well a year in game, but we're currently sitting next to each other
Unbeknownst to the public, the King-Emperor wasn't in Hub or the Home Dimension during the events of H6N4. He was actually in a Branch type dimension directing troops to crush a Caribou revolt, he didn't even know of the H6N4 virus not the sudden revelation of H7N5...
Jason looked at the scene through his binoculars as it unfolded. He could clearly see blood and entrails flying as the troops he brought over, more specifically ITF Alpha One "Right Royal Hand", as they slaughtered the rebelling caribou as they attempted to fight back with blundernesses and bayonets against artillery and tanks. He didn't understood how the colonial-governor could have lost to these up start whoremongers, their main tactics focused on magic trying to make males more aroused and stuff like that with their male supremacy ideology. It was becuase of that ideology that their arrogance led to their down fall by the coalition forces led by Royal-Governor Twilight the 35th "The Burner".
"Your Excellency! Your Excellency!"
Jason tore his gaze away from the battle and got up from the bush he was observing from to turn and see a corporal running at him.
"At ease, what's the matter?"
"Sir! I've got news from da capitol!"
"What is it?"
"Apparently there has a been an emergence of a virus known as H6N4, and then H7N5 which was revealed to be a project made by our Govenrment!"
"Vas!?" Jason shouted, he never ever authorized a project to create a biological weapon, several of his more junior commanders had proposed this idea to him several times, but he always refused becuase to him, nuclear WMDs are already good enough and they have a lasting effect, and space lasers are just as good.
If a genetically modified virus had been made, then the most likely perpetrators are the junior commanders.
"Call the Director of the OHS, and leave ITF Alpha-1 Commander Emerald Sky in charge of suppressing this revolt, I'm going back to deal with these so called "commanders"..."

The tension in the room was palpable, thick enough to be cut by a knife, and insert another euphuism for tension.
MRIS Director Nightlight looked over the group of gathered people. There was General Armor, F.Marshal Twilight, OHS Director Preventus and several others.
"Listen up, apprenalty we got a transmission they reveals about H7N5, we couldn't track where it came from, but what we can know is that it wasn't authorized by us. Any ideas on who?"
The OHS Director was a old pony, being a detective before hooking up a royal and using his skills for the Empire, he had plenty of experience under his...trench coat?
He spoke up,
"Well; His Majesty couldn't have conceive of it, he doesn't like making people suffer, that's why he prefers nuclear WMDs, and the senior military staff simply don't want it because it could easily backfire. The juniors have thrown the idea around, but they never got approval,"
"I can tell you want thing, Parliment doesn't want it, too in humane according to them," spoke up the head of the SS. "They say it'll would throw their image into the dirt,"
"Then, who authorized it?"
The MDIS Director joined in, "we shouldn't be asking who authorized it; but who could do it?"
"And there's only one group in the Empire who are least empathic and have the ability to do this,"
Every creature looked at each other and nodded.
