Yep! There are 2 "updates" every day (at 12:00 AM and PM EST) when the game does maintenance, updates stat lists, and some other stuff. Part of the other stuff is increasing everyone's population, which happens at the "major" (because it does some stuff that the "minor" update doesn't) update, which happens between 12:00-1:30 AM each day (people in XKI tend to get their population increases on the early side because our region is near the begining of the list of regions the game game "updates").
