As for the regional map, typically we would go with the XKI map since we're both the same region in concept. The regional map is maintained by 
Paffnia, but you might be able to discuss with him if you could help out with it. I may very well decide to have a separate map created for ATP though, it remains to be seen.

You can contact Paffnia by either telegraming their nation directly, or by sending them a message on the forum. Whichever way works for you. As for the being allowed bit, I don't see why you wouldn't be.
