Gray areas are generally a good thing, because it means the law doesn't explicitly codify what a person can and can't do in the region. There is no combatting necessary unless something dire arises, at which point we can turn to Sori to handle things until a change has been made. |
How will you make sure that the bureaucracy doesn't become flooded with needless bills? What is your stance on finding the right balance between Bureaucracy and No Bureaucracy? | So many needless bills were passed unknowingly by our region members that would keep outsiders out of government. Another source of bureaucratic bills are useless government programs, such as the titles of nobility and the failed diplomats program. We can cut down on these by making sure that the government only governs and sets up what is necessary. I'd like to bring up another point that is somewhat off-topic, but that I'd like to address. Too many bills and laws that have been passed are scattered among the nations that proposed them as well as CD. My plan, if I were to be elected HJ, would be to make a master dispatch that compiles all bills into a single hub (pinned to the region) so that anyone who is curious about a specific bill doesn't have to trawl through the dispatches of the nation that wrote it (I know Ari was going to propose something similar, but the difference is that we don't need a bill for us to do this). |
What is your stance on the Non-Partisanship Bill? Do you support its replacement? | As George Washington foresaw, party politics have divided us. We all have different ideologies and outlooks for the region, which is why subjecting ourselves to labels like "Renewalist" or "Anarcho-Capitalist" can be misleading in that we don't support every aspect of the party. Everyone is bipartisan in some way. The Nonpartisan Bill effectively removes those barriers of identification allowing nations to more accurately define themselves, rather than with blanket terms parties have forced upon us. |
Are you in favor or against term limits? | Term limits are only practical when you have a large amount of people willing to run for office (e.g. the populations of entire countries), but in the case of Callista where we barely have a dozen folks who are involved in politics, term limits are unnecessarily restrictive. Besides, if the populace likes their PM, why shouldn't they be allowed to re-elect them as much as they like? |

