You have to be given a new region when you re-found, as the game mechanics require that every nation have a region. Thus, refounded nations are sent to a random one of Balder, Osiris, or Lazarus (unless banned from all three, then they're sent to The Rejected Realms). This makes Balder, Osiris, and Lazarus the three main "sinker" regions (with TRR being the other, but very different, sinker.)

So, in a certain sense, this is an afterlife for NS nations. But you can leave it if you like.
