"Such is one of my first concerns as Prime Minister. Between Iran and other MECO members, about 500,000 Refugees remain outside of Iraq. About half as many remain displaced within Iraq itself. That's about an eighth of what was originally displaced, but they are still a top priority. While many have returned on their own accord and with the assistance of Baghdad, perhaps we should initiate a MECO program to accomplish this resettling. We know the majority of them were working-class citizens dispersed from cities like Tikrit, Basra, and Ramadi. The child of Iraq are my highest priority."

OOC DISCLAIMER: I do know I can not godmod the attempts to be successful I do believe this can be a very interesting rp change to the Muslim world of the CoL as there hasn’t been a strong Islamist movement that I’ve ever seen in the CoL. Even if just a couple of you participate, I believe we can have a lot of fun and impact the CoL lore in a big way :)

    |Terror exported|تصدير الإرهاب|
    |The Muslim world|
    |November 10th-30th|

    |Hasan’s Orders - أوامر حسن

Hasan al-Wali leader of the Islamic Salvation Front of Chad the terror of the north laid in hiding in the north of Chad in the vast Chadian desert. Al-Wali would hide deep in the mountains east of Fada unknown to the western world and Chadian society. From there he called the shots of how the ISFC acts and with that he set his goals past Chad knowing a Islamist Chad wont survive surrounded by Christians and stable secularist Muslim nations especially with the west involved in Islamic affairs. This would cause Al-Wali to create the plan to grow the Islamic Salvation Front to not only Chad, but to all nations around it and those with muslim populations. This would consist of sending ISFC members under disguise to target nations to connect and grow the Islamic extremist network in those nations.

    |Target Nations and their envoys - الدول المستهدفة ومبعوثوها|

      Nation: Republic of Sudan Nileia
Cities: Khartoum, Port Sudan and Al-Junayah
Personnel and entrance attempt: 3 Diplomats one for each city with each having 5 Fighters to assist in possible recruitment of the local population. The 18 man team would attempt to enter Sudan posing as Chadian Christian refugees by way of traveling to Southern Chad and enter to the Sudanese town of Um Dukhun.

Nation: The Republic of Egypt Mesuvia
      Cities: Cairo, Aswan, and Arish
Personnel and entrance attempt: Each city would receive one diplomat with 10 fighters each for use of recruitment. They would pretend to be refugees to enter Sudan and move north to Egypt using well made fake Sudanese passports to enter Egypt without suspicion. The ISF would attempt to connect with any remaining Muslim Brotherhood members to bring them into the ISF united with the Chadian and future Sudanese branch into the ISFA the Islamic Salvation Front of Africa.

Nation: The Republic of Bangladesh Somerania
      Cities: Dhaka
Personnel and entrance attempt: Using refugee status two diplomats and 30 fighters would be sent to Dakha to imbed themselves with the Islamic movement in Bangladesh after the outlawing of Jamaat-e-islami. ISF would attempt to build a Bangladesh branch as the ISFSA the Islamic Salvation Front of South Asia.

Nation: The Republic of Iraq Iraqi republicc
      Cities: Baghdad, Mosul, Basrah
Personnel and entrance attempt: The Republic of Iraq was thought to be a perfect breeding ground for Islamic extremism after the Liberal Iraqis took power the conservative population might be itching to try to get power back. 3 Diplomats would be sent and each with an entourage of 5 ISF fighters would use the same tactic to get into Iraq as they did to get into Sudan.

Nation: The Commonwealth of Iran Paseo
      Cities: Ahvaz, Abu Dhabi, Doha
Personnel and entrance attempt: The ISF would attempt to infiltrate the Muslim community of Iran and the majority muslim Persian Gulf states as a symbol against any perceived Zoroastrian oppression against the muslim populace of the commonwealth. Three diplomats would be sent with a smaller following of only 4 Fighters in order to have easier access to Iran who they believed to have stricter security like the other target nations below it. They would pretend to be refugees from the Christian parts of Chad to enter Iran.

      Nation: The SGRI Alzarikstan
      Cities: Ashgabat, Dushanbe, Astana
Personnel and entrance attempt: Same with Iran, the ISF chose to send small numbers in an attempt to fly below the radar better against SGRI security. Only three diplomats would be sent to the Muslim regions of the SGRI stating they were seeking asylum for the duration of the Second Chadian Civil war.