The January 2025 Callistan General Election will take place from January 1-14 and will elect the Prime Minister, Lieutenant Prime Minister, Head Justice, and Minister of Roleplay. Campaigning began on December 15th, and will be forbidden on the 1st, 7th, and 14th due to a law banning election day campaigning. Political parties are now able to field Head Justice and Minister of Roleplay candidates after the repeal of the Ministerial Non-Partisanship Bill which was a mistake but whatever.
Background
The October PM election was fought between Plus Nova Imperii (Rome) and Boilanzandia (Boil). The election campaign itself was rather uneventful, with most opposition politicians retiring from politics and the region reaching a general political consensus in favour of A Just Callista's platform (free speech (Not really free speech), regionalism, small government, and moderate chatism). This was further exacerbated by Dolly's acclamation of the Head Justice (HJ) post. The most interesting part of the election campaign was Rio's absolute trouncing of Rhenzern at the polls, with him winning with the highest margin of victory in Callistan history.
The Rome administration has been considerably less active than the previous governments. This has resulted in essentially no controversies (Until late January) or scandals arising but has come at the cost of little activity from the government regarding recruitment, engagement with the region, and legislation. The administration has been successful in implementing the majority of their platform, as they have repealed the non-partisanship bill, removed WA voting recommendations from the WFE, renegotiated the UMR as the Regional Line Cooperative Treaty with new binding articles, and passed landmark anti-bribery legislation. Otherwise, 2024 October-January term has been relatively quiet until late December. Callista's average population dipped below 70 and the general activity, outside of a couple RP disputes, has decreased on the RMB. While the discord has become the main place for OOC discussions, this has still led to a substantial amount of criticism around the so-called "death of the RMB".
The political landscape has shifted quite significantly this term. There has been a near complete end to the two-party system that often dominated politics, either between the Baloominati and Tsarists, Restorationists and Balooists, or Restorationists and Renewalists. Instead, the AJC has quietly dominated the political structure while membership of political parties has dropped to an all-time low of 10. There was little movement in regional politics for months, until the creation of the Society of Decembrists in mid December. This has created the first official opposition to the AJC since the departure of Carp (unless you count the satirical Anarcho-Capitalists). SOD is a party run by former members of IOC, which disbanded in the first week of Rome's term and splintered into Isle Of Wooloo Kingdom and Carina, who advocate for a complete reform of the dispatch structure of Callista and an end to the "nativist" stance of Callistan politics. Besides campaigning for modifying Callista around IOC values, not much other policy has been given. Despite AJC's electoral success, there is a good chance it will not officially nominate a candidate for PM.
Now, everything was just as described until the 28th of December in which things started to collapse and an uncontrollable fire started to engulf the entire government of Rome & Dom which ended with members of the cabinet resigning, some of which were candidates under the AJC (Dom’s party), and publicly shamed for their actions and behavior. It started with a simple post, Carina an ally region of Callista ordered the closure of the embassies with Callista after their lack of Discord Moderation regarding Arisyan- islamophobe and racist opinions in political channels on the Discord, Arisyan baited the response which immediately backfiredas many people of the region signed a recall petition against Ari asking for him to step down. Now during the signing of the petition, Mushroom Gorge got his hands on some screenshots of the Callistan Government group chat and filtered so everyone could see them.
The screenshot revealed that Ari fear a hostile takeover by IOC nations was imminent using a lot of terms like “Callistan race” and “IOC race” in a racist way predicting the death of the “BCK Race” because of the “IOC takeover” to which Rome responded that they could veto any reforms they can make by having the Tsar Sorianora to get emergency powers and prevent any reforms to be done or even any elections, which everyone did not take kindly and made another recall to get Rome out of the cabinet to which their immediate response was stay silent with Rome complaining about his privacy. But this was only the start, as public outrage was an at all time high more screenshots were filtered by Mushroom Gorge revealing Ari was being sued by Circumference in which cabinet member Ari continuously justified his islamophobia and racism, with Dom and Rome backing Ari by saying that Saryn is full of puppets and potentially terminating the RLCO (Something they just reformed on their term) and after that Ari just went on a rampage on Callistan RMB & Discord to slander, flame, and insult all members of the Carina region to which even the NS Mods had to get involved, which prompted Ari to later be banned from the Discord and on his own accord resigned and left the region, Rome followed with the resignation which forced Sori to take emergency powers.
As of this moment Ari declared that he will be taking a few months off and probably never come back, Rome has stayed in the region and is waiting to relay everything to Dom before coming with an apology. The Callistan Discord was in full disarray until they made appointed some Discord Mods (Including me) to take care of the region for an undescribed amount of time, with nothing else to say for now, most of the A-Just-Callista has been shamed with Tsardom of Alaska just resigning as Head of Justice as I am writing this, also revealed he was the source of all the leaks intending to make it reach the people, with some intents to destroy the coalition of the IOCers.
Interim Minister of Roleplay Candidates
Yazakhastan (Independent): Former perennial candidate Yazakh announced his bid for interim MORP on the 23rd. His platform consists of implementing RP aides, similar to previous propositions of a RP teaching system, and extending the time of the RP from one year=2 days to one year=one week.
The Free Kingdom of Poland (Democratic Roleplayer Party): Free Kingdom of Poland, more commonly known as Monti, registered her campaign on the 23rd. Her platform consists of supporting the ideology of "democratic roleplayerism" that supports restructuring Callista's policies to be more amicable and egalitarian towards RPers, implementing democratic decision-making on RP policy, opposing the "chattist old guard" that she claims is disconnected from the recent surge in RP activity, and opposing the mandatory spoiler law for posts longer than 2,000 words. She has brokered an endorsement deal with NG in the case of a second round.
North Goguryeo (Democratic Roleplayer Party): Former MORP Goguryeo, also known as NG, registered his campaign on the 24th. His campaign consists of implementing a tutoring system for RPers, refining the vacation system, bringing back super events, and generally streamlining the RP. He has brokered an endorsement deal with Monti in the case of a second round.
Mushroom Gorge (Independent): MG announced his intention to run for MORP on the 23rd. Since he is also contesting the PM election, it was originally thought that he could not run for MORP at the same time, but no constitutional provision exists stating that citizens may only contest one position at the same time, and he was allowed to continue his run. His campaign consists of making a proposed MLB RP the main RP of Callista instead of post-christum, alongside establishing democratic votes on all RP decisions and disputes, and opposing IOCer control of the RP.
Boilanzandia (Independent): Incumbent Interim MORP Boil registered his campaign on the 24th. His platform consists of making the RP dispatches more accessible and streamlined, merging the basic RP guidelines and rules of Callista, supporting the spoiler law, supporting equality between chattists and RPers, and keeping RP away from government intervention unless it is necessary to get the MORP to act. He has stated he will endorse Yazakh in the event of a second round.
Rio Paraguay (Independent): Recently recalled MORP Rio announced that he was running for interim MORP on the 24th, even if his recall was the reason for the special election in the first place. His campaign consists of railing against the Deepstate and blaming them for his recall and seeks to redeem himself after the petition. No concrete policy was given.

