He regularly switches bodies, out of his fear of being discovered.

Interesting. I always imagined him as being a man of culture, and maybe some comfort, albeit not luxury. Never imagined him as being frugal.
