    The Government Reforms

THE PRESIDENTIAL OFFICE, BELÉM PALACE, LISBON, Philanialle — MORNING

| President Mário Soares, in a gray suit and black tie sitting at his desk, receives the visit of Minister of Economy António de Sousa Franco. The President looks out the window and sees the Minister's Car in front of the Palace. He goes down the stairs and goes to his office where the Minister awaits him. |

    | MÁRIO SOARES, President of Portuguese Republic | “Well, what brings you here to the Belém Palace?”

    | ANTÓNIO DE SOUSA FRANCO, Minister of Economy | “Well . . . Mr President, there are some economic issues that I would like to discuss, about the privatization of some companies that are not giving much profit to us.”

    | MÁRIO SOARES, President of Portuguese Republic | “Which companies, huh?”

    | ANTÓNIO DE SOUSA FRANCO, Minister of Economy | “Some mining companies.”

    | MÁRIO SOARES, President of Portuguese Republic | “Right, how much money will we benefit from these privatizations?”

    | ANTÓNIO DE SOUSA FRANCO, Minister of Economy | “Maybe some 90 to 100 million euros.”

| Mário Soares takes a sip of his drink and leans in his chair. |

    | MÁRIO SOARES, President of Portuguese Republic | “Well, if the privatizations will give so much money, then it will be good for the Portuguese Economy.”

    | ANTÓNIO DE SOUSA FRANCO, Minister of Economy | “Very well, Mr. President let us now discuss the question of giving both our overseas provinces economic aid?”

    | MÁRIO SOARES, President of Portuguese Republic | “Okay, what kind of economic aid, huh?”

    | ANTÓNIO DE SOUSA FRANCO, Minister of Economy | “I was thinking 74 million euros for infrastructure improvements in East Timor and Cape Verde, what do you think Mr. President?”

    | MÁRIO SOARES, President of Portuguese Republic | “37 million for each overseas provinces?”

    | ANTÓNIO DE SOUSA FRANCO, Minister of Economy | “Yes, it would be interesting for us to unite both overseas provinces to Portugal, as we are already sending Portuguese to live there as well.”

    | MÁRIO SOARES, President of Portuguese Republic | “Okay, but something you want to discuss?”

    | ANTÓNIO DE SOUSA FRANCO, Minister of Economy | “No, Mr President, I have to go.”

| The Minister takes leave of the President of the Republic and enters his car. |

President Saddam Hussein: "Your administration and mine seem to have much in common. I would not say I'm necessarily a strong man, I just simply do what the Party requires of me. I simply fulfill my duties as President of the Mashriq, and as Secretary General of the Ba'ath Party. Filling both positions is something that has fallen upon me by chance, and to be frank the reforms I implement are only able to be implemented because of the work of Prime Minister Hafez, and now his son. However, I also understand that sometimes fulfilling a duty means doing so with the utmost strength, and as seen in Kurdistan I'm not afraid to quash a revolt with force if necessary. As you can no doubt understand, peace must always come before war, and liberty always before absolutism. However, when one fails, the other is the only remaining option and must be used without mercy.

But political philosophies, we can get into them later. For now, let's focus on renewing relations."

l President Adi Godrej l: "What you do to ensure the continual reign of your party within the confines of your national borders is none of my business and I will not question your tactics and motives toward your people. I am not an innocent man myself; however, as you have stated, peace must always come before war, and liberty before absolutism. I agree with you on that notion. In regards to renewing relations, I believe the obvious start should be energy. The Raj is a massive country with a coastline of 5,200 miles and over a billion people. There is ample opportunity for the MAR to make substantial amount of revenue with the expansion and increasing of oil and gas flow to the Raj. Seeing as how the Raj has a border at the very beginning of the Persian Gulf and ample coastal access, I hope that the expansion of importation of MAR gas and oil would not be a problem."

