I am President Franklin Anderson, and you're listening to Enclave Radio --- a wellspring of sanity in a world gone insane.

Tonight, I wish to address an important issue: Mutation. When the bombs fell 300 years ago, their radiation led to the creation of the horrendous creatures we see in the Wasteland today. Ghouls with their peeling skin and feral, animalistic nature, no better than the wild Brahmin you might hunt for sport. These abominations, once human, have long since lost any sliver of humanity and sapience that might have stayed with them as they begun their transformation. Super mutants, with their sickly green skin and beastlike, murderous tendencies, roam the Wasteland in gangs and destroy American, human settlements. Raiders, the mutants who wear human skin, may look none too different from you and I, yet their behavior and genetic makeup tell us otherwise. All of these mutants may live side-by-side and mingle with humans, but do not be fooled: They are not human!

The more observant among you may object to this statement. "Not all ghouls are feral, not all super mutants murderous", I hear the crowd of mutant-lovers say. And to them I say: Wrong! Our Scientists have for the past 3 centuries spent every minute of their lives dedicated to researching and studying these mutants, their genetics, their behavior, their neurology, and all research points conclusively to the fact that these mutants are in some way all animal-like by nature. It is not a fault of their own, you must understand; and yes, they once were human, and even after the changes some might still possess the characteristic behavior of a person.

The reason some ghouls and super mutants might be able to communicate in a seemingly intelligent way, or appear to have emotions, is because, well, that's what they've learnt to do so. They have learnt to mimic humans. Take this experiment we conducted just a few days ago, for instance. We placed a ghoul, and a human volunteer in 2 separate chambers each, separated by a thick glass wall. Our Scientists then went inside and pretended to punch the human volunteer several times, while he pretended to give off howls of pain, as anyone might do under the circumstance. We then had the Scientists go inside the chamber of the ghoul, and had them punch it many times in the face. And what did you know? The ghoul gave off howls and cries similar to the one the control subject, that is the human, had given off!

Isn't it interesting? These creatures, working like clockwork machines, receiving input from their surroundings and mimicking the actions of actual humans! Alas, they are not humans, and therein lies the problem. These creatures, while not human or sapient, still have needs; and they will quickly learn to do anything to secure their needs. This is why they are so important. Many are driven by instinct, without the capacity to think, and if they do not obtain what they so desire, then they turn murderous.

This is why this war on mutation is so important. So, citizens of America, if you fear for your life, and the life of your loved ones, then you know the right thing to do. When the Enclave military arrives in your city, cooperate with them and help them point out where the mutants may be hiding!

Reflect upon all I have said, my America. Reflect and wait. For soon this great nation will be reborn, and the Enclave will be its salvation!

I have a, quite possibly stupid question, but how did the scientists reach the conclusion that the mutants react/mimic humans? did they try punching the mutants first? And then try the described experiment? This is a pretty big hole in your logic my friend. But either way, great detail!
