Partially incorrect. Sundred is a Security Councilor. They took the top spot because by law an government official has to hold that spot. The Security Council is responsible for maintaining the region's security and one of the ways they do that is by holding the WA Delegate spot until the elected delegate has enough endorsements to take over.