His policies consist of suppressing dissent, deleting polls, and committing various unconstitutional acts. Dolly just resigned for Head of Justice and there is a little bit of uncertainty on whether this bid will continue to challenge for the PM elections.
Caesar Von Bingen/Rhenzern (Independent/Society of Decembrists): After the chao of the 28th of December Caesar Von Bingen abandoned the bid with the AJC and got Rhenzern on board on his bid with the Society of Decembrists. They seek to make a Callista less fearful of change, to make a more open Callista, breaking the barriers between chattism and RPism who is open to all of the people outside of the region, issuing a rescue package following the collapse of the government breaking the walls of tolerance to intolerance and cooperating with every member of the region to revitalize Callista on the new era that is facing.
Untecna/North Goguryeo (Democratic Roleplayer Party): Untecna announced his campaign for PM on the 24th. His campaign consists of increasing Callistan participation in democratic decision-making, implementing factbook reform to make them more accessible, change the constitution to make the MORP a more democratic institution, and repealing and replacing the democracy for all amendment. North Gogurt feeling ashamed of the events of the 28th of December he left the region leaving Untecna without a partner so far. Scrapped because of lack of candidates.
Caesar Von Bingen/Plus Nova Imperii (A Just Callista-For Truth): Due to the recent controversy it is unclear if this bid will continue, as Rome has resigned, has a lot of explaining and apologizing to do while CVB has not been vocal about the bid specifically. The bid was supposed to ensure legislative clarity, continue with a bipartisanship bid to ensure everyone’s opinions are heard, a factbook reform, “Free Speech” (Not really), openness and clarity (Which the AJC failed to do so) and boost recruitment, calling for a competition to create the best Recruitment Telegram for the region. Scrapped as CVB abandoned this bid to form another one.
Head Justice Candidates
Royal Cormoe (Methist Party): Former MORP Cormoe announced his intention to run for HJ on the 15th. His platform is the same as the one he unsuccessfully ran on in July, advocating for an end to grey areas, judicial reform, and committing to judicial independence. Royal Cormoe was for a split moment being endorsed by the AJC however it has probably being recalled with all of the controversy.
The Great Hiatus (Bankrupt Candidate): Coming back from retiring the former Restorationist TGH (Known as H Corp) has awoken from his slumber declaring to join the race for Head of Justice on the 28th of December and came in with a massive campaign calling for an incredible amount of reforms and amendments, repealing the recently passed “Anti-Double Mandate”, Ammending the constitution to force non-partisanship elections for MoRP and HJ, the moderation of political parties, erasing the “honorary citizenship” category, getting rid of term limits. Promising to battle grey areas and seek reform, as well as keeping the RMB and Discord in check with a strong and strict moderators hand, something that after the controversy of the 28th might be seen more favorably.
Mushroom Gorge (Independent): Mushroom Gorge after losing the Prime Minister elections he is going to try again and seek to be elected as Head of Justice, his proposals are to make a safer and inclusive Callista by making an amendment to the RMB Rules also bribing you by giving away free femboys (Good call btw).
Minister of Roleplay Candidates
Boilanzandia (Independent): Incumbent interim MoRP Boil declared to run for the Minister of RP election just before the whole controversy started on a joint campaign called “Unite Callista”, until the 28th of December in which he is now officially running as independent, calling to limit government intervention from the RP and forcing the MoRP to take immediate action in regards to what the RP community demand, continue to support RPer rights and supporting the spoiler rule of RP posts
Campaign
- On December 19th, Oranje Staat (Orange Creek's Callista puppet) published a recall petition against MORP Rio. The petition's reasoning is that Rio has been allegedly delaying the selection process for a new main RP for weeks and has been refusing to officially start the process even with the post-christum RP having 8 nations officially declaring their intent to participate in it. Rio has had a middling response to this petition, even stating that he'd consider signing it to see if the referendum would result in the RP being chosen faster. The recall initiative came to a head on the 21st when key cabinet members withdrew their support for Rio. Their support for his recall resulted in the petition gaining well over the 8 required signatures, and the recall referendum began on the 22nd. Rio himself throughout the campaign refused to justify why he should stay on as MORP beyond mentioning a vague "personal vendetta" from Orange Creek. This, and his lacklustre handling of the RP transfer along with his other failings at achieving his platform, resulted in 80% approval of his recall. He resigned shortly thereafter, and Boil was appointed as the interim MORP before the special election on the 25th. The nation who won the highest margin of victory in Callistan history was also the first one to be recalled, an ironic twist of fate.
- Monti registered the Democratic Roleplayer Party on December 24th to promote her interim MORP campaign. The party is essentially a more radical version of The Decembrists, wishing to reform Callista around her ideology of "democratic roleplayerism" that supports democratic decision-making on RP policy along with giving RPers more influence in government as she states they are now the "majority of the activity of the region". The party is mainly supported by IOC immigrants, furthering the rift between native Callistans and the new IOCer population that moved to Callista in early December.

