Upon initial inspection of your economic output graph, it looks like your economy is improving gradually. Maybe continue answering issues and see if the situation changes.

Also, try responding to issues with a certain 'type' of response. ie. If you wish to become more capitalist, respond to issues with solutions that benefit entrepreneurs, corporations, businesses, or the economy, in some manner. Nationstates often punishes leaders who cannot choose specific ideologies or policies. For example, if your nation is extremely capitalist and you choose an issue that focuses heavily on social welfare, there might be a considerable impact on another index. This may eventually result in a nation becoming 'average' in several categories.

This is, at least, what I have observed from my experience. It's either the built-in mechanics that will make things interesting or the broken effects of some issues. If you do find that an issue has some ridiculous impact on some index, you can also report it here.