France, the Rebel Child of the West:
Chirac and Jospin Agree to Improve its Image on World Stage

SALON DORÉ, ÉLYSÉE PALACE, PARIS, FRENCH REPUBLIC

| Footsteps come closer to the door of the Salon Doré, and Prime Minister Lionel Jospin knocks on the door. He had come in the evening, while on his way to his own residence in the Hôtel de Matignon. |

    Jacques Chirac: "Yes? Go on."

| Jospin walks inside the lavishly-decorated office, still dressed in a large suit. Chirac, standing over his desk and looking at a few files, turns his head with a slight smile of annoyance. He is visibly tense despite wearing only a white shirt. Chirac, the moderate conservative President; and Jospin, the Socialist Prime Minister, disagreed on many things but mostly agreed on the polarizing issue of NATO membership, which had shaken France since the beginning of the year. To the both of them, France fully belonged to the Transatlantic Alliance. And, even better, they both had a gentle, jovial character. But both had grown wary and slightly annoyed at each other, as they were nearly mathemamtically pitted against one another due to their conflicting roles, an anomaly in the French political system that Chirac already had to endure under Mitterrand, with whom he had much harsher relations than with Jospin. |

Lionel Jospin: "I wanted to see you. This concerns us both."

| Jospin takes out a copy of L'Express, reading: France and the World: Forty Years of War. Chirac puts his hands behind his back and scoffs. |

    Jacques Chirac: "How?"

| Jospin walks inside the office, and Chirac, seeing that Jospin was determined, sits at his desk. |

Jacques Chirac: "Please, make yourself comfortable."

| Jospin sits in front of him, and throws the magazine ontop of Chirac's desk. |

Lionel Jospin: "We've had little time to talk about this, or even notice it, but look at this. We are pariahs on the world stage, if anything. I dare you to look at any other country in Europe that has lived what we've lived these past few years."

Jacques Chirac: "Thanks to you and your uncontrollable chihuahua Chevènement. If I may say so, Mr. Prime Minister, including him in your cabinet is your responsibility, and no one will forget about that."

| Jospin scoffs and averts his glance, while Chirac leans back and crosses his arms. |

Jacques Chirac: "So what? Yes, we are the terrible child of Europe. But it's rightful progress, don't you think? Next up, perhaps we will become the "sick man" of Europe, thanks to your government's wasteful policies!"

| Jospin shakes his head, and puts his elbows on Chirac's desk, crossing his fingers together. He is well used to Chirac's temper, but never got over it, despite the two men having had numerous meetings since the so-called NATO crisis in order to devise a solution together and pass a Constitutional amendment to ease the tension in the public opinion. |

Lionel Jospin: "This is a serious problem, Jacques. I have had a friend from New York on the phone. You know that diplomats don't trust us anymore, do you? Look at out international image. One of the most influential diplomat in the world has penned an article pointing out our flaws in one of the most influential newspapers of the world."

Jacques Chirac: "Hmpph. And, do you believe I am taking this lightly? You are the Prime Minister. You have no clue how many people I had to re-assure over these last two months, or how many press declarations I made concerning our stable and honest engagement in NATO. I see what you mean and I've experienced it first-hand. But I still don't see the point of your visit, especially after the tiring day I have had, and especially since it is none of your concerns."

Lionel Jospin: "What I think we should do is re-brand ourselves. We are known for, what...Political malfunction? A complicated government? Protests and a shaky will in international politics? We can change that. And we can do it using the very own tool that made all of this complicated to begin with. A two-man executive means a double advantage in diplomacy."

Jacques Chirac: "Again...I don't believe it is wise nor in line with the Constitution to have such a sharing of powers. Come on, we-"

Lionel Jospin: "Mr. President, I have legitimacy too. I think I demonstrated myself capable enough to-"

Jacques Chirac: "Mr. Prime Minister, don't interrupt me this way, please.

| Jospin shakes his head in disbelief, fully knowing how honeyed Chirac could be at times, but how stubborn the man was in some private occurences. |

Lionel Jospin: "My office is sovereign in its own right. I want to work with you, not against you."

Jacques Chirac: "Work with me? By destroying the purpose of the office that I was elected for? I do concur, we are in dire need to make amends to our allies and try to sort out this bullsh!t. But you're not the one cut out for it."

| The Prime Minister gets up with a sigh, and Chirac sees him off to the door. There was clearly no way the President could be convinced, and Jospin gave up on his attempt. |

Lionel Jospin: "Good night, Mr. Chirac."