INTERIM MORP ELECTION
- The interim MORP election took place on December 25th, and was the most crowded race in Callistan history with 6 candidates on the ballot. Boil and Yazakh emerged as the two frontrunners on election day early on, with them both being tied or one vote behind each other the entire day. The DRP’s two candidates Monti and NG failed to win any valid votes beyond NG voting for himself, which is a disappointing result for a party that had hoped to establish itself as a major contender on the political scene. MG won the endorsement of the Tsar, who is unable to vote, which prompted calls for the restoration of his voting rights. Recalled MORP Rio’s second contest for public office went much less smoothly than in October, with him winning only 2 votes, tying for third with MG. Ultimately, Boil won 10/22 votes (45%), Yazakh won 7/22 (32%), MG and Rio each won 2 votes (9%) and NG won 1 vote (4%). The second round was held on the 26th and resulted in a clear Boil victory who won 14/24 (58%) votes. This marks Boil’s first ever win in a contested election.

We should also have a law against interregional laws. Callista should judge by acts done as Callistans, in Callista, for Callista. Anything else done that isn't against site rules outside Callista should not be blamed on Callista. Anything wrong or right or whatever else done outside Callista is done by the individual's own free will as an individual, not a Callistan, unless an official attaché or ambassador or the MoFA. If something is done via the use of their Callistan identity then they might be punished, but under Callistan laws. Other region's laws should not be imposed in or onto Callista. Sort of like, a Law Independence sort of policy. Idk, a concept/idea.