Nation: The Republic of Turkey Lemlar
      Cities: Ankara and Istanbul
Personnel and entrance attempt: Turkey with its rapid liberalization would be seen as a perfect place to stoke the fires of islamists who might see the more Liberal government at a attempt to westernize and take away their more conservative values. 2 diplomats would be sent along with 3 fighters each in order to find a way to stoke tension in Turkey and grow the Islamist movement. They would attempt to get in by being Asylum seekers saying theyre trying to make their way to Europe through Turkey.

    Baghdad Conference Convenes
Republican Palace, Karkh District, Baghdad, Republic of Iraq

    November 15, 2022
The Republican Palace was at first constructed under King Faisal II to be a personal residence. Under Saddam, the palace was tripled in size and became the diplomatic seat of Ba’athist Iraq as well as one of the seven dozen palaces he owned. Now, it was the Presidential Residence, Presidential Office, and Office of the Foreign Ministry. As a result, it was the natural place for the Baghdad Conference to be held. Diplomats from eight countries convened in the Foreign Ministry’s main conference room. At the front of the room, on an elevated platform, sat Iraqi Foreign Minister Umar Moradi and Paramountican State Secretary Anthony Blinken. In front of them was a large circle of tables for the representatives to convene at. They were seated in order for their acceptance to the Conference starting with Sudan, and then SGRI, Germany, Egypt, Bangladesh, France, Spain, and the United Kingdom.

    Delegates:
    1. Sudanese Delegate- Nureldin Satti, former Ambassador to the USP
    2. Russian Delegate- Chief of the General Staff Valery Gerasimov
    3. German Delegate- General Herman Berthold, Commander of German Forces- Chad
    4. Egyptian Delegate- Minister of Defence Colonel General Mohammed Zaki.
    5. Bangladeshi Delegate- Foreign Secretary Masud Bin Moment, Brigadier General Md Muhsin Alam, Commander of the Bangladeshi 1st Para-Commando Brigade
    6. French Delegate- Chief of the Defense Staff Pierre de Villiers
    7. Spanish Delegate- Captain Jacinto Guisado
    8. British Delegate- Foreign Minister Dominic Raab

Moments before the Conference began, Moradi turned to Blinken and grumbled, “eight countries and only a three of them actually sent diplomats to a diplomatic conference.”

Moradi hit a gavel a few times, bringing the room’s attention to him. Speaking above the low chatter of camera shutters, he began:

“Gentleman, today we officially convene the Baghdad Conference On The Conduct of The Conflict in Chad. We are here to negotiate a settlement on the conduct of this war, for the purpose of preventing undue violence, lowering international tension, and securing a swift and peaceful end to the conflict in Chad.”

“First, we will reiterate the current involvement of each country. Next, each representative will be permitted a statement regarding their interests, wishes, demands, and anything else they think appropriate. From there, the Chair or a delegation will make a suggestion for cooperation. Discussion will be opened to the floor. You will be permitted to respond only when addressed, and we ask all members not to speak out of turn.”

    Current Involvements:
    1. Sudan- Has intervened in Northern Chad, conducting offensive ground and air operations against the ISFC, provided weapons and equipment to the AAFC and allowed passage of Arab National Guard volunteers
    2. Russia- Supporting the DFP in operations against LURA in attempt to unify the Christian South via air and ground forces
    3. Germany- Providing men and material to PGC as peacekeeping forces, participating in French-enforced No-fly Zone
    4. Egypt- Egyptian military providing weapons and training to foreign volunteers who are sent to join the AAFC
    5. Bangladesh- Deployed troops to fight with AAFC, donated weapons and vehicles to AAFC

November, 2022 - Nayala Refugee Camp II

Given the continuous border crisis, the 18 men have managed to pass through the military checkpoints stationed at the border near Um-Dukhun. Despite the suspicions of the military over how 18 men unaccompanied with no women or children have found themselves far from the main entry points of refugee entry points in the north. However after the 18 men cross the border the military stationed at the border have quickly noticed they mistake that have made as they ordered the 18 men to halt. It was a policy by the government that any refugees entering the Sudan without the proper documentations for entry are to be sent and temporarily held at the closed refugee camp where they would then be given the ability to request permission for a temporarily job or permission of movement from the government. And so after the 18 refugees are stopped. They were taken into a border crossing holding area where they awaited a military transport truck to arrive and transport the refugees to a camp outside of Nayala. 3 trucks bull up to the village to pick up the 18 refugees, the 3 other trucks have mostly been filled with other refugees where they are seen sobbing and crying as tears roll down their faces or aimlessly stare into the unknown with nothing but shock on their faces. Following a 4 hour ride from the border the trucks finally pull up to the out skirts of the city and entering the Nayala Refugee Camp II where thousands of people are roaming around. There is a lot of noise and chaotic movment going on from kids with torn clothes running around to people distributing water and snacks with the military having the refugees stand in lines to get their rations. The chaotic energy of the camp could not have been made better with the sound of souring Air Force jets taking off from Nayala International Airport for their hourly bombardments of ISFC territory.