Jacques Chirac: "Good night to you too."

| Lionel Jospin's car left the presidential estate under the dying lights of the day. Once inside, he quickly called one of his assistants. |

"Schedule a few short meetings or public appearances with European leaders, preferably left-wing and NATO. Yes, especially Blair (Enchanted Oasis) and Kok (Astarina). Tell them the goal of the meeting will be centered around two ideas: European unity, and social-democratic unity. [...] Just send a short note to the President once the meetings are confirmed."

| Once again, both Jospin and Chirac shared the same goals; yet they would go about very different ways to achieve them. Jospin would willingly leave extra-european politics to Chirac, while he would take care of re-assuring the European allies, under the guise of political similarities between him and several other left-leaning leaders across the continent. How long could this unspoken "arrangement" last? Few could even see it happening, but both politicians, beyond re-assuring France's allies, had a longer-term goal in mind: To appear as responsible, reasonable, and respected men on the international stage before the 2000 presidential election, in which both intend to run. |

    The Campaign for the East

October, 1996, AFDL forces officially enter Zaire proper and attack Tutsi refugee camps occupied by Hutu Interahamwe that fled to Zaire after their defeat in the Rwandan civil war. AFDL strike groups came in waves across the Rwandan-Zaire border, splitting into 3 main groups. Group 1 consisted of 1,000 total manpower with a tag along force of Rwandan RPF soldier's who sought to finish off Hutu militias and put the AFDL into power. Group 1 focused on liberating the Tutsi refugee populace from Interahamwe forces. Group 2 and 3 focused on taking the roads and villages from FAZ forces. The main goal was to take the city of Bukavu and secure the province of Kivu. Their force was about 2,000 + strong with 500 Rwandan RPF soldier's.

    BATTLE PERFORMANCE AND RESULTS

    GROUP A.

The performance of group A was one of excellence and effectivity. Group A had seccesfully liberated 4 minor refugee camps alongside the Zaire border area and 1 large refugee camp located in southern Kivu, near the city of Uvira. Interahamwe forces initially had the advantage of superior numbers and defense but ADFL forces proved to be the superior fighters as they dealt the Interahamwe devastating defeats in short skirmishes. Over all Group A suffered very few casualties while claiming a kill count of 132 Interahamwe forces. No POWs as Rwandan Tutsi RPF had a zero tolerance for Hutu's militias and often just straight up execute them on the spot.

    GROUP B AND C.

Attacking from the north, group B and C came into contact with FAZ border forces and won several skirmishes but was unable to hold any of it's territory as FAZ air support posed too much of threat to establish an AFDL territory. So Group B and C opted to simply commit to hit and run strategies. Attacking FAZ positions by night and moving about by day. Current objectives of group B and C are attack the roads and FAZ checkpoints. Casualties are low but somewhat larger then Group A.

OC: first time doing a war so I'll be rping just general military campaigns with some battles sprinkled in between. Battles with foreign forces be rp'd out :)

Exactly. I also mentioned it during my last roleplay. The public & even many politicians didn't appreciate it, but Chirac & Jospin would agree with Kissinger on quite a few points.

| Nightclub Generation |

| It's 1:00 A.M in the morning, and we're in the very heart of Shiraz, the Party City of Iran. The city that never sleeps, as many refer to. It's 3rd of April 1997, and we're about to turn to a new page in Iranian history as the new generation of Iranians is coming about. Those between the ages of 17 and 24, lived through one of the most turbulent politically era's of Iranian history. Afghan-Iranian Union, downfall of three governments and the murder of Her Imperial Majesty, Empress Shahnaz Pahlavi. Yet, the majority of the current youth had very little to say about it, instead partying in the nightclubs of Iran. Raving around.

Previous generations were distinctively different. The parent generation of the current youth, referred to as the "Golden Babies", grew up in a Iran dominated by politics and money, but also dominated by safety. They had nothing to fear, and they lived rather opulently and so they raised their children in a mindset of "Keep politics and money out of conversation...", and therefore created a generation that stands for nothing...so they are keen to fall for anything. The previous generations always had a cause to fight for. Be it economic prosperity, freedom from foreign and internal oppression or democracy.

What does this generation have to fight for? Nothing! They have everything handed down to them, everything. They don't care who currently leads Iran, they don't care what's going on in the world. All they care about is where they going to party tonight. Indeed, in the past we had the "Post-Sexual Revolution" and "Sexual Revolution" Generations, but both of them still kept their feet tight on the ground despite flying away into depths of their own fantasies of what they wanted Iran to be like. But this generation has no standing on ground.

Having such a generation, "Nightclub" Generation, coming around and soon leading Iran into the 21st Century is dangerous. They care for nothing because they stand for nothing, they fall for anything because they don't stand for nothing. We have created a generation that will become very dangerous for our country, a generation filled with political ignorants and social arrogants. |