They seek to make a Callista less fearful of change, to make a more open Callista, breaking the barriers between chattism and RPism who is open to all of the people outside of the region, issuing a rescue package following the collapse of the government breaking the walls of tolerance to intolerance and cooperating with every member of the region to revitalize Callista on the new era that is facing.
Untecna/North Goguryeo (Democratic Roleplayer Party): Untecna announced his campaign for PM on the 24th. His campaign consists of increasing Callistan participation in democratic decision-making, implementing factbook reform to make them more accessible, change the constitution to make the MORP a more democratic institution, and repealing and replacing the democracy for all amendment. North Gogurt feeling ashamed of the events of the 28th of December he left the region leaving Untecna without a partner so far. Scrapped because of lack of candidates.
Caesar Von Bingen/Plus Nova Imperii (A Just Callista-For Truth): Due to the recent controversy it is unclear if this bid will continue, as Rome has resigned, has a lot of explaining and apologizing to do while CVB has not been vocal about the bid specifically. The bid was supposed to ensure legislative clarity, continue with a bipartisanship bid to ensure everyone’s opinions are heard, a factbook reform, “Free Speech” (Not really), openness and clarity (Which the AJC failed to do so) and boost recruitment, calling for a competition to create the best Recruitment Telegram for the region. Scrapped as CVB abandoned this bid to form another one.
Head Justice Candidates
Royal Cormoe (Methist Party): Former MORP Cormoe announced his intention to run for HJ on the 15th. His platform is the same as the one he unsuccessfully ran on in July, advocating for an end to grey areas, judicial reform, and committing to judicial independence. Royal Cormoe was for a split moment being endorsed by the AJC however it has probably being recalled with all of the controversy.
The Great Hiatus (Bankrupt Candidate): Coming back from retiring the former Restorationist TGH (Known as H Corp) has awoken from his slumber declaring to join the race for Head of Justice on the 28th of December and came in with a massive campaign calling for an incredible amount of reforms and amendments, repealing the recently passed “Anti-Double Mandate”, Ammending the constitution to force non-partisanship elections for MoRP and HJ, the moderation of political parties, erasing the “honorary citizenship” category, getting rid of term limits. Promising to battle grey areas and seek reform, as well as keeping the RMB and Discord in check with a strong and strict moderators hand, something that after the controversy of the 28th might be seen more favorably.
Mushroom Gorge (Independent): Mushroom Gorge after losing the Prime Minister elections he is going to try again and seek to be elected as Head of Justice, his proposals are to make a safer and inclusive Callista by making an amendment to the RMB Rules also bribing you by giving away free femboys (Good call btw).
Minister of Roleplay Candidates
Boilanzandia (Independent): Incumbent interim MoRP Boil declared to run for the Minister of RP election just before the whole controversy started on a joint campaign called “Unite Callista”, until the 28th of December in which he is now officially running as independent, calling to limit government intervention from the RP and forcing the MoRP to take immediate action in regards to what the RP community demand, continue to support RPer rights and supporting the spoiler rule of RP posts
Campaign
- On December 19th, Oranje Staat (Orange Creek's Callista puppet) published a recall petition against MORP Rio. The petition's reasoning is that Rio has been allegedly delaying the selection process for a new main RP for weeks and has been refusing to officially start the process even with the post-christum RP having 8 nations officially declaring their intent to participate in it. Rio has had a middling response to this petition, even stating that he'd consider signing it to see if the referendum would result in the RP being chosen faster. The recall initiative came to a head on the 21st when key cabinet members withdrew their support for Rio. Their support for his recall resulted in the petition gaining well over the 8 required signatures, and the recall referendum began on the 22nd. Rio himself throughout the campaign refused to justify why he should stay on as MORP beyond mentioning a vague "personal vendetta" from Orange Creek. This, and his lacklustre handling of the RP transfer along with his other failings at achieving his platform, resulted in 80% approval of his recall. He resigned shortly thereafter, and Boil was appointed as the interim MORP before the special election on the 25th. The nation who won the highest margin of victory in Callistan history was also the first one to be recalled, an ironic twist of fate.
- Monti registered the Democratic Roleplayer Party on December 24th to promote her interim MORP campaign. The party is essentially a more radical version of The Decembrists, wishing to reform Callista around her ideology of "democratic roleplayerism" that supports democratic decision-making on RP policy along with giving RPers more influence in government as she states they are now the "majority of the activity of the region". The party is mainly supported by IOC immigrants, furthering the rift between native Callistans and the new IOCer population that moved to Callista in early December.

1. It’s simple really, be more strict with moderation, I feel like Ari got away with everything because we failed to properly punish him for all of the racist things he has said. There is also this concerning thing I saw during all of that, while I understand he had a fall out, no Regional Officer should bait people nor flame others regardless of the situation, which is why we need a proper code of conduct for ROs so they behave themselves, which is crazy since I didn’t think we needed to be this specific, but for cases like this is better to have more options available to punish an RO rather than just impeachment.
2. Public consultation, and I will use the poll we already made in the past. If it’s not specified it’s perfectly legal. But obviously there needs to be more legislation to have as less grey areas as possible, but if there is a grey area then it’s legal until reformed.

We just need the bills to have less flaws than they are currently, and that most bills have to be revised before putting them for public consultation, there is also no need for more bills we just need to reform what we have in order to have a strong constitution and bills imo. Accountability, the reason why this scandal got out is because of Dolly's leakage of screenshots within the Council of State discord group chat, the only reason why we found out is because of that. Dolly's actions however were politically motivated in order to take down the Unite Callista coalition. If Unite Callista was never formed, then I believe Dolly wouldn't have leaked the government group chat. The Head Justice and MoDA with their supposed impartial duties are supposed to act as positions that keep the government accountable. Removing politics from both could prove beneficial in order to remove bias especially in light of this scandal.
2. One thing that is very formidable in combatting grey areas is the presence of an already written related topic, we look at what passed laws have said and the Constitution, the check part, then we move onto the amendment part, if neither say anything, then we amend it to be more clear. Thought public approval, we can see if the public supports and opposes the topic then amend with either forbidding it or allowing it.

