It's just the inverse of Ideological Radicality, a stat I'm very familiar with. At least 90% of the calculation is handled by three stats: Civil Rights, Economic Freedom and Political Freedom. The closer they are to the starting values of 57.33, 50 and 57.33 (respectively), the higher your Averageness. The other 1-10% is apparently handled by completely invisible variables, so issues that push your Averageness even further have to be memorized one by one, as is also the case with Ideological Radicality.
