I think the main reason is not Khan, but the cuts and lack of manpower

All conscripted members of the North Mozambique Army will be given a choice of either leaving the Military with a honorable discharge or stay in the service and earn a decent pay and benefits once they retire. With the ditching of the Conscription Law a Draft will be created Incase of war breaking out in or around Northern Mozambique. *
