The Ministerial Reform bill was the first ever bill created in Callistan history, and as such was not as well developed and drafted as it should have been. Furthermore, there were not clear guidelines at the time for what exactly should constitute a bill and what areas of legislation they could cover. As such, the Ministerial Reform Bill is in conflict with the Constitution of Callista and is unconstitutional due to the fact that the Constitution is responsible for determining the number and duties of the regional officers of Callista. Therefore, the MRB has been deemed unconstitutional and has been repealed.
