I believe One would achieve more by disarming the proposed Resolution from Thromsa a little. Maybe not name it the "Dissolution of the League", as that tends to scare people and make the formation of a new league-equivalent institution a priority before the actual dissolution of the existing one.
Better yet, maybe a resolution that would immediately create a new institution, including all parties that have agreed to it, and simultaneously dissolute the existing one.
Sure you would loose some nations who would not agree to it, but at least you would have an institution who could enforce something and actually be productive.

Alternatively there is also nothing in the way of creating a new body of something similar like the League, without desolating the existing League. Anyone interested in contributing and abiding by the laws of such a new institution could simply switch.
