Do note that this is a temporary arrangement. Bengal will invest in education, healthcare and othee necessities through the South Asian Union in Nepal and India. And when a good amount of their citizenry are above a target threshold, the border will truly disappear.

I would try and get permission from UK and an NPC for Nepal before making any plans.

I will if I could get hold of him. And also, everyone in South Asia knows that Nepal and Bhutan are Indian puppet states with no independent foreign and defence policies of their own.
But in Bhutan's IC case, it would be Bengal which guarantees its defence and as a huge influence over its foreign affairs.