The Head Justice only interprets bills in the view of the Constitution, so simply, just because there is junk in a bill doesn't mean the Head Justice can necessarily strike it down unless it violated the Constitution. That is why I think the Head Justice position needs expanded in order to provide that moderation between good bureaucracy and bad bureaucracy, term limits are a good example of fighting bad bureaucracy.
4. I support it being reinstated, the HJ should always remain impartial and apolitical. The MoRP focuses on mainly roleplay things, so I'm not really sure why it would need to be apolitical when there's an opportunity to make it more competitive with roleplay policy.
5. In favor, it'll help in combating bureaucracy, we have the people who are able to run for elections, we just need to rely on them to step up, otherwise we'll have the same people over and over again.
6. I think that parties should have at least a grace period between elections, a certain number of elections contested until the party should be labeled as defunct. This could possibly be a task for the Head Justice to disenfranchise parties for their breach of the legal grace period, and especially with prosecution if the party has notable corruption within it, similar to how the Justice Department acts on parties within the United States, unfortunately not the two major ones though, because, corruption.
One thing I'd like to add as a bonus is, I plan to allow my MoDA to tackle domestic moderation because that's their job, their job is to moderate the rmb and domestic disputes within the region, as per their Constitutional description. The MoDA is also one of those apolitical positions that can investigate the government and provide accountability.

Gray areas are generally a good thing, because it means the law doesn't explicitly codify what a person can and can't do in the region. How would you like to live in a nation where illegality and legality are lined out for every single possibility ever? There is no combatting necessary unless something dire arises, at which point we can turn to Sori to handle things until a change has been made. |

What is your stance on finding the right balance between Bureaucracy and No Bureaucracy? | So many needless bills were passed unknowingly by our region members that would keep outsiders out of government. Another source of bureaucratic bills are useless government programs, such as the titles of nobility and the failed diplomats program. We can cut down on these by making sure that the government only governs and sets up what is necessary. I'd like to bring up another point that is somewhat off-topic, but that I'd like to address. Too many bills and laws that have been passed are scattered among the nations that proposed them as well as CD. My plan, if I were to be elected HJ, would be to make a master dispatch that compiles all bills into a single hub (pinned to the region) so that anyone who is curious about a specific bill doesn't have to trawl through the dispatches of the nation that wrote it (I know Ari was going to propose something similar, but the difference is that we don't need a bill for us to do this). |

We all have different ideologies and outlooks for the region, which is why subjecting ourselves to labels like "Renewalist" or "Anarcho-Capitalist" can be misleading in that we don't support every aspect of the party. Everyone is bipartisan in some way. The Nonpartisan Bill effectively removes those barriers of identification allowing nations to more accurately define themselves, rather than with blanket terms parties have forced upon us. |
Are you in favor or against term limits? | Term limits are only practical when you have a large amount of people willing to run for office (e.g. the populations of entire countries), but in the case of Callista where we barely have a dozen folks who are involved in politics, term limits are unnecessarily restrictive. Besides, if the populace likes their PM, why shouldn't they be allowed to re-elect them as much as they like? |

INTERIM MORP ELECTION
- The interim MORP election took place on December 25th, and was the most crowded race in Callistan history with 6 candidates on the ballot. Boil and Yazakh emerged as the two frontrunners on election day early on, with them both being tied or one vote behind each other the entire day. The DRP’s two candidates Monti and NG failed to win any valid votes beyond NG voting for himself, which is a disappointing result for a party that had hoped to establish itself as a major contender on the political scene. MG won the endorsement of the Tsar, who is unable to vote, which prompted calls for the restoration of his voting rights. Recalled MORP Rio’s second contest for public office went much less smoothly than in October, with him winning only 2 votes, tying for third with MG. Ultimately, Boil won 10/22 votes (45%), Yazakh won 7/22 (32%), MG and Rio each won 2 votes (9%) and NG won 1 vote (4%). The second round was held on the 26th and resulted in a clear Boil victory who won 14/24 (58%) votes. This marks Boil’s first ever win in a contested election.

