While I certainly do not approve of 
Fetras actions during Z-Day, Fetra stood with Maxland during our civil war, and is a true ally to our Federal Empire. Maxland will not instigate a combat situation, but we will stand with our allies.

Simply supporting a nations war, in my opinion, is not sufficient evidence enough to prove that this failure to adhere to orders was a mere slip up in intel or misconstrusion of words, etc. Blatantly disobeying orders and doing the exact opposite is treason, additionally practically desertion. Respectfully i see no reason for my verdict to change because of some small support. Now if he had played a major role in a regional conflict, i may think twice about my decision, however with no clear evidence, nor much support in a claim of the previous statement i stand by my decision.

The Czar wished me to offer his opinion on this matter, there are many nations which are citing the intended punishment, this being expulsion, as too harsh. But, the Czar would remind these nations that since any infraction against Imperial Law was to be considered an 'insurgency' that the only fitting punishment should be the most severe. This is a matter of principle, not case. Lax law enforcement only leads to further crime, and, though unlikely, allowing too many crimes to go unpunished can lead to difficulties in regaining control, including the possibility of Civil War.

I agree that Fetra should be punished for her/his heinous crimes, but ejection is a bit much. I propose a suspension, maybe. At least from his position. Not a full expulsion. He/she served great in the Discovery of The Rift, as well as the War on Blackacre serving with Krvava Koupel. But, some sort of punishment is needed to set an example.

While I was overseeing the defense of the Confederation on Z-Day, I began receiving reports from several nations saying that many had embraced the zombie hordes and were targeting them. While most of the offending nations were insurgents from democratic regions, Fetra was also reported as having been targeting loyal nations of the Confederation.
After looking into these reports, and seeing the overwhelming evidence that supported them, I had to conclude that they were all too true. And unfortunately, unless any major proof comes to light to defend them, I must believe Fetra to be guilty as charged.
