The current 430 regions all share one thing in question. They allow embassy offers and share embassies with all of the other Matrix Regions, thus they are called Matrix Regions.
What is an Oracle Region?
These regions share one common idea. They each have at most two embassies, and only with two other Oracle Regions, creating a chain of regions from this region to The Alliance of Independent Nations. There are a few exceptions, this region and the last region in the chain only has one embassy. All the ones in between has two embassies, with the region before and after on the update list. These regions do not accept outside embassy offers as that will short circuit the Oracle List, which calculates the shortest degree of separation between this region and the Omega Oracle Region (The Alliance of Independent Nations). There are a few exceptions, mostly housekeeping as I add or remove regions from this list, and the two regions that connect my Matrix Regions to the List in the middle, by having embassies with United States of America and 0000.
If you are looking for a lot of embassies, just let me know, and I can work with you and your region to get all of my Matrix Regions to share an embassy with you.
The options are:
1. I can send your region all 430 (current number) embassy offers.
2. I can send your embassy officer a list of all these regions and you can send them the required embassy offers.
3. I can send your region a puppet that will become an embassy officer and do all of the groundwork. This officer will only send my regions embassy offers, not receive embassy offers (unless that option is requested).
The option depends upon how many embassies your region already has and how slow your region's control page is. The Embassy's home page is very slow, so it is easier to send out than to receive.

REGIONS FOR MATRIX:
No new regions will be added to my matrix at this time
I have five special regions, or The Embassy Ghosts, but they will only receive a few of the matrix embassies, as well as any embassy offer sent, not exactly the full matrix as they really do not fit the profile.
Trading Cards Policy:
I will no longer buy high or get into a bidding game for cards
I will collect mostly my cards and gift them to the nation on the card
Others, I will sell or scrap if they are common
I scrap all cards from the Pacifics or if the flag is the default flag.
I will collect interesting flagged cards, but not this nation.
Finished checking the region of Al Qahirah for embassies. Noted that it was short only four embassies. Considering everything, that really isn't all that bad.
I'll get around to the other two new regions, America Central and Celadonia later.
Just need to get started on Lagos. Probably will do that region in one big sweep instead of spreading it out over a few weeks like I had with those other three.
Certainly will not be doing a block of regions again. Just takes too much time and effort.
Still need to check several regions to see if they are lacking any embassies. I know some are still less than 50% done. I should concentrate on those for the next few weeks.
Only doing Lagos as it is already set to be added to my Matrix List.
Still debating about which standard time to use in the game. New York time or Chicago time.

Looks like it has been long enough that I can now check my matrix listed regions for their embassy count and see which regions how many embassies they require. That may take some time.
Just had the Supreme Court Nomiunation issue. Had to dismiss the question because there was no option for actually placing someone who was qualified to be a judge. Makes no sense at all. Other jobs, you want someone who is qualified, wouldn't you want the same for the supreme court? Noticed that about a lot of these issues. Many have no right answer, so they have to be dismissed.
