Not in the understanding of it we have here (where it is seen purely as an odd American concept that simply creates greater and greater rifts between groups of people).
Everything is to some degree shared, from the food we eat, to the language, to hairstyles. Nobody can 'claim' anything entirely, lest literally everything ever invented be used only by the ethnicities of their creators. Which is pure and utter stupidity. Surely, it is far better to share and pool resources and fine ideas, that we might craft a shared and more harmonious society, where people need not feel as outsiders, where people have at least some understanding of the original cultures (now that a new one is forged by nature of them being here), by encouraging each other to try out and appreciate elements of their heritage?
I don't believe the way "cultural appropriation" is used currently stipulates anything about 'reslecting that culture' as by definition, to take on elements of another culture is to admit that it has some fine qualities to it, that would better your own, or allow you to have commonality of purpose. It seems more about making a quick pound without having much of substance to go on. I'm just awaiting the Summerians to come in and start sueing us all for cultural appropriation, as it is seen as so silly from this little island.
Though perhaps the UK is a strange place. I really don't understand the 'I must keep my culture pure and restricted only to people of a certain ethnicity!' mindset that the fanaticism about "cultural appropriation" generates. It absolutely should be done, as if we look throughout history, it is cultures that have adapted and changed with the times, by assimilating ideas from elsewhere that have thrived and driven the engine of progress. Just appreciate a good idea as a good idea, doesn't matter where it comes from 🤷