A bill to enact, by the will of the Tsar and the people, standards for the World Factbook Entry and dispatch list of Callista.
Preamble
Noting the continuous abuse of appearance authority by officers, and disappointed by vandalism of the main public display of Callista to new nations, and wishing to set a level of professional conduct in governmental manners, this bill is to be enacted.
Section 1 - Responsibility and Liability
All Callistan Officers with authority to edit the appearance of the World Factbook Entry (WFE) and dispatch list shall abide by the regulations set within this bill.
All Callistan Officers with authority to edit the appearance of the WFE and the dispatch list shall be held liable for any breaches of conduct through the legal right of any concerned citizen to use their disobedience of this as a legally valid reason to take said Officer that has breached conduct to court.
The punishments for breach of conduct shall be administered by the will of the Head Justice, not to exceed the removal of appearance authority in severity.
Notes that in cases of major holidays and emergency situations, at the discretion of the Officers, these regulations may breached to allow for alteration of the WFE or dispatch list for festive purposes or to provide information in an emergency scenario.
Section 2 - Colors and Pageantries
The WFE shall be made up of the official colors of the Tsardom, those being Tsar Blue (hexcode), Grey (hexcode), White, Black, and Gold (hexcode).
The WFE shall be opened with the heading “Welcome to Callista!” followed by the regional motto of “Improving at every turn” one line beneath.
The Tsar shall be stylized in full as “His Imperial Majesty, the Tsar” for at least his first mention within the WFE.
The WFE shall not be vandalized with garish colors in inappropriate cases or places.
The WFE shall not display misinformation related to the positions of nations mentioned within the text body.
Officers retain the right to use due judgement on all non-mentioned aspects of the Colors and Pageantries of the WFE not mentioned within this bill.
Section 3 - Linkage and Dispatches
The WFE shall contain links to, at minimum, the regional Discord, the Constitution dispatch, the Citizenship form dispatch, and the Rules of Callista dispatch.
The WFE shall link to the nation pages of, at minimum, the current Prime Minister, the Callista Dispatches account, and the Tsar.
The dispatch list of Callista shall link to, at minimum, the Constitution dispatch, the Rules and Laws dispatch, the Citizenship form dispatch, and the Master Dispatch.
The dispatch list shall be ordered to have the Constitution dispatch at the highest position.
The WFE and dispatch list shall not link to dispatches that purport to be official Tsardom dispatches that are not.
The WFE and dispatch list shall not be made to link to any entirely partisan dispatch, with the exception of bills if they are published on the account of a party nation or member nation.
The WFE and dispatch list shall not link to any dispatches from regions mentioned in Callista's blacklist or dispatches that are anti-Tsardom in general.
The WFE and Dispatch list shall not link to any offsite websites other than the regional discord.
The Officers reserve the right to use due judgement on all non-mentioned aspects of the Linkage and Dispatches.
Section 4 - Regional Happenings
The WFE shall contain a section titled “Regional Happenings.”
This section shall be dedicated to providing updates to the populace of Callista on recent events occurring within Callista. For example, an election season, a Roleplay event, a newly passed law, a law that is up for discussion, and other situations that are deemed worthwhile to enter into the section by Regional Officers.
The Regional Happenings shall not be made to be expressly partisan or biased.
The Officers reserve the right to use due judgment on what shall be included as “happenings within the region.”
The Regional Happenings section shall also include a featured roleplay post. The featured roleplay post is to be determined upon by the roleplay administration post biweekly. The Roleplay Administration is to determine said featured roleplay post via means of said post's quality. The featured post is to be snipped to just the title to avoid surpassing the word count, and to allow people to click the link to be able to access the actual post
Section 5 - Non-binding Guidelines
The WFE and dispatch list should be made to look visually appealing as well as not garish or too mundane, as to make it pleasing to the eye through stylistic decisions, but not too attention-grabbing.
The WFE and dispatch list should be made to link to useful resources for new nations and resident nations alike, in order for foreign or new nations to learn about the region, and for resident nations to access important resources.
The WFE and dispatch list should be held to a level of professional conduct, meaning an avoidance of crude or unprofessional jokes, an avoidance of truly pointless features, and for a certain level of care to be taken with large changes.
The WFE and dispatch list should be, however, made to be entertaining and enjoyable to read in any way possible.
H still gets my vote. They are far more trustworthy for this position than the other two candidates.
