How did the nation with no government colonize the Sunbelt Islands? :P

I've been thinking of this for quite some time… it could be entirely possible for a well-outfitted group of people who have no intention of declaring a formal government to fortify a defensible and economically viable amount of land and poof, instant de facto country seeking recognition by other nations. Please, do not even think of attempting this IRL.