The 18 refugees have found themselves in a gated camp miles away from the city as they watch over the small skyline from the hill the camp sits on. The camp was guarded by MECO mostly compromised of Iranian and Sudanese units. It was visibly seen by the flags of the 2 nations and organisation flying outside the camp gates.

The 18 men and other refugees with them on the trucks were then taken to be registered under the Nayala Refugee Camp II Log. They were then given their ration of water and food for the day and were shown where the camp well was if they needed to refill on water. But for now the 18 men have been unleashed into the camp and were told they could not leave until proper documentation was granted to them by the government. They obviously could not leave either. The camp was guarded by the military and on their way here they were met with multiple checkpoints. The military was every where did security reasons and the region was just one big security risk. Their limit is only the camp for now.

They were seated in order for their acceptance to the Conference starting with Sudan, and then SGRI, Germany, Egypt, Bangladesh, France, and Spain.

    Delegates:
    1. Sudanese Delegate- Nureldin Satti, former Ambassador to the USP
    2. Russian Delegate- Chief of the General Staff Valery Gerasimov
    3. German Delegate- General Herman Berthold, Commander of German Forces- Chad
    4. Egyptian Delegate- Minister of Defence Colonel General Mohammed Zaki.
    5. Bangladeshi Delegate- Foreign Secretary Masud Bin Moment, Brigadier General Md Muhsin Alam, Commander of the Bangladeshi 1st Para-Commando Brigade
    6. French Delegate- Chief of the Defense Staff Pierre de Villiers
    7. Spanish Delegate- Captain Jacinto Guisado

Moments before the Conference began, Moradi turned to Blinken and grumbled, “eight countries and only two of them actually sent diplomats to a diplomatic conference.”

    6. France- Providing men and material to PGC as peacekeeping forces, enforcing No-fly Zone with Germany, currently withdrawing majority of troops
    7. Spain- Operating air base in AAFC territory, conducting offensive operations against all groups

“Now, in order of seating, the delegate from Sudan will be permitted to make their statements. They will be followed by the Russian, German, Egyptian, Bangladeshi, French, and Spanish delegates. Ambassador Satti?”

    Baghdad, The Republic of Iraq
    November, 2022 - Baghdad Conference

Satti was a little surprised that he and the Sudanese delegation would be called first to provide a statement on behalf of Khartoum. He was nervous after all as he seemed to be one of the two actual diplomats in a diplomatic meeting who was not a part or had any career in the Armed Forces of his home countr. however Ambassador Satti was determined to not return to Sudan with an empty hand. He was instructed that despite the hostile relations between Khartoum and other certain nations in the conference, he is not to reflect the true feelings of the Sudanese government and people and keep things cool.

Ambassador Satti :| "first of all I and the Government of Sudan wish to express our gratitude to both Iraq and the United States for bringing together all the delegates of other nations involved in Chad to discus about the ongoing humanitarian crisis happening across the border from our country. And of course I want to make a statement defending Khartoum's decision to intervene in Chad. Terrorism and Extremism had always been and will always be a threat to the stability and unity of the Sudanese Republic that has had so many of her own sons and daughters bleed in the December Revolution for the current prosperity of our nation and their sacrifice shall never go in vain. Secondly there is a genocide in Chad. Thousands are fleeing into Sudan by the day, instability and anger is already brewing in Darfur. The indiscriminate bombing of enemy positions is not a way to stop genocide or even to stop a war. For every innocent Chadian slaughtered by coalition forces through the bombings, 10 more Chadians would join the fight. And that's what Sudan is here for. To find a way with all the respectable nations here to be able to better deal with the war all while not worsening the situation ourselves. Thank you again for your time and I hope to find an agreement by the end of this. I now hand the turn over to the Russian Delegation."
